Allegan Lansing, Michigan 48933 Dear Mr. Watkins: Based on the Michigan law Mr. Dinning cites, it appears that Michigan does not allow school boards to release minutes of disciplinary proceedings without personally identifying the student. As noted above, there are no exceptions to the prior consent rule in FERPA that permit local school boards to disclose the results of a disciplinary proceeding that identifies a student by name, student number, or by inclusion of other personally identifiable information about a student. As such, local Michigan school boards are in violation of FERPA to the extent that they have a policy or practice of releasing or otherwise making public minutes that contain the name of a student, a student's number, or other personally identifiable information about a student who is referenced in a disciplinary proceeding, without the written consent of the student's parent.

Report card. At first blush this seems astounding. How can so many schools do such good work, and yet fail so many children? This can’t be right. This isn’t the first time we have seen perfect self-assessment scores. In 1995, the State Board of Education issued its first accreditation report. As part of accreditation schools graded themselves on 110 standards. Guess what? Almost every school passed every standard. In fact, perfect rankings were so universal that by 1999 the accreditation system was modified to discount self-assessment entirely. So here we go again.

MBLEE: Recommendations for Education Reform The twenty-one recommendations of GAP Analysis III On Standards: 1. Local school leaders should place the alignment of local curriculum frameworks with the state content standards as a top priority for their districts. 2. The Michigan Department of Education and intermediate school districts should support administrators and teachers in their efforts to align local curriculum frameworks with the state core content standards. On Performance and Assessment: 3. The Michigan Department of Education should complete the process of aligning the MEAP with the recommended content standards as soon as possible. 4. Businesses should use the HSPT results as criteria in hiring employees; colleges and universities should use HSPT results as criteria in admitting students. 5. The Michigan Department of Education should communicate its documentation that the HSPT is a valid and reliable indicator of academic achievement to the public, institutions of higher education, and businesses. On School Accountability: 6. The State of Michigan should move aggressively to direct additional financial and professional resources to improve teaching and learning in failing schools.

An Agenda for Educational Reform in Michigan Executive Summary Vision
Business must accept the responsibility to act as a catalyst for action for K-12 education reform. We expect world-class employees, consumers, and citizens who are literate, informed, and socially responsible. Our primary focus is on educational outcomes for all children, while supporting the educators who provide the necessary input to fulfill the expectations. Our vision is one of quality education for all children that meets world-class standards. We want to move toward and accept nothing less than excellence. We will work with the governor, the state board of education, the legislature, communities, educators, universities and colleges, business leaders, parents, employees, and other interested parties to achieve this end. Our commitment is long-term and the impact will be visible in the coming generations. Foreward This report was prepared for the Business Roundtable Michigan Education Task Force by a working group from the University of Michigan. The Business Roundtable companies represented on the Task Force are The Dow Chemical Company, Ford Motor Company, General Motors Corporation, Kellogg Company, Kmart Corporation, The Upjohn Company, and Whirlpool Corporation. The University of Michigan group included Professor Janet Weiss, who drafted the report; Cecil Miskel, Dean of the School of Education; and Professors Philip Kearney, Arthur Jefferson, and Paul Courant. We also received advice from Professor Anthony Bryk of the University of Chicago; David K. Cohen, acting Dean of the School of Education at Michigan State University; and Marshall Smith, Dean of the School of Education at Stanford University.

Adult education under attack in Michigan

THE MICHIGAN legislature is moving to a final vote on a measure supported by Republican Governor John Engler that would all but eliminate adult education programs in the state. Engler has proposed slashing funding from the current level of $185 million to $65 million. Just four years ago the state spent $375 million annually on adult education. Under terms of the bill, only $15 million in adult education money will go to local school districts. The balance will go to training programs run by the Michigan Jobs Commission. All those over age 20 will be barred from receiving free adult education. Instead they will have to enroll in state sponsored job training. Faced with the prospect of a huge reduction in state funding, school districts across Michigan have started sending out layoff notices to their adult education staff. The Detroit Board of Education has laid off all 400 adult education teachers and administrators, effective the end of the current school year. The Detroit school system stands to lose $25 million, 70 percent of its funding. Administrators say they are faced with having to shut down the entire program. The Detroit schools have had an adult education program since 1875. There are 28,000 students currently enrolled in adult education classes and 2,000 are expected to receive high school or general equivalency diplomas this year. Forty percent of those enrolled in Detroit are parents or guardians of public school students.

When a public elementary school here in this affluent Detroit suburb recently adopted a policy of "character education," every class was to spend a few weeks on each of several values: respect, citizenship, caring, responsibility, trustworthiness, fairness and justice. The problem was how to teach good citizenship, for example, as part of every subject from art to gym. The art teachers ended up assigning a color to each virtue purple for respect and blue for good citizenship and devised projects like color-coded paper dolls. The gym teachers invented a game in which second graders take turns as good citizens and bad citizens throwing balls over a low volleyball net. The game is rigged so that the good guys always win. "The moral of our game is, if you're a good citizen, you always come out on top," Sheryl Schmidt, the physical education instructor, told her class. Values like good citizenship and respect for others, once confined to social studies classes if taught at all are becoming a formal part of the curriculum in more and more public schools across the nation. The approach coincides with rising national interest in values and education, as shown by the recent presidential and vice-presidential debates.

Today, schools across the country are teaching students what to think — whether about the environment, the war or social policy. A High School International Affairs Program Crosses the Line to Propagandizing “Learn today . . . Lead tomorrow”.  That is the public relations campaign motto adopted this year by the Michigan School Public Relations Association, the Michigan Department of Education and the Michigan Education Association.  A good motto in principle, but a terrible one in practice if the public school students are learning lessons that undermine American values and leadership. A perfect example comes from the Farmington, Michigan, Public Schools.  At a school board meeting this month, the board approved (4-3) a curriculum change that eliminates the requirement for 12 th grade American government, replacing it with an International Affairs program that includes on its menu of courses a class on terrorism, with the strong implication that the U.S. is the terrorist. Yes, you read that right, “terrorism.”  With a majority of newly graduated young adults leaving high school without the democratic principles that encourage them to vote, it is astounding that this school district would eliminate the teaching of American government, civics and economics to 12

  • Prospective teachers need to be aware of the knowledge and skills they are expected to gain and develop during their teacher preparation program;
  • Institutions of higher education approved to prepare teachers need to know Michigan's expectations for competent entry-level performance;
  • Local school boards and school administrators need to know what skills they can expect to be demonstrated by student teachers and those new to the profession;
