People Making a Difference in Public Education
Early intervention by Public School Social Workers makes a HUGE impact on kids with special needs.
Currently, Michigan has about 200,000 special education students, about double the number a decade ago. This is in part to the dedication and determination of the Social Workers that are in the Public Schools. Many years ago several special needs children were misplaced, misdiagnosed, and allowed to go unnoticed. Today, thanks to people like Sheryl Smith, Public School Social Worker, families, educators and students are given a chance to work together to develop a special formula that works for the success of the individual student.
The Individuals with Disabilities Education Act (IDEA) has categories of Disabilities:
  • Autism
  • Deaf-Blindness
  • Deafness
  • Hearing impairment
  • Mental retardation
  • Multiple disabilities

  • Other health impairment

Introduction
This outline is designed to be a ready reference to health programs and spending by the state of Michigan.
Health Programs Defined
Health programs defined in this outline are those that have the primary purpose of: promoting the public health; preventing health problems; maintaining and improving personal health; identifying threats to health; and, treating physical and mental disease. There are four principal ways in which the state addresses these goals:
  • Direct Provision. The state employs persons and runs facilities such as state mental hospitals, laboratories and prison infirmaries that provide direct health services.
  • Purchase. The state purchases health services from a broad range of individuals and organizations through programs like Medicaid and state employee health insurance. Grants are included in this category since the state is most often providing funds with the expectation that the work conducted will result in findings and service deliveries that assist in future policy making and allocation decisions for the purchase of services. General support funds for community mental health programs, local health departments, substance abuse agencies and area agencies on aging are included here since the state is purchasing the services they provide through the provision of these funds.

At Northern Michigan University, we understand this. When we opened our doors in 1899, it was as the region’s teacher certification institution. Throughout our more than 100 years, teaching teachers has remained one of Northern’s most important roles. In fact, education ranks as our top major, and more than 10 percent of our undergraduate student population is enrolled in elementary, secondary, or special education programs. High academic standards, innovative teaching practices, and close relationships with schools and practicing teachers make NMU a strong choice for pursuing a career in education. Do you have what it takes to be a teacher? If you do, there is a classroom of students waiting somewhere for you.

Hayes MACUL/SIGSPED offered me the opportunity to attend the First Annual Michigan Special Education Technology Conference held on November 7- 8, 1997 at the Grand Traverse Resort In Traverse City. The conference was sponsored by Michigan Technology and Media (TAM) a subdivision of the Council for Exceptional Children and the Michigan Department of Education Office of Special Education and Early Intervention Services. In return, I agreed to write my reaction to the conference. I spoke to a number of conference attendees. We all agreed. Traverse City is an ideal conference location The conference was off to a spectacular start on Friday evening with a pre-conference reception at which attendees mingled and meandered around the room as exhibitors presented overviews of their products and services. The conference committee welcomed everyone, and the audience was encouraged to Stump the Experts Saturday morning keynote speaker, Rachel Woschall, Executive Director, Minnesota STAR Program discussed the ABCs of Assistive Technology in Education.
