    GOVERNMENT AND POLITICS
    Structure of Government
    The 1968 constitution proclaims that Mauritius is a "democratic state" and that the constitution is the supreme law of the land. It guarantees the fundamental rights and freedoms of the people, including the right to hold private property and to be free from racial or other discrimination. Fundamental rights can only be suspended during wars or states of emergency, which must be duly declared by the parliament and reviewed every six months. The political structure is patterned to a large extent on the British system. As in Britain, the political party that can gain support from a majority in parliament chooses the prime minister, who, along with the cabinet, wields political power. The constitution also provides for three important commissionsthe Judicial and Legal Service Commission, the Public Services Commission, and the Police Service Commissionas well as an ombudsman. The commissions oversee the appointment of government officials; the ombudsman investigates official misconduct. The country's legal system is based on the Napoleonic Code and English common law. The Supreme Court heads the judicial system and has the power to interpret the constitution and to judge the constitutionality of legislation brought to its attention. Appointed by the prime minister and president, the chief justice helps select five other judges on the court. The Supreme Court also serves as the Court of Criminal Appeal and the Court of Civil Appeal. Mauritius continues to refer legal and constitutional matters of undeterminable jurisdiction to Britain's Privy Council. Lower courts having original jurisdiction over various kinds of cases include the Intermediate Court, the Industrial Court, and ten district courts.

    ESTIMATED 2000 POPULATION: Mauritius is an island located in the southern Indian Ocean around 800 km (497 mi) off Madagascar. The territory also includes the islands of Agalega, Rodrigues and the St. Brandon group. The island is of volcanic origin and has a central broad plateau sloping to a coastal plain in the north. Mauritius has an indented coastline with many natural harbors and is nearly encircled by a coral reef. There are also three mountain ranges, Moka, Grande Port and Black River Mountains. Rodrigues is also composed of basalt and is mountainous with a central region that divides the island from southeast to northwest. The principal rivers are the Grand River South East and the Grand River North West, additionally, some lakes have formed in the volcanic craters. Major Cities (pop. est.); Port Louis 142,900, Beau Bassin 94,300, Vacoas Phoenix 92,100, Curepipe 74,700 (1992). Land Use; forested 28%, pastures 4%, agricultural-cultivated 52%, other 16% (1992). CLIMATE: Mauritius has a tropical maritime climate with the SE trade winds prevailing from April to November. Devastating tropical cyclones occur from November to March and rainfall is at its heaviest during this period. Humidity increases while temperature decreases with altitude. Average annual precipitation varies from 850 mm (33 inches) in the northwest to 5,000 mm (196 inches) on the central plateau. Average temperature ranges are from 17 to 24 degrees Celsius (63 to 75 degrees Fahrenheit) in August to 23 to 33 degrees Celsius (73 to 86 degrees Fahrenheit) in January.

    The Dutch in Mauritius 1638-1658 and 1664-1710. Written by Marco Ramerini visits to this page from 27 May 1999. Mauritius was discovered in 1505 by a Portuguese navigator (Domingos Fernanadez) and named "Ilha do Cerne". The Portuguese used the island as a reserve of fresh food for the ships directed to India. The first Dutchman visiting the island was in 1598, Wybrant Warwijck that renamed the island after the Dutch stadholder Maurits. During the first 40 years of Dutch activity in the East, Mauritius was often used by the VOC ships in search of fresh food as a call station, but they never built, during these years, a permanent settlement. The greatest raw materials of the island were ebony and wild animals like the notorius Dodo, pigs, goats and tortoises. In the 1630s. the presence of a permanent Dutch settlement in Mauritius was judged necessary by the VOC to prevent the occupation of the island by the French or the English companies. Finally the Hollanders settled on the East coast of the island in the south-eastern harbour which they called "Haven van Warwijck"

    My government has initiated major second-generation reforms in important sectors - the judiciary, the police, the tax system, health, education and the public utilities and we are beginning to see the results. We have also been successful in implementing a pro-poor growth strategy, which aims at restoring the balance between economic progress and social development. The new President is Mr Marday Venketasamy. The outgoing President, Mr Anil Currimjee, expressed mixed feelings regarding the state of the economy.
