Charters emerged as a part of the "school choice" movement espoused by conservatives since the 1980's. Initially, tuition vouchers were seen as the best way to encourage choice, but lower income families were left behind; even with a voucher for $1000 dollars in hand, these parents could not afford the high cost of private schools. An alternative was the creation of public schools that operated like private schools. Teachers would be free to try new methods and offer innovative curricula without the red tape of the central office getting in the way, and any child who wanted to enroll could do so, free of charge. Best of all, these schools would be responsive to parents in a way that few public schools seemed to be. Charter schools,both because they are local and tuition free, have become the poor man's voucher.
A new wrinkle - one that has strong support among politicians - is the emergence of "cybercharters". These are charter schools that deliver instruction via distance learning; students access course work. through teleconferencing and the Internet. This approach has proven popular among home schoolers, and represents, in the eyes of charter school advocates, precisely the type of innovative instruction that is the hallmark of these schools. Among the supporters of cybercharters is former education secretary and conservative wag William Bennett, whose own online venture debuted in October 2001. While popular (nearly 4,000 Pennsylvania youngsters are enrolled in cyber charters), issues of oversight and accountability have yet to be ironed out by state departments of education (Trotter, 2001).

In This Issue
The purpose of this Insights is to examine the concerns and difficulties charter shcools are encountering in the early stages of planning and implementation. The empirical research that is beginning to emerge from charter sites in California, Colorado, and Minnesota provides some valuable lessons for policymakers, parents, and educators. The problems are highlighted not in an attempt to derail support for existing charter school policies, but rather to better inform those in the position of shaping and drafting future policies. Comparison Of Charter School Legislation In response to the public's growing frustration with the pace and scope of school improvement, legislators, educators, and parents are increasingly turning to charter schools as the reform of choice. Viewed as a compromise between "throwing" additional dollars at the current system and moving dollars (and students) into the private sector with vouchers, charter schools are popular because they promise relatively cost-free innovation within the boundaries of the public system. Over the last few years, the charter school movement has gained significant momentum in the U.S. In 1991, only one state, Minnesota, had passed charter school legislation. By 1994, a total of eleven states had enacted charter school laws. This year, at least 23 states, including Arkansas, Louisiana, and Texas, considered charter school bills and several enacted legislation.1 To date, more than 200 charters have been granted to schools in at least nine states (Walsh, 1995).

Michigan now joins Puerto Rico, the District of Columbia and thirty-two other states whose accountability plans have been approved by the U.S. Department of Education. The other states include: Arkansas, Colorado, Delaware, Florida, Georgia, Hawaii, Indiana, Iowa, Kansas, Louisiana, Maryland, Massachusetts, Mississippi, Missouri, New Jersey, New Mexico, New York, North Carolina, Ohio, Oklahoma, Oregon, Pennsylvania, Rhode Island, South Carolina, South Dakota, Tennessee, Texas, Vermont, Washington, Wisconsin, West Virginia and Wyoming. “I am delighted that Michigan's NCLB accountability plan has been approved. There were numerous concerns raised by local and state education officials about the plan and I am pleased that I was able to play a role in solving those problems to get the plan drafted and approved,” said Rep. Ehlers.

Private companies are increasingly getting involved in running state education in Britain. The potential market for private companies in education is estimated at £500m.
In the United States, private management of state schools is already big business with Edison, the largest school management company, recently floated on the stock market. Edison now runs 79 state schools The Mid-Michigan Edison Academy, set in a socially mixed neighbourhood in sight of the dome of Michigan's state capital, Lansing, is one of a fast growing breed of new schools. These are schools which are free and open to all but run by private, for-profit companies. Edison Schools runs the Academy on a "charter", or contract, which requires certain educational targets to be met in return for taxpayers' dollars.

A public school academy (PSA), sometimes referred to as a charter school, is a state-supported public school. A PSA may include grades K-12 or any combination of those grades. PSAs may not be selective; that is they may not screen out students based on race, religion, sex, or test scores. Students are selected randomly for admission if the number of students applying exceeds the school’s enrollment capacity. PSAs cannot be religiously affiliated. LANSING, Mich. (AP) — Six companies responsible for teaching 17,000 Michigan's charter school students fail to produce test scores that match even low-scoring traditional public schools, records show.
The companies manage about $123.7 million in tax money each year.
The low-performing companies include three of the biggest for-profit charter school managers in the state, The Detroit News said Sunday.

When the No Child left Behind Act was first signed by President George W. Bush earlier in the year, the U.S. Department of Education said school districts would not have to offer transportation to from a school failing to meet standards to one meeting those criteria. But that loophole in the school choice language went out the window Tuesday with the release of the department's final regulations implementing the act.
School buildings not meeting adequate yearly progress standards for at least two years on state standardized tests used must offer students the choice of supplemental tutoring or transportation to another school that is making adequate yearly progress. And under the new regulations, those successful schools must make room even if they are already full or have class size reduction plans in place.
