Statewide Directives In 1991, the Governor established the Human Service Interagency Work Group, which includes directors of the Departments of Mental Health, Public Health, Social Services, Education, and the Agency on Aging. The group assesses existing systems, facilitates programmatic cooperation, and advises the Governor. In April 1991, the directors sent the Governor an action agenda for children's services and a set of principles to guide interdepartmental policy- and decision-making with regard to children and families. The principles "emphasize the importance of prevention through health, education, and family support services and recognize the role and responsibilities of families and communities in developing healthy and achieving children." Legislation Legislation requires program coordination and interagency collaboration for state and federal programs housed in the Department of Education, which may include formal written agreements, shared staff and resources, interagency and intradepartmental planning and implementation, and joint staff training. Head Start programs and other agencies must coordinate comprehensive services, and many of the federally funded programs in the state departments are required to work with community programs to provide services to specific clients.     The Great Lakes ADA and IT Center announces the Third Annual Bridges to Employment Conference Exploring Career Opportunities for Latinos with Disabilities. The third national conference on "Bridges to Employment for Latinos with Disabilities" will be held July 14th-16th, 2004 at Chicago's Courtyard, Marriot Hotel downtown. The Conference will provide a national forum about issues concerning disabled Latinos and employment, and offer a variety of employment and technology training opportunities.     Director Sherry Vogel Program Specialist Valori Mourich Program Specialist OVERVIEW OF LOW-INCOME RESTRUCTURING LEGISLATION AND IMPLEMENTATION MICHIGAN Updated December 2003 The Michigan Public Service Commission took less than a month to evaluate proposals for disbursing $13 million in low-income energy assistance grants this fall. On August 29, the Commission called for energy-assistance grant proposals for money from the state’s low-income energy efficiency fund (LIEE) to be submitted by October 8. Citing the need to expedite grant approval in the face of high natural gas prices, the PSC evaluated proposals from seven organizations, with requests totaling more than $25 million. In awarding the grants, the Commission announced that it "gave significant consideration to organizations with a proven record in distributing energy assistance to low-income residents, an existing administrative structure to handle additional distribution activities, and the ability to coordinate assistance with other service providers and serve multiple counties." The MPSC order, dated October 29, approved the following energy assistance grants:

Agencies are mandated to protect and advocate for the rights of people with mental illnesses and to investigate reports of abuse and neglect in facilities that care for or treat individuals with mental illnesses.
