Following is the text of a leaflet sent home with school children from North Hill Elementary School in Rochester, Michigan in September, 1999: "People who support vouchers, tend not to know very much about vouchers." Jonathan Kozol What is a voucher? A voucher is a way to redirect tax dollars from public education to private or parochial education. Vouchers are certificates given to individuals that, when redeemed, transfer public tax dollars from local, state and federal governments to schools. Most will only cover a portion of tuition costs and fees at private or parochial schools or transportation costs for a public school; the remaining costs must be covered by parents. Michigan's constitution prohibits the use of public funds for private or parochial education. To change the constitution a 2/3's vote in the House and Senate would be needed, or a public referendum could place such an issue on the election ballot. Where did the idea for vouchers come from? Vouchers were first proposed during the 1950's by economist Milton Friedman. Since that time, PTA has had ample opportunity to consider and debate this issue. Our position in opposition to vouchers is based solidly on our belief that a system of free public schools under strong state and local controls is vital to our democratic society. Just about every state legislature and Congress could see battles over proposals to drain the public treasury to support nonpublic schools’ under the guise of parental choice. And hard-pressed public schools will be caught in the crossfire as they try to maintain adequate levels of funding to educate 90% of this country’s children. N THE 2000 ELECTIONS voters in two large and important states, California and Michigan, overwhelmingly rejected voucher schemes in statewide referenda. These voters handed advocates of public aid to private and parochial schools their 23rd and 24th defeats in 25 elections held in 14 states since 1966. The California vote was 71% to 29% against Proposition 38, an elaborate voucher proposal that would have cost at least $2.4 billion and would have required the state to give a $4,000 annual voucher to any parent, rich or poor, to send a child to a private school. No accountability for the expenditures and carte blanche for private school religious and gender discrimination were parts of the plan. Californians of every demographic group and regional location voted against the plan, including 66% of Catholic voters. Even rural, white “interior California” counties that voted heavily for George W. Bush for president opposed the initiative.

Lapeer, Michigan My Home Town Lapeer is a small city in southeastern lower Michigan, roughly forty minutes west of Lake Huron. It is located near the intersection of Interstate 69 and State Highway M-24, between Flint and Port Huron. Lapeer was settled during the 19th century, at a time when Greek Revival architecture was especially popular. The most notable local example of this style is the Lapeer County courthouse, the oldest courthouse still in use in Michigan. (It's reported that there's still a law on the books prohibiting the hitching of horses in front of the building.) Though larger than any of its neighbors, Lapeer's downtown area still has the flavor of a small, midwestern town. The stores along Nepessing Street range from neighborhood drugstores to rural hardware, art and craft supplies, furniture, computers, bookstores and ice cream shops. The west end of town has a church on nearly every block, representing a wide variety of denominations. Just a few blocks away from Nepessing, blocks and blocks of houses stretch in all directions, many dating back more than a century. By contrast, the M-24 corridor between downtown and the interstate is packed with fast food restaurants, gas stations, strip malls and supermarkets. The light industrial zone south of town houses a respectable number of manufacturing companies, warehouses, and fabrication plants.

Let the School Bell Ring! The first diocesan school organized outside of Detroit was the school affiliated with the newly dedicated Church of St. Mary. It was begun January 15, 1846 with a small group of Sisters under the guidance of Fr. Louis Gillet, the pastor. The Sisters would soon be known as Sisters, Servants of the Immaculate Heart of Mary (IHM). The nuns taught their young female charges within their own house until the following year when a two-story wooden frame school was built. The old church bell of St. Antoine found a new home atop this building and remains in the IHM Museum today. The end of the first school year was August 2, when the "distribution of premiums by the Bishop" took place. The young boy pupils met in a brick building opposite St. Mary Church, and were instructed by a Mr. Thomas Digue. The schools remained under the guidance of the Redemptorist Fathers, until their departure from Monroe in 1855. The Redemptorists had helped maintain the schools by their mission work. That and the Sisters' dowries had been used for improvements. Tuition was minimal and was the only steady source of income. Records indicate few boarders and about two hundred day students, although probably not at one time. Several parishioners had complained that the Sisters were a financial burden and the Sisters wrote back from Pennsylvania that the attitude was different there. No salaries were paid to the Sisters for many years, and the parish, unlike those outside Monroe, did not have the added expense of housing and utilities.
