On the same day Governor Granholm, Speaker of the House Rick Johnson and Senate Majority Leader Ken Sikkema called for reforms to Michigan’s permit process, the Michigan Chamber Foundation released a 17-page study that offers strategies and recommendations to improve Michigan’s air permit process. The Michigan Chamber Foundation study entitled, “Improving Michigan’s Air Permit Program,” outlines key practices used by other states and recommends ways to improve Michigan’s air permit program. “The report documents that Michigan is doing a good job of issuing less complex permits in a timely fashion,” added Roberts. “Where Michigan needs reforms are in the more complex permits which currently can take as long as 18 months.” The six recommendations outlined in the study include:

On a blue shield - "I will Defend"
On a white ribbon - "If You Seek a Pleasant Peninsula, Look Around"
On the blue shield the sun rises over a lake and peninsula, a man with raised hand and holding a gun represents peace and the ability to defend his rights. Choral opportunities at WMU are wide ranging, from the University Chorale and Collegiate Singers, Women's Chorus, Men's Chorus, Collegium Musicum, and Grand Chorus, to two vocal jazz ensembles: Gold Company and GC II. These eight ensembles represent one of the most diverse choral programs in the region. Choral ensembles are open for audition by any WMU student at the beginning of each semester. Enrollment in the school of music is not necessary to participate in an ensemble. Choirs at WMU usually contain a healthy mix of music majors and non-music majors. Choral activities at WMU reach across city, state, and national borders. Events like the MSVMA Regional Honors Choir and State Honors Choir auditions, Michigan Youth Arts Festival, ACDA Student Symposium, ACDA Women's Chorus Festival, Gold Company's Miller Show, and the ACDA 2-Year College Choral Festival draw singers from across the state. The Gold Company Vocal Jazz Invitational draws singers from the US and Canada, while the Male Chorus Festival and the Southwest Michigan Vocal Festival focus on building relationships with local schools . It is not uncommon for Westsern ensembles to include singers from European or Eastern nations. School of Music The school of music has a selective enrollment of 425 music majors who are served by 39 full-time faculty, 41 graduate assistants, and 13 professional staff. It is accredited by the National Association of Schools of Music and the National Council for Accreditation of Teacher Education. Programs in music therapy are certified by the American Therapy Association.

REVISED
A Guide to Native American Studies Programs
in the United States and Canada
Robert M. Nelson, Editor
Ten years ago, in the Fall of 1993, the Association for the Study of American Literatures published a 30-page guide to Native American Studies programs in the U.S., compiled and edited by former ASAIL President Franchot Ballinger. This new Guide to Native American Studies Programs in the United States and Canada represents an attempt to update and expand upon Professor Ballinger's pioneering work. In accordance with a 1995 ASAIL resolution, it is being published both in hardcopy form and in electronic form, so as to be available not only to ASAIL members but also to non-members, compliments of the Association. I wish to take this opportunity to acknowledge the invaluable assistance of two SAIL Editorial Assistants, Amy Davidson (1995-96) and Corrie Anderson (1996-97), who in addition to their other duties put in many hours of overtime gathering and regathering, collating and recollating information from a variety of sources including questionnaires, follow-up letters and phone calls, and worldwide websites. Thanks also to Karen Strom at University of Massachusetts, who read the final draft of this guide and provided or corrected many of the URL addresses for program websites. Our dream was to provide a comprehensive survey of U.S. and Canadian Native American Studies programs being offered as majors, minors, and certifications at the baccalaureate level or above, using (with some slight modifications and additions) Professor Ballinger's earlier categories of information on each program. And although we have made a considerable effort to locate, contact, and acquire information about Native American Studies programs (by whatever title: Native American Studies and American Indian Studies are the most common designations, though there are others) at all North American baccalaureate-granting institutions, readers should keep in mind that the

Brownfield Redevelopment and “Cool Cities”
The Granholm administration has decided to target tax credits for the redevelopment of contaminated properties toward areas it believes it can turn into "cool cities." According to a CNN report in October, Gov. Granholm has described "cool cities" as "… areas where people with talent and imagination can find work, along with rich cultural, social and recreational opportunities — ingredients for a quality lifestyle." Of course, this is simply a jazzed up version of a very old political phenomenon. Instead of allowing people to decide through their economic actions which properties will be developed and which will not, government bureaucrats are going to play favorites with the tax code — a method that won’t work any better for Michigan cities than it did for the old Soviet Union.

Study: Proposal A hamstrings Michigan cities - 4/18/04 Another whiney hit piece about Proposal A. It seems some in our state hunger for the days where politicians could rape the citizenry and throw old folk (who couldn't afford their new tax bill) out on the street to make room for young folk who could provide more money to the politicians. A few comments: "Cap reportedly leaves municipalities short of funds for services" That's a lie. They have plenty of money. Give me any municipality budget/ income statement and I'll show them how they can fund their essential services. "Among the estimates were Oakland County, which lost out on $6.4 million in revenue between 1999 and 2003. The city of Ferndale lost out on $781,000. Livonia lost $412,000 and Canton Township lost $349,000, according to the study. " Note: their revenues still increased, just not as much as the greedy politicians want. These politicians just don't want to make the hard decisions about which programs and personnel to terminate. Politicians universally believe they are entitled to an continually increasing flow of money from our pocketbooks to theirs. They are not.

"We're not running into many" Michigan companies "that aren't equipped to do business on the Internet," said Mike Finney, vice president for emerging business sectors at the Michigan Economic Development Council. According to a Washington, D.C., think tank called the Progressive Policy Institute, Michigan handily beats California (the home of Silicon Valley), the state of Washington (home to Microsoft) and Texas (home to Dell Computer Corp.) as one of the most Internet-friendly states. What makes Michigan such a Web-friendly place? High-tech leaders cite the state's advanced use of e-government, which gives people online access to government services; the establishment of high-tech SmartZones around the state, and a state initiative to hurry up the construction of high-speed Internet connections.

Land use: Sprawl, dull cities drive Michigan youth away
Michiganians love their land: big lots, wide open spaces. We love it to the point we are driving young people and business away. That's one disturbing conclusion - backed by compelling evidence - reached by the Michigan Land Use Leadership Council. The council recently concluded a sweeping study of Michigan land use, focusing squarely on sprawl. It turns out that sprawl has consequences far beyond its looks. For one thing, it's turning off young people. Michigan ranks 47th among the states in attracting young entrepreneurs. As reported in the Detroit News last week, more than 33,000 young people left the metro Detroit region since 2000 - an incredible drain of energy, brains and buying power. When Gov. Jennifer Granholm talks about the need to have "hip, cool cities," it's not just about having fun. Businesses recruiting young, talented workers must woo them with surroundings beyond the office walls - vibrant city centers.
