GEOGRAPHY Monroe is situated in the southeastern corner of Michigan, approximately 40 miles south of Detroit and 20 miles north of Toledo, OH. It is a natural watershed for the River Raisin that flows into Lake Erie after almost bisecting the county north and south. The rich river plain soil has been ideally suited for the growing of crops, making agriculture on of the leading industries in the county. CLIMATE Moderate, with temperatures normally ranging from 10 degrees in winter, to 90 degrees in the summer. Annual average precipitation totals approximately 30.09 inches of rainfall to 10 to 50 inches of snowfall. Average relative humidity is 45 percent.

Michigan Voters Want Choice of Schools, Not State Takeover
New survey shows majority support state-funded scholarships for public, private, parochial schools Should the State of Michigan take over failing school districts? Most Michigan voters don't think so. But a statewide survey conducted in mid-February shows that the majority do support an alternative reform: state-funded scholarships that would allow poor children in failing schools to attend the public, private, or church-sponsored school of their parents' choosing. In Detroit, where failing schools are the focus of heated debate, choice supporters outnumber opponents two to one, higher than in any other Michigan region. The February survey was conducted by EPIC/MRA and commissioned by TEACH Michigan and the Detroit Free Press . The newspaper sponsored questions regarding the state takeover of schools, and the reform group asked questions regarding school choice. The survey has a margin of error of four percentage points. "Parents want the power of choice to purchase reform," said TEACH Michigan executive director Bryan Taylor, pointing out that parents with children at home were also more likely to support choice scholarships.

This call for action is from the
League of Women Voters of Michigan
ALL Kids First A Coalition to Oppose the Ballot Initiative to Amend the Constitution to Allow Public Funds to be Spent for Nonpublic Education by Means of Vouchers The League of Women Voters of Michigan (LWVMI) has had a position opposing vouchers as a distribution system for state financing of education since 1969. Because of that position LWVMI was one of the founding organizations of a ballot initiative coalition 'ALL Kids First' which opposes the ballot initiative proposed in petitions now being circulated by 'Kids First! Yes!' This proposal would amend the Michigan Constitution to allow public funds to be spent for nonpublic education by means of vouchers. Volunteers are needed to inform the public on this issue. Professional training will be provided to ensure that we have the tools we need to speak out accurately and effectively. STATE OF MICHIGAN BEFORE THE STATE BOARD OF CANVASSERS In the matter of a Petition submitted by the Michigan Civil Rights Initiative BRIEF ON BEHALF OF BAMN AND UEAA IN OPPOSITION TO THE APPROVAL OF THE FORM OF THE PETITION SUBMITTED BY THE “ MICHIGAN CIVIL RIGHTS INITIATIVE” INTRODUCTION The Coalition to Defend Affirmative Action by Any Means Necessary (BAMN) and United for Equality and Affirmative Action (UEAA) are two of the organizations that intervened in Grutter v Bollinger to defend the affirmative action programs at the University of Michigan Law School. In addition to being a party before the United States Supreme Court, BAMN initiated the demonstration of 50,000 persons at the Court on the day of the argument in that case. The NAACP, the UAW, the AFL-CIO and other organizations joined with BAMN in building that demonstration. The group calling itself the “Michigan Civil Rights Initiative” is now attempting to overturn Grutter v Bollinger by circulating an initiative petition proposing to amend the State of Michigan This group has asked the Board to approve the form of their petition.

Livonia Public Schools Livonia Public Schools, the 5th largest school system in the state of Michigan, offers a broad range of learning opportunities for people of all ages and abilities from preschool children to senior citizens. The district was selected as a School/Match Award-Winning System, one of only 9 percent of the 15,625 school systems in the country (matching the needs of parents and children based upon comparisons of responses by parents and corporate personnel). The Livonia Public Schools operate 22 elementary schools, four middle schools, three high schools and a career/technical center enrolling over 17,500 students. Nearly three-quarters (73 percent) of Livonia's high school graduates go on to college and 80 percent of the teaching staff hold advanced degrees. A $62 million building improvement/technology bond, passed by voters in 1992, assures the district has fine new facilities in which to implement appropriate technology in every aspect of our instructional program and management system to improve teaching and learning. Department Overview Welcome to the Walker, Michigan Police Department's home page. The City of Walker is located in the northwestern part of Kent County. Our geographic makeup is over twenty-seven square miles. The Walker Police Department has thirty-eight sworn officers. We have a full time dispatch center that is staffed by six civilian personnel. The Walker Police Department is totally committed to community policing. A diverse training program in community policing was completed for the entire department staff. The training consists of material identifying neighborhood problems, problem solving, and mutual development of plans within assigned neighborhoods and businesses. Mission Statement The primary mission of the Walker Police Department is to protect life and property and enhance the quality of life of the citizens of this community through the enforcement of the law and by creating a partnership with the members of this community to facilitate the common goal. Anti-Voucher Resolution for School Boards WHEREAS, a proposed school voucher ballot initiative would amend the Michigan Constitution to eliminate the ban against providing state funds to support the attendance of any student at private or parochial schools and require a voucher for nonpublic school tuition for parents from a “qualified” school district; and WHEREAS, it is clear that this proposal will divert scarce resources from public schools while it subsidizes private and religious schools which are not subject to any oversight from any elected officials and are allowed to set their own tuition rates and have exclusive admission policies; and WHEREAS, a voucher program would likely increase discrimination and segregation by fragmenting Michigan’s children along lines of religion, race, ethnicity, disability, and social class; and WHEREAS, a voucher program as proposed would narrowly assist wealthy families by using tax dollars to subsidize students from affluent homes who are already enrolled in private and religious schools while excluding low income students who cannot afford to pay the remaining cost of private school tuition; and WHEREAS, passage of this measure may spur a legal challenge based on constitutional grounds as evidenced by courts in Ohio, Maine, and Pennsylvania which have ruled voucher programs in those states to be unconstitutional; and

