About Special Education and Early Intervention Services

The Office of Special Education and Early Intervention Services (OSE-EIS) oversees the administrative funding of education and early intervention programs and services for young children and students with disabilities. Early intervention services are coordinated for infants and toddlers (birth through age two) with disabilities and their families according to federal regulations and state standards. A free appropriate public education is provided to eligible children and youth from birth through age 25, according to federal statute and regulations, state statute, administrative rules, and standards.

This section contains information on Indiana Boating Regulations that are in addition to the Federal Requirements covered in the Basic Boating Safety Course . All Federal Requirements in the basic boating course apply to Indiana; this section lists Indiana Boating Requirements that are above and beyond Federal Requirements.     Before registering for the MHEA Career Fair, please read the following rules and regulations:
  • Only one company may occupy a single exhibit booth. Parent companies displaying jointly with divisions must reserve at least as many booths as there are number of companies/ divisions in the joint display. All displays must be contained within the booth space.  All display booths areas are 8 feet deep by 10 feet wide. Displays may not exceed the space limitations without written approval from the executive director prior to the career fair date. All company displays have to be set up by 8:45 a.m. and remain open until 11:15 a.m. on the date of the conference unless otherwise directed by the MHEA Career Fair Director. Any Company that violates set up time a d duration will jeopardize future MHEA Career Fair involvement.  Exhibits that include the operation of VCR's or other noisemaking machines must be conducted or arranged so that the noise resulting from their use will not disturb adjacent booths. As a courtesy to all exhibitors, hospitality suites/rooms shall not be open, and private parties shall not be permitted, during scheduled hours of the career fair MHEA functions. Companies scheduling private functions in conflict with official MHEA events will jeopardize participation in future MHEA career fairs. Any additional company sponsored events need to be authorized by the MHEA Executive Director.

    he more you know about the special education law, the better. As a student at Virginia Tech, I learned about the law from Dr. Phil Jones. Dr. Jones was president of CEC in 1975, the year landmark special education legislation (P.L. 94-142) was passed. He had an instrumental role in the passage of 94-142. He explained the how's and the whys of special education law like no one else could. I'll never forget reading his book and figuring out through the notations and quotes that he was the one who spoke at the signing ceremony and shook President Ford's hand. I was so awed that being in his presence left me pretty tounge tied for about 6 weeks. During my time at Virginia Tech, I felt honored to be his student. Dr. Jones passed away in 1994 but left a legacy through his work and his students. If you are a person who benefits somehow from special education law, thank Phil Jones. IDEA 97 gives us the definitions of disabilities, LEA and SEA obligations and more. When faced with a problem, review these informative pages before you take action.     by Linda Schrock Taylor I view schooling, and gain my knowledge and insights, from several different perspectives: I have taught special education for twenty-three (23) years in public schools; I own The Learning Clinic in Cadillac; I am a writer who deals with educational issues; I am a homeschooling parent; I grew up in a family with two handicapped brothers plus a mother who was a special education teacher (until age 72); I do extensive research and reading on these topics; and I taught freshman remedial reading classes at a large state university for two years. I have spent my entire career assessing education from every angle. Illiteracy and Regulations 1) ILLITERACY If schools had just one responsibility, it would be to teach everyone to read, but our schools are failing to do so. We cannot legislate that 'every child will read,' when most teachers do not understand language development and structure; do not understand the reading process; and have never been trained to teach anyone to read.
