GRAND HAVEN AREA PUBLIC SCHOOLS Special Education Mission Statement Non-Discrimination Policy Evaluation Process Eligibility Requirements ... District Services Special Education programs and support services are provided for students with disabilities from preschool through completion of high school or to age 26. Grand Haven's programs are housed in regular education facilities to ensure that students have equal access to all educational opportunities. The Department of Special Education is organized to provide a continuum of classroom programs and services for students with special needs. Students are identified for special education programs based upon the individual student's needs as recommended by a Multi-disciplinary Team Evaluation. An Individualized Planning Committee then places the students in the most appropriate educational program. State and federal laws and rules mandate the manner in which students are identified and placed in special education programs. Self-contained classroom programs are provided for pre-primary impaired, mentally impaired and emotionally impaired students (pre-primary through high school). For those students who require less than full-time placement in special education, resource room programs are available in every school.

A Model for the Inclusion of Children with Developmental Disabilities in Jewish Day Schools
by Beth Jawary Even though Mr. Cohen had been involved with the formation of the Etta Israel Center, the programs offered were not what the family had in mind for their child. The Etta Israel Center opened in 1992 with a mission of providing services for Jewish children with special needs. At the time the Cohen family began their search for a suitable educational program, the center ran a Sunday school program and recreational activities for school-age children and young adults with developmental disabilities. Additionally, they had created an afternoon self-contained preschool program for children with disabilities who were currently enrolled in public school special education programs. No research existed in the field of full inclusion in Jewish day schools. They found no child who was successfully included in a program that required students to deal with an entire dual curriculum as well as with learning a second language. Clearly, there existed significant challenges ahead. They turned to the Etta Israel Center for assistance. Together with local experts and extensive research, the Etta Israel Center began to develop a program to assist children with developmental disabilities learn and grow while participating in a regular day school program.

Before embarking on nearly three decades of work with adoptive, foster, and other families, Cyndie taught at public and private schools. "I’m sorry Mr. and Mrs. Smith," said the teacher in the voice mail message, "but I need you to come to school again. Joshua is having trouble in class." It was a familiar request. The Smiths had been to school so many times that, as Mr. Smith wryly joked, "the car remembers how to get there." Joshua, seven, had joined the family through adoption two years earlier. Since he had been in school, Joshua had been repeatedly evaluated for a variety of disorders. Mr. and Mrs. Smith had reams of reports littered with now all too familiar codes–ADHD, FAS, LD, CP, OHI and others. [The fictitious Smiths represent the experience of many adoptive parents whose children have special educational needs. The acronyms are spelled out at the bottom of this page.]

LOCAL COMMENT: Students with disabilities need intermediate school districts
January 13, 2004 BY RICHARD H. BERNSTEIN In the struggle over public education funding, some Michigan legislators have tried to cut resources for Intermediate School Districts. I strongly disagree. In fact, Intermediate School Districts are an essential component of our overall educational system. Special training from an Intermediate School District can completely change a disabled child's future. For example, as I know from personal experience, a blind child must learn basic skills before entering first grade in a public school. Fortunately, ISD instructors teach them how to cross a street, get on a bus, use a cane and read Braille. Thanks to the initial ISD training, this child has an opportunity to fully participate in society, live independently, work full-time and, of course, pay taxes. Hundreds of thousands of Michigan citizens directly benefit from Michigan's 57 ISDs, which help local schools meet the individual needs of each child with physical or mental limitations. No elementary or secondary district could possibly handle these diverse challenges alone.

Introduction to the Issues As increasing numbers of students with disabilities apply for admission to institutions of higher education, many are seeking modifications during admissions testing to accommodate for their disabilities. Many of these accommodations are granted. The most common modification is extended time for test administration, although large print versions of tests, readers for tests, and other types of accommodations are also provided. When these accommodations are granted, many of those taking the tests with modifications are unaware that the score reports for such testing usually are sent to colleges or universities with a "flag" or other designation indicating that the test was given under nonstandard conditions. This nation currently embraces important social policy goals of allowing persons with disabilities to participate as fully as possible in society without having to face negative bias or stereotypes. For too long, many individuals with disabilities have had to confront unfair presumptions about their abilities to succeed in education and employment. There are now laws in many states and two federal laws designed to prohibit discrimination against individuals with disabilities.
