The Michigan Association of School Psychologists (MASP) Board is composed of dedicated school psychologists who volunteer their time to make MASP responsive to the needs of all Michigan School Psychologists.
MASP Mission Statement
-the educational, social-emotional and safety needs of all students so that they may achieve /realize their maximum potential.
-the use of best practices in the provision of school psychological services through research and education.
MASP's three main goals for the school year.:
-Develop activities to promote the profession of school psychology -Design professional development activities -Promote comprehensive quality education and maintain a child advocacy role. In addition to measuring schools according to standards set under No Child Left Behind (NCLB) , the State Board of Education remains committed to Education YES! A Yardstick for Excellent Schools , begun in 2001 in Michigan. Both Education YES ! and NCLB require reading and mathematics assessments for students in grades 3-8. NCLB requires that students in high school be tested at least once in reading and mathematics, so Michigan will continue its testing of high school students in all four subject areas (reading, mathematics, science, and writing) at grade 11. The National Assessment of Educational Progress (NAEP) will be required of every state on a biennial basis beginning in 2002-03. Michigan continues to participate in all NAEP sampling requests and uses the tests as an indicator of student achievement.

A seismic shift took place in how Michiganians fund our schools. Proposal A, approved by the voters, cut property taxes and moved them from local taxes to the state level. Proposal A has led to more equitable funding between school districts; less reliance on property taxes; and a reduced need for local millage elections.

    Central Michigan University is a sponsor of the Continuing Education Unit (CEU), as well as the State Board Continuing Education Unit (SB-CEU). The CEU is a way to measure and record a permanent record of training and education experiences for an individual. A CEU unit is equal to ten (10) contact hours of participation in an organized continuing education experience. That experience must be sponsored by a reliable provider and delivered under qualified instruction. The SB-CEU is approved through the Michigan Department of Education. Benefits

First elected to this post in 1989, Chuck has served in numerous political capacities from the local to national levels, where he has built a powerful relationship with Michigan's Republican grassroots base. Chuck Yob was born on a farm near Hesperia, Michigan to Adele and Carlo Yob on February 14, 1937. He was educated at Hesperia High School, St. Joseph's Catholic Seminary, and Aquinas College. After working on the family farm throughout his early life, he started and ran a business for thirty years. His parents came over from Italy in the early 1900's and moved to the Upper Peninsula of Michigan. Adele lived in Anvil and her father worked in the local Anvil mine.     • The bill is redundant with existing laws, rules, and practices. The current laws are family friendly. Abstinence must be taught as a responsible method for preventing unwanted pregnancy and sexually transmitted diseases. Parents must be notified of instruction, have the right to review materials, sit in on a class, and may excuse their student from any or all instruction. Additionally, family planning drugs or devices cannot be distributed in school and abortion cannot be discussed as a method of reproductive health. The Advisory Board must consist of parents, students, educators, community health professionals and clergy. The Advisory Boards recommendations must be approved by the school board and any changes in materials or methods used in instruction must go through two public hearings and formal board approval.
    • The existing laws, rules and practices are effective.

    Concluding Observations
    There is general satisfaction among those we spoke with concerning the structure and organization of higher education in Michigan, and there is little interest in experimenting with changes. Our respondents appreciate the autonomy of the institutions; they said they consider a little duplication of programs and a few inefficiencies as reasonable tradeoffs for a less bureaucratic structure.
    The official coordination and planning functions in Michigan are technically the responsibility of the state Board of Education, but because of the constitutional status of institutions, the board effectively has no power to take on this role. Efforts to collect statewide data on performance in higher education have been challenged by institutions as infringements on their autonomy. As a result, the state places less emphasis on information collection. This scarcity of information makes it difficult to tell how efficient or inefficient the system is, or how the state is spending its money.
    Constitutional status of the institutions means that policy makers have no way of setting priorities or holding institutions to those priorities except through indirect mechanisms and the budget process. Attempts to influence institutional actions, such as the 1995 tuition tax credit, are seen by institutions as micromanagement.