Peck, Legislative Counsel DATE: January 22, 1992 RE: Private School Choice Demonstration Amendment The proposed school choice demonstration amendment to S. 2 would permit states to include private and parochial schools as "choice schools," notwithstanding contrary provisions of state law. While this effectively preempts state law after the Secretary of Education awards grants for the demonstration projects, it does not and cannot do so before an award is made. Therefore, a number of states, operating under state constitutions that prohibit the public funding of sectarian schools or institutions, are ineligible to apply for the grants. A government has only the power and authority granted to it by the people through a constitution. This is the foundation of a nation that observes "the rule of law." Just as the authority of the federal government is limited by the powers granted and denied by the federal Constitution, the authority of the state governments are limited by the powers granted and denied by their respective state constitutions. Where a state constitution prohibits public funding of sectarian institutions, the state would violate its constitution when it applied for the grant program contemplated by the choice demonstration amendment because it would exceed its constitutional authority. Thus, the following states are constitutionally inhibited from participating in the choice demonstration and cannot benefit from the amendment under consideration:

DETROIT Acting on behalf of five parents, the American Civil Liberties Union of Michigan today challenged a Kent County charter school for violating the First Amendment’s protections of separation of church and state. Vanguard Charter School Academy sanctioned prayer in the school, allowed the distribution of religious materials during class, allowed a nearby church to use its facilities rent-free to conduct worship, conducted a mandatory staff retreat with distinct religious overtones and taught creationism as an accepted scientific theory, according to the amended complaint filed today in United States District Court. Vanguard Charter School Academy teaches children from kindergarten through seventh grade. Like all other charter schools in Michigan, Vanguard is a public school and must follow Michigan’s code for public school academies. It is managed by National Heritage Academy, one of the largest management companies in Michigan. The ACLU is suing on behalf of five parents of students at the school.

Economy Weekly Columns News Links Printer Friendly Version Nick Smith's Press Release - September 29, 2003 Smith Announces Major Grant for Battle Creek Area Schools (Battle Creek, MI) During a meeting today with local educators and school officials at Springfield Middle School, U.S. Representative Nick Smith (R-Addison) announced that the U.S. Department of Education has awarded a 3-year, $928,000 grant to a consortium of Battle Creek area schools to enhance the teaching of American History. The grant will provide an opportunity for 150 social studies teachers from seven area public, private and parochial schools, to work with historians from Michigan State University to gain greater knowledge of American History. In addition, instructional strategies will be developed that will enable students to learn about history in ways that are both enlightening and enjoyable. "As we continue to face the challenges of the War on Terrorism, helping students gain a greater understanding and appreciation for the tremendous sacrifices made in securing our liberties and freedoms is very important," Smith said. "Congress passed this legislation to help strengthen American History instruction and improve students' understanding of our nation's heritage. A good education is the foundation upon which future success is built. And having a firm grasp of our nation's history will hopefully encourage students to become more involved in ensuring its future survival and success." Smith added that, "this is one of only three such grants awarded in Michigan. I want to congratulate Dr. Ashburn and the many project partners for their innovation and good job in writing this grant request."

She is also a board member of the Metropolitan Detroit Bureau of School Studies and a council member of the Michigan Association of School Administrators. Ray-Taylor won the Outstanding Women in Outstanding Times (1998), and the Outstanding Academic Achievement Award from the Department of Counseling and Educational Psychology, College of Education at Michigan State University (1992).
