Tax-Free Renaissance Zones
Michigan's Tax-Free Renaissance Zones are 11 regions in the State designated virtually tax free for any business or resident presently in or moving to a zone. Each Renaissance Zone can be comprised of up to six smaller zones (sub zones) which are located throughout the community to give businesses more options on where to locate. Renaissance Zones waive the following local and State taxes:
  • Michigan Single Business Tax Michigan's 6-mill State Education Tax Local Income Tax Michigan Personal Income Tax Local Personal and Real Property Tax Utility Users Tax
These taxes represent nearly all State and local taxation on a Michigan business. A business would only pay unemployment insurance, social security taxes, workers' compensation, and sewer and water fees, all of which are either Federal taxes or fees for service. Businesses would also pay property taxes which result from local bonded indebtedness or special assessments so as not to jeopardize the community's current bonds. Businesses would also pay Michigan's 6% sales tax. Michigan does not allow local sales taxes. Current Renaissance Zones are:

The Michigan Manufacturing Technology Center (MMTC) works with manufacturers in planning, implementing, and measuring improvements to their products and processes, including technical and workforce issues, in order to achieve increased profits, higher quality, and lower costs. Our services include Activity-Based Costing, ISO 14001 Environmental Management Systems, Lean Business Solutions, ISO 9001:2002 and ISO/TS 16949:2002 Quality Management Systems, Six Sigma (Green and Black Belt certifications) and Supervisory Leadership. HELP, a pooled tax-exempt financing program, provides low cost financing. The interest rate of 3.35% resulted in an annual interest cost saving of almost $800,000 to program participants.

Michigan has taken recent steps to improve maintenance. It has pumped an extra $75 million into major maintenance projects, implementing an automated Maintenance Management System that produces daily reports of necessary preventive repairs. A comprehensive inventory system is about to go online, and the state is developing a formula to keep routine maintenance adequately funded. The state is also focusing on consolidating space. A tri-county plan may save more than $2 million in its first year alone. The increased use of predesign has helped keep projects on budget and on schedule.
HUMAN RESOURCES: B+
The number of written tests for job applicants has been reduced from 50 to seven, and recruiting is now largely in the hands of departments. Hiring speed has improved as a result, but managers are still working out the details of meshing traditionally centralized recruitment efforts with newly decentralized ones. For instance, the abandonment of most hiring lists means that candidates apply for each position individually. This is good for managers, who no longer have to sort through long lists of applicants, but job-seekers now have to find and apply for each particular job. Starting this month, agencies are required to post jobs on a central Web site, which helps. There have been some tensions with labor over privatization and drug-testing issues, but labor-management partnerships have been used successfully to create career-development opportunities. The personnel department has made aggressive efforts in recent years at soliciting employee opinion through focus groups.

About Us Who We Are Through our Tax Assistance Program (TAP) more than 600 volunteers prepare annual tax returns for people living in poverty. We partner with local, state and federal government to coordinate customized training for our volunteers. We place our volunteers at more than 25 sites in Metropolitan Detroit - including libraries, community centers, nonprofit and for-profit facilities, and also partner with corporations who "adopt-a-site." Each year, TAP strengthens the financial situations of more than 6000 households. In 2003, $6.4 million in tax refund money went directly to low-income residents in Wayne, Oakland, and Macomb counties, and, in turn, into Michigan's economy. Since 1972, the program has returned more than $116 million to low-income individuals. The First Accounts Program, established in 2002, offers free financial management education and help in opening and maintaining bank accounts. The program is geared toward low and moderate-income youth and adults. It is funded by the U.S. Treasury Department in partnership with the Center for Economic Progress. Our Nonprofit Services Program assists more than 3,000 nonprofit organizations each year in becoming more stable, effective and efficient. We share skills and resources provided by volunteers who have expertise in accounting, law, business management, human resources, and more. We offer nonprofit education, training and business coaching, plus publications and answers to nonprofit questions. Our Michigan Nonprofit Management Manual is the only one of its kind in the nation. Through our Nonprofit Services Program, thousands of nonprofit organizations throughout Michigan have been strengthened since 1972.
