History Excursions for scheduling information for our special theme tours and other programs.
Teachers and other group leaders must reserve a visit time for groups of 10 or more in advance by calling the Capitol Tour and Information Service: Callers are encouraged to have second and third choices of dates, should their first choice be unavailable. If anyone in your group has a special need (e.g., wheelchair, sign language, interpreter for a foreign language), please inform the person taking your reservation so that special arrangements may be made where possible. Plan approximately one and one-half hours for your tour.
Best Times to Visit
The museum is busiest during the spring field trip season. To use the resources of the museum most effectively for teaching Michigan history, teachers are encouraged to plan their visit for less busy times of the year. Young children and students of Michigan history will benefit from visits that concentrate on one part of the exhibits or a few selected galleries rather than trying to see the whole museum. See

Individuals with Disabilities Education Act (IDEA) Federal law enacted in 1974 and periodically revised that sets out special-education requirements with which states must comply. Intermediate school district (ISD) An education service agency that provides support to school districts within a geographic area (frequently approximates the county). Learning disability (LD) A disorder that interferes with one's ability to store, process, or produce information; examples are dyslexia (a language-based disability), dyspraxia (difficulty in coordinating body movement), and dysgraphia (a writing disability).

    Whenever the issue of "school choice" comes up for discussion, somebody in-evitably will claim that the private sector can't be trusted to serve the kids who are, for one reason or another, difficult to educate. Government schools are depicted as democratic, egalitarian institutions that take on all comers, including the toughest cases. Private alternatives are alleged to be inherently elitist organizations that "skim the cream" and leave the challenging kids to their courageous and altruistic public counterparts. This perspec-tive is pure myth. The fact is that children who are troubled, neglected, learning or emotionally disabled, or otherwise have special needs are often not well served in the conventional public school setting. They need help from non-governmental sources, from people who know that you don't have to be a civil servant to be either civil or a servant. The private sector, including private sectarian schools, religious schools, nonpublic agencies, and home-schools, offers a wide variety of education programs for this difficult-toeducate population. When public schools or agencies cannot serve a particular student, they sometimes contract with a private-sector body to do the job. The Directory for Exceptional Children lists roughly 3,000 special-education schools and facilities in the private sector nationwide. Their costs of educating a student vary widely, depending in large part on the nature of the disability category served, and may also include the cost of medical care and transportation.

    FREE PRESS STAFF WRITER One in eight Michigan youths has a disability that interferes with their ability to learn, go outside the home alone, see, hear or move about, according to the Kids Count in Michigan Data Book being released today. The extent to which the disability can be managed often depends upon the family's income and access to services, and parents' ability to navigate the network of services, said Jane Zehnder-Merrell, senior research associate with the Michigan League of Human Services. "I hope that this will add a perspective to some of the discussions we have been having in our state about services to children and youths with disabilities," Zehnder-Merrell said. "The question is whether these families and children are getting the services they need." Kids Count in Michigan is an annual report on the state of Michigan's children put together by the Michigan League of Human Services and Michigan's Children. It contains information from various governmental reports and programs related to children's well-being.
