Bureau of Meteorology
The Bureau of Meteorology is responsible for the provision of meteorological and related hydrological and oceanographic services to the Australian community, under the authority of the Meteorology Act 1955 . The Bureau operates as a self-contained agency within the Department of the Environment and Heritage. The Director of Meteorology presents a separate detailed annual report on the discharge of his responsibilities under the Act. In order to ensure that Australia is well served by contemporary meteorological and related information, science and services, the Bureau maintains extensive, high quality meteorological observation networks and data archives. It undertakes scientifically based prediction of weather, climate and the state of the atmosphere, oceans and inland waters, drawing heavily on arrangements under the Convention of the World Meteorological Organization for free and unrestricted international exchange of meteorological and related data and information. These activities are underpinned and complemented by a strong in-house and externally cooperative research programme to advance meteorological knowledge and understanding.

CANADIAN GLOBAL EMISSIONS INTERPRETATION CENTRE CENTRE CANADIENNE de l’INTERPRETATION des EMISSIONS GLOBALES Annual Report 1996 Overview of CGEIC The Canadian Global Emissions Interpretation Centre (CGEIC) was formed in 1994 to undertake joint work between ORTECH Corporation and Environment Canada on emissions inventories. The focus of the Centre has been on development of methodologies for emission inventory compilation, especially for large scale, multi-country inventories, often global in extent. The work has been undertaken in a collaborative manner, often supported by a contractual relationship, with substantial in kind contributions from both agencies. A need had been recognized by both parties to establish a group to undertake research on emission inventories since these inventories provide the basis for air quality modelling. The emissions inventory area has very special requirements in terms of expertise, computer facilities and data base infrastructure, which ORTECH and Environment Canada undertook to develop to meet CGEIC needs. In addition to the need to develop inventories, there is a need to manage the information effectively and to communicate widely about their availability. The use of common inventories as the basis for international modelling and analysis efforts was seen as a way of more effectively bringing science into policy discussions. The Centre has established a vigorous research program in support of inventory development under the leadership of the Director, Dr. Trevor Scholtz. In doing so, it becomes one of a handful of centres worldwide with the capacity to undertake such work and to provide advice to governments and other clients about this work. The role of the Centre in Canada and internationally has become much more clearly recognized and accepted as evidenced by the many contacts and significant number of new projects involving a wide range of partners both within and outside of Canada, described in detail in the following report.

1. Introduction
The United States Department of Energy (DOE) Atmospheric Radiation Measurement (ARM) Program began operations in its Tropical Western Pacific (TWP) locale in October 1996 when the first Atmospheric Radiation and Cloud Station (ARCS) began collecting data on Manus Island in Papua New Guinea (PNG).
TWP ARCS sites at Manus, Nauru and Darwin. Two years later, in November 1998, a second ARCS began operations on the island of Nauru in the Central Pacific. Now a third ARCS has begun collecting data in Darwin, Australia. The Manus, Nauru, and Darwin sites are operated through collaborative agreements with the PNG National Weather Service, The Nauru Department of Industry and Economic Development (IED), and the Australian Bureau of Meteorology (BOM) Special Services Unit (SSU) respectively. All ARM TWP activities in the region are coordinated with the South Pacific Regional Environment Programme (SPREP) based in Apia, Samoa. The Darwin ARM site and its role in the ARM TWP Program are discussed below.

The mission of Earth System WG is to establish the Prototype Virtual Center for Research and Interdisciplinary Studies for Earth System Science in Asia-Pacific Region being based on APAN. Introduction
With growing population pressures, the need for responsible management of our natural resource base is increasingly of concern. Fortunately, recent developments in environmental information technologies offer a range of exciting new products and procedures to assist this management process. Yet with the intrigue of the new, it is easy to lose sight of the issues of timeliness and cost effectiveness. However, as these technologies become operational and filter down from experimental studies to a broader application arena, these issues become increasingly important. Perhaps nowhere is this more evident than in the developing world. For the past two years, the Clark Labs have been engaged in research to develop and transfer appropriate techniques for environmental monitoring in Malawi. With financial assistance from the United States Agency for International Development, and in collaboration with the Office of Arid Lands Studies at the University of Arizona, the Clark Labs is assisting the Government of Malawi to more effectively carry out routine tasks related to environmental monitoring and to strengthen the efficient flow of information to effect environmental decision making. This implementation of new technologies and techniques is being conducted as a subactivity under the Malawi Environmental Monitoring Program (MEMP), a collaborative activity of six participating Malawi government agencies: the Ministry of Research and Environmental Affairs, Department of Surveys, Department of Meteorology, Department of Water, Department of Forestry, and the Land Resources Conservation Branch. The task of this technology transfer k‚subactivity is to allow the participating agencies, in a coordinated fashion, to employ new geographic technologies to analyze data and provide environmental information in contribution to MEMP, and in the long-term, provide the important elements for a broader national-level environmental information system.
