For complete information regarding academic rules and regulations of the University, students should consult University Academic Offices, Services, and Regulations . The following additions and amendments pertain to the College of Education.
Program Load, Normal
The normal undergraduate student load is sixteen credits per semester. Only in exceptional cases is a student allowed to elect a heavier program. Approval of the adviser and authorization by the Director of the Division of Academic Services must be secured in those cases where the student petitions to carry more than eighteen credits within a full semester. If a significant portion of a student's time is spent in outside work, corresponding adjustments must be made in his/her college schedule. Undergraduate students who are working full time may elect a maximum of eight credits with approval of the adviser.
Readmission Following an Interruption in Residence
Undergraduate students whose attendance at Wayne State has been interrupted for three or more years will be required to apply at the College of Education Division of Academic Services for readmission to the College. Deadline dates for such applications are the same as those for regular admission to the College. In instances of prolonged absences of five years or more, it may be necessary to revalidate credits, either through examinations or refresher courses, within the student's major and the professional education sequences.

SNOWMOBILING IN MICHIGAN Rules and Regulations Slow Down, Don't Drink and Live to Enjoy Michigan's Winter Wonderland. The State of Michigan, including every available branch of law enforcement, thoroughly enforces all snowmobile laws. Fines are substantial. A snowmobile is any motor driven vehicle designed primarily for travel on snow or ice utilizing sled type runners or skis, or an endless belt tread or similar means to contact the surface upon which it is operated. REGISTRATION REQUIREMENTS A snowmobile shall not be operated by a Michigan resident unless the owner first obtains a certificate of registration and a registration decal. A snowmobile owned by a non-resident, before operation in Michigan, must display a valid registration from their home state or province, or be registered in Michigan. The secretary of state registers snowmobiles for a three year period for a fee of $15.00. The registration cycle begins on October 1 and expires on September 30 of the third year following registration. Any time a registered snowmobile is sold to another person, the registration must also be transferred. The secretary of state must be contacted to transfer the registration of a snowmobile.

Lake Erie "Dead Zone" Causes May Lie With Aquatic Invaders And Run-off
The combination of aquatic nuisance species, agriculture run-off, warm temperatures and low water levels may be creating increased frequency and expanding the area of an anoxic "dead zone" in Lake Erie, according to Ohio Sea Grant and EPA researchers. In Lake Erie's "dead zone," researchers are working to determine the causes of what has become an annual summer occurrence. Called a "dead zone" because its oxygen level falls below that which can support aquatic animals, the phosphorus-rich water threatens the health of the lake's ecosystem. Ohio Sea Grant and the U.S. EPA's Great Lakes National Program Office supported a graduate student Great Lakes limnology course and research cruise this summer, during which Ohio State University researcher David Culver directed water quality analysis of the lake's nutrient levels and experiments to determine zebra and quagga mussels' phosphorus excretion rates. The zebra mussel invaded Lake Erie first, but recent results show that quagga mussels have outcompeted them in all three basins. Culver's preliminary results showed that both mussels excreted phosphorus, but the quagga mussel excreted more than equivalent-sized zebra mussels. The results suggest that both zebra and quagga mussels recycle phosphorus, and as their populations continue to grow, so will high levels of phosphorus that contribute to Lake Erie's "dead zone." Human contributions to high phosphorus levels and the ensuing "dead zone" have plagued Lake Erie for many years. Increased phosphorus inputs stimulate overgrowth of algae. In the 1960s and 1970s, tens of thousands of tons of phosphorus from sewage plants and other sources were dumped in the lake, causing the entire lake to be declared "dead" as oxygen was eliminated from up to 90% of the bottom waters of the lake in the central basin area. But extensive cleanup efforts since then have reduced the amount of phosphorus entering the lake to about 11,000 metric tons a year.

Statewide Directives In 1991, the Governor established the Human Service Interagency Work Group, which includes directors of the Departments of Mental Health, Public Health, Social Services, Education, and the Agency on Aging. The group assesses existing systems, facilitates programmatic cooperation, and advises the Governor. In April 1991, the directors sent the Governor an action agenda for children's services and a set of principles to guide interdepartmental policy- and decision-making with regard to children and families. The principles "emphasize the importance of prevention through health, education, and family support services and recognize the role and responsibilities of families and communities in developing healthy and achieving children." Legislation Legislation requires program coordination and interagency collaboration for state and federal programs housed in the Department of Education, which may include formal written agreements, shared staff and resources, interagency and intradepartmental planning and implementation, and joint staff training. Head Start programs and other agencies must coordinate comprehensive services, and many of the federally funded programs in the state departments are required to work with community programs to provide services to specific clients.
