The Chamber
The Ypsilanti Area Chamber of Commerce Education Foundation supports the activities of the Education Division whose mission is to work with the education sector, with an emphasis on the K-12 system, to enhance the development of a future world-class workforce in the greater Ypsilanti area. Among many ongoing programs, the Chamber helps to coordinate the Industry-In-Education Panel Program and Future Force Fair to enhance employability skills of middle- and high-school students. It also works one-on-one with potential Chamber members to encourage them to implement and run a business visitation program (tours, job shadowing and/or internships) within their organization. The annual E Award recognizes positive endeavors within the K-12 system and the annual Business-Education Honor Roll to recognizes business involvement within the education community.

Eastern Michigan University
is located in the City of Ypsilanti and is the fourth largest university in Michigan with approximately 24,000 students. The American Family Association of Michigan, in a statement e-mailed Thursday to Superintendent Arthur Ellis of the state Department of Education, the Michigan Association of School Boards, and the Michigan School Board Leaders Association, cited the U.S. 3rd Circuit Court of Appeals' unanimous decision last week to strike down a Pennsylvania public school district's so-called "anti-harassment" speech code. "Given the high-risk threat of fatal disease and premature death resulting from homosexual behavior, so-called 'anti-harassment' speech codes that prohibit young people from compassionately warning fellow students about the severe medical consequences of such behavior not only violate the Constitution, but arguably put young lives at greater risk," AFA-Michigan President Gary Glenn wrote state officials.     ome of these statistics, however, fail to reflect reform efforts over the past several years that have been designed specifically to shift the state's 1.6 million studentsand the teachers and administrators charged with their educationinto a higher gear. In 1995, the state launched a school-accreditation program designed to hold districts and schools accountable for their students' performance. Accreditation status is based primarily on a school's performance over three years on the Michigan Educational Assessment Program. This statewide testing system is tied to the state's core curriculum standards, which provide broad guidelines for what students should know and be able to do in English-language arts, math, science, and social studies. Beginning with the Class of 1997, high school students will be required to pass proficiency tests to receive "endorsed" diplomas in math, science, and communication arts. Each year, the state education department publishes a report card detailing scores on the MEAP tests and the accreditation status for every school in each of the state's 555 districts. Top schools receive full or "summary" accreditation, middle-scoring schools are granted interim accreditation, and the poorest-achieving schools receive unaccredited status. In unaccredited schools, fewer than 50% of students received "satisfactory" scores on MEAP tests during each of the previous three years in all four areas of the tests.

    Contact: Martin Ackley, Public Information Officer (517) 241-4395 Agency: Education Michigan Refutes Federal Claim that State Returns Hundreds of Millions of Dollars in Unused Funds January 13, 2004 Floria presented budget numbers to the State Board at its monthly meeting showing the department returns less than one percent of its over $1 billion annual federal funding allotment. Using the programs the USDOE chose in its report, the state did its own analysis. State budget officials explained that with the highly-restrictive and categorical nature of federal funds, it is likely that some go unused. The Michigan Legislature has been discussing proposals to amend state law and eliminate the MEAP test in favor of these national tests, specifically using the college ACT test instead of the high school MEAP test.

    About the Board of Governors
    The Constitution of the State of Michigan provides that the members of the governing board of Wayne State University and their successors in office constitute a body corporate known as the Board of Governors of Wayne State University. The Board consists of eight members elected by the people of the State of Michigan for eight-year terms. All vacancies that occur within the eight-year terms are filled through appointment by the Governor of the State. Each appointee holds office until completion of the term and a successor has been nominated and elected in statewide elections. Members of the Board serve without compensation but are entitled to necessary expenses incurred in connection with the duties of their office. The Board of Governors elects the President of the University, has general supervision of Wayne State University and the control and direction of all expenditures from University funds. It enacts bylaws and regulations for the conduct of its business and for the governance of the University. It sets tuition and policy for other fees and charges, determines the compensation to be paid for service; confers degrees and sets the policy for management of gifts, grants, bequests, agreements and contracts, and leases or disposes of property. Michigan's constitutional system of independent, elected boards to govern its universities is different from most other states. It has helped Michigan to develop and preserve one of the nation's finest systems of colleges and universities. Each governing board devotes itself to one university and is able to work carefully to develop the excellence of that institution. The constitutional independence of the boards protects the universities from political interference, and the election of boards by the voters assures that universities remain responsible to the public at large.
