Through the Council of Great Lakes Governors, the region is now setting the pace in the global marketplace and protecting the world's largest single source of fresh water. STATE CONTEXT FOR CHANGE MICHIGAN Michigan Governor John Engler has moved boldly to establish a cutting-edge strategy to promote economic growth by the coordination of job training and economic expansion programs. By Executive Order, Engler created the Michigan Jobs Team, composed of a new State agency, the Michigan Jobs Commission, reporting directly to him and a new advisory council, also called the Michigan Jobs Commission, which he chairs. He transferred to the new agency job training programs from the State departments of Labor, Social Services, and Corrections, and economic retention and expansion programs from the Commerce Department. Governor Engler has also transferred the state's occupational information programs, which had been divided between the departments of Labor and Education, and established a new Economic Development Job Training program by redirecting a portion of adult education funds. The new agency is headed by a Chief Executive Officer, and its two OfficesWorkforce Development and Economic Retention and Expansionare headed by Vice Presidents. Rather than creating a new layer of bureaucracy, Engler transferred existing programs and the people who administer them to create a more orderly, rational, accessible system of services.

Direct Participants Indirect Participants Total Congressional Districts Served VSA arts of Michigan increases educational and community arts opportunities for individuals with disabilities and publicizes the need for arts education. Activities in all arts disciplines include classes and workshops for children and adults; professional training for artists, educators, and others; connections with related programs throughout the state; and information regarding the Americans with Disabilities Act and its impact on arts and culture in the state of Michigan. Today in Michigan, over 70,000 individuals per year have benefited from VSA arts of Michigan programs in schools, hospitals, nursing homes, arts and community centers throughout the state.
