August 2003 Operating budgets Michigan's 28 community colleges experienced a 3.5% executive order cut in FY 2002-03 to $308,010,894, down from $319,196,318. For FY 2003-04, the college appropriations base is cut an additional 6.02% to $289,013,100. The community college appropriations represent 3.35% of the state's general fund budget. The overall deficit was nearly $2B of the $38.6B state budget. Michigan's community college board of trustees receives state general fund dollars and approves their own local budgets. They set their own tuition rates and approach local voters to approve millage and bond assessments. For the first time since 1982, community colleges have had to lay off staff to achieve a balance budget.
Capital budgets The state bonds for capital outlay expenditures approved by the legislature. Local community college board of trustees can seek local voter approval for special millage and bond proposals without state approvals.
Tuition/fees Since local board of trustees set tuition and fee rates, they vary accordingly to institutional need. In FY 2002-03, in-district tuition rates ranged from $47.50 to $64.00 a semester credit hour with one-year changes from 0% to 10.9% for the same period. In 2001-02, revenue sources included:

MHSAA does receive most of its revenue from the tournament gate receipts it requires its member public schools and other schools to turn over to them. MHSAA really is operating an educational program that benefits from the federal assistance the member schools receive. As an example, the gate receipt revenue MHSAA receives is earned using mostly public school facilities at no rent. STATE OF MICHIGAN FRANK J. KELLEY, ATTORNEY GENERAL Opinion No. 5128 June 20, 1977 SCHOOLS AND SCHOOL DISTRICTS: Racial imbalance in public schools. CIVIL RIGHTS: Racial imbalance in public schools. STATE BOARD OF EDUCATION: Authority to impose student and staff racial balance regulations. Local school boards of education may consider race in assigning students and faculty for the purpose of increasing racial balance within their respective school districts. The State Board of Education is not empowered to impose student and staff racial balance regulations binding upon local school districts that include sanctions for noncompliance. Dr. John W. Porter Superintendent of Public Instruction State Board of Education Michigan National Tower Lansing, Michigan You have requested my opinion on the following question: May the State Board of Education impose binding student and staff racial balance regulations that include sanctions against local school districts for noncompliance, such as termination of state school aid payments? Since Brown v Board of Education, 347 US 483 (1954), the law has been settled that the assignment of pupils to separate schools solely on the basis of race is unconstitutional. The law is equally settled that racial imbalance in the composition of schools within a school district caused by housing patterns, without any discriminatory action on the part of school authorities, is not violative of the Equal Protection Clause of the Fourteenth Amendment.

How were ISDs formed and how many ISDs are there in Michigan? Michigan's 57 ISDs were formed in 1962 by Public Act 190, which took the state's existing 83 county school districts and renamed and reorganized them under the name of intermediate school districts. How are ISD board members and superintendents appointed? All Michigan ISDs have elected board members.     State budget woes Cuts balance budget by starving education and arts By The Michigan Daily March 10, 2003 G ov. Jennifer Granholm proposed a budget Thursday for Michigan's 2003-2004 fiscal year. Due to the financial crisis she inherited from the previous administration, Granholm was forced to cut many programs. While cuts are an inevitable part of shrinking budgets, some of the cuts Granholm has proposed would disproportionately affect state education and the arts. The proposal requests a 6.5 percent decrease in funding for higher education. Added to this year's previous 3.5 percent cut, a total 10 percent cut in higher education would create a serious obstacle for students and universities. This drastic loss of funding for higher education would likely lead to large tuition hikes and lessen the availability of student aid, both of which would be crushing for students already struggling to survive under the current tuition rate and financial aid system. To eliminate one tenth of the funding for higher education restricts students from working- and even middle-class families from furthering their educations at the highest-quality institutions. Granholm also proposed to decrease Michigan Merit Award scholarships from their current $2,500 value to only $500, again proving injurious to financially-strained college students. Merit Scholarships encourage high school students who otherwise may not have the resources to continue their education. Though a $500 incentive is still welcome, in the face of the projected rise in tuition and reduction of financial aid funding, bigger scholarships will be increasingly necessary.
