    UNIVERSITY MOBILITY IN THE INDIAN OCEAN REGION [UMIOR] PROGRAM History At a meeting in New Delhi in November 1999 attended by university and government representatives from Australia, India, Mauritius, Oman, South Africa, Sri Lanka and Thailand, and jointly convened by the Australian Vice-Chancellors" Committee [AVCC] and the Association of Indian Universities [AIU] it was agreed that a university staff and student exchange program should be developed for the Indian Ocean Region. The meeting, which was supported by funding from the Australian Department of Education, Training and Youth Affairs [DETYA], agreed that the broad principles of the new program should be similar to those of the University Mobility in Asia and the Pacific [UMAP] program. A second meeting, held at Edith Cowan University in Perth, Western Australia in June 2000, adopted a UMIOR Interim Constitution setting out the governance, administrative and funding arrangements. That meeting also accepted an offer by the AVCC to provide the secretariat for UMIOR for the period of operation of the Interim Constitution. The formation of the new program was subsequently welcomed and supported by the Academic Group of the Indian Ocean Rim - Association for Regional Co-operation [IOR - ARC] at its meeting held in Mozambique in July 2000 and in Oman in January 2002.

    Introduction
    The transfer of regional responsibilities to the Pretoria-based ICRC delegation on 1 January 1995 reflected the new-found political stability in southern Africa. In February the South African government and the ICRC signed a new Status Agreement, defining the ICRC's position as a regional delegation for southern Africa and the Indian Ocean. Despite the generally peaceful climate, however, insecurity still reigned in some areas.
    The South African province of KwaZulu/Natal and certain townships of Gauteng province were still plagued by politicized violence. Political unrest in Lesotho and Swaziland demonstrated that there too stability was not to be taken for granted. In the strife-ridden areas of South Africa the ICRC ran relief operations in conjunction with the National Society, distributing food parcels, kitchen sets, jerricans, plastic sheeting and blankets to thousands of victims.
    Beyond this, the main activities developed by the ICRC in the region involved promoting the role of the Red Cross, teaching international humanitarian law to defence forces and providing protection for detainees. Delegates made unannounced visits to police stations in KwaZulu/Natal to check the conditions of detention of people arrested in connection with political violence.

    In South Africa the year was marked by the withdrawal from political life of the President of the NP,* the resignations of senior members of the main South African political groupings (NP, ANC*, IFP*), the formation in September of a new party, the UDM,* and the appointment of the country's Vice-President as head of the ANC.

    In Lesotho the unrest that had been rocking the country sporadically since 1994 continued in February with a mutiny by several dozen junior police officers who took possession of the police headquarters in Maseru. After having tried in vain for 11 days to negotiate with the mutineers, the Lesotho government called on the armed forces to launch an attack on the premises. The attack was carried out on 16 February and led to the arrest of 127 police, most of whom were released within 48 hours. With the agreement of the country's authorities, the ICRC twice visited the people imprisoned following these events.

    In February the regional delegation carried out a mission to Mauritius and the Seychelles to monitor the development of cooperation programmes (emergency preparedness, promotion of humanitarian law) conducted jointly by the ICRC and each of the two National Societies concerned.

    Report of the Working Group on Minorities The Working Group on Minorities (WG) undertook its first visit to Mauritius since its establishment in 1995. The visit took place from 7 to 10 September 2001 and the Group went to the main island of Mauritius as well as to Rodrigues Island. In addition to meetings with authorities, the mission also met with representatives of minority communities, journalists, representatives of NGOs and leaders of political parties. The report of the visit ( E/CN.4/Sub.2/AC.5/2002/2 , 3 April 2002) notes that the two primary issues during the visit were the constructive accommodation of the various ethnic groups on the main island of Mauritius, and plans for the autonomy of Rodrigues Island. With regard to the first issue, attention focussed on the legislation and its implementation in practice, including the representation of different communities in political and social life, and on the issues of languages and education. Concerning the second, the Group held discussions with representatives of the local population of Rodrigues Island. Information is provided in the report on the history of the country as well as on the current structure of government. The report notes that four main ethnic groups have constitutional recognition - Indo-Mauritians (68 per cent of the population), Creole (mostly Afro descendants, 27 per cent), Sino-Mauritians (3 per cent) and Franco-Mauritians (2 per cent). The religious composition of the population is mainly Hindu, Christian or Muslim, with approximately 3 per cent of the population adhering to other belief systems. English is the official language but the most commonly spoken languages are French and Creole.

    During year 1984, table MRT1 extended a few of their members to create a second table in Mauritius that would become the third table in the region. On the onset, this initiative rested primarily in the hands of the MRT1 extension officers: Eddy Yeung and Angelo Letimier. On a historical note, the charter of  MRT3 filled the missing link, under the regional association section of  RTI constitution, that led on later in June 1985 to the creation of ARTIO during it’s first ever AGM that was convened by MRT1’s Farook Hossen and held at Merville Beach Hotel. At that particular AGM, it was in fact the freshly chartered MRT3, through convenor Rajen Dassyne, who took up the challenge of holding 2 years after, the AGM together with first INDABA to be convened in Mauritius Going forward with enthusiasm, the newly inducted chairman, Gerard Pascal set the pace and held the first MRT3 business meeting in February 85 at the MSPCA in R-Hill. The Mauritian "paille en queue" bird was adopted as our official symbol together with the RT logo to signify the table’s uniqueness and beauty.

    Economy of Mauritius
    Mauritius has one of the strongest economies in Africa , with a GDP of $4.1 billion in 1997 and per capita income of $3,600. It is heavily reliant on exports of sugar and textiles, but tourism , offshore business, and financial services are growing. Independent surveys typically characterize the Mauritian business environment as among the best in Africa. Economic performance has been impressive for the past 15 years, with real growth averaging 7% between 1985-90 and 5.4% between 1990-97. GDP grew 5% in 1997, with strong performances in all major sectors. Annual economic growth is likely to hover between 5% and 6% over the medium term; neither a recession nor a boom is forecast. The jobless rate was about 6% in 1997, nearly double previous estimates. The upward trend is causing concern in a society grown accustomed to full employment. Chronic trade deficits are normally offset by surpluses in tourism and other services. The Mauritian rupee is freely convertible.
