The Government of Mauritius has gone in for a thorough review of its tax system, which is aimed at the rationalization of the fiscal incentives. The country’s Finance Minister in his budget speech disclosed this and he also said that the Government would be getting technical assistance from international institutions in making a complete and thorough analysis of its tax system and the rationalization of the fiscal incentive regime. This particular decision is of particular interest to India since huge investments are routed into the country’s stock market by foreign institutional investors through Mauritius and this is done to make use of the tax benefit. As on now the taxation agreement between the two nations says that capital gains is taxable in the resident country and in this case the country is Mauritius. Earlier, Mauritius had promised OECD to get rid of the harmful tax practices by the year 2005 including that of tax incentives availability to foreigners the same of which are not offered to the domestic companies.
The Mauritius Government made a beginning when it approved imposition of 15 per cent uniform tax on offshore companies registered before July 1, 1998 and this was disclosed in the 2000-01 budget. Before this offshore companies could opt for a rate between and 35 per cent. The other notable act of the Mauritius Government was foreign tax credit for the funds registered in the country after June 30,1998 and paying a flat rate of 15 per cent, was brought down to 80 per cent from 90 per cent and this is regarded as the first step in the phase out operations. The Mauritius Government appears very keen to get rid of the harmful tax practices.

Mauritius, a volcanic island of lagoons and sandy beaches in the Indian Ocean, has a reputation for stability and racial harmony among its mixed population of Asians, Europeans and Africans.
The island has maintained one of the developing world's most successful democracies and has enjoyed years of constitutional order. Even though the previous government of Prime Minister Navin Ramgoolam was criticised over corruption scandals, the country preserved its image as one of Africa's few social and economic success stories, with a thriving market in sugar exports, textiles and up-market tourism. LEADERS MEDIA Various cultures and traditions flourish in peace, though Mauritian Creoles, descendents of African slaves who make up a third of the population, live in poverty and complain of discrimination. Mauritius, an increasingly popular tourist spot, was uninhabited when the Dutch took possession in 1598. It was home to the flightless bird, the dodo, which was hunted into extinction. The island was abandoned by the Dutch in 1710, taken over by the French in 1715 and seized by the British in 1810. It gained independence in 1968 as a constitutional monarchy, with executive power nominally vested in the British monarch. It became a republic in 1992. The island of Rodrigues and other smaller islets also form part of the country.

And so, from now on, we shall have to think more and more about the younger readership. It is therefore very pertinent that we ask ourselves the question: Do the young people of Mauritian origin in the UK need a newspaper of their own like Mauritius News? Reflections: * Together, we are united. * Unity means strength. * Strength means respect! We do not have the money to ingratiate politicians for a lobby. Our lobby is Mauritius News! The younger generation of UK Mauritians and elsewhere will have to fight for their right to retain the Mauritian citizenship which is being denied to many of them who have applied for it. According to one press report in Mauritius, 36,000 applications from young people from overseas who are eligible for Mauritian nationality have been turned down by the Mauritius Government without giving any reason. Yet, people from other countries are given Mauritian citizenship for one reason or another. Mauritius News has in the past campaigned for dual nationality to be extended to all overseas Mauritians and their children until this was approved by the Mauritius Government in 1999, but which it refuses to implement in practice.

That appears to be the reason the Indian Ocean island has all but convinced India's second-largest information technology (IT) firm to set up its disaster recovery centre there, with Singapore losing out in the process. By letter dated 3 January 2002, the Permanent Representative of Mauritius to the United Nations Office at Geneva transmitted to the Chairman of the Human Rights Committee the comments of the Mauritius authorities on paragraph 38 of the advance unedited version of the concluding observations of the Human Rights Committee: United Kingdom of Great Britain and Northern Ireland (CCPR/CO/73/UK, CCPR/CO/73/UKOT dated 5 November 2001), released by the Office of the High Commissioner for Human Rights, in which mention is made of the British Indian Ocean Territory (BIOT).
    2. The Government of the Republic of Mauritius wishes to submit the following clarifications to the members of the Human Rights Committee.

    "I requested the Mauritius Government to take extra steps to be more vigilant to identify and crackdown on Tiger front organisations and infiltrators working in the guise of religious and social activists,” Foreign Minister Lakshman Kadirgamar said.
    Foreign Minister Lakshman Kadirgamar yesterday requested the Mauritius Government to be more vigilant on LTTE fund-raising and activities on their soil. Minister Kadirgamar made this request during official talks with the visiting Mauritian Minister for Foreign and Regional Cooperation Anil Kumarasingh Gayan last night. Further the Minister urged the Mauritius Government to crackdown on Tiger activities in their country. He was of the view that Tiger fund-raising activities were being held in Mauritius on a considerable level. The visiting Minister assured his Government's fullest cooperation in this regard, the sources revealed. The visiting Foreign Minister also pledged his country's support to the territorial integrity and sovereignty of Sri Lanka.

    May 7, 2004 COUNTRY DESCRIPTION : The Republic of Mauritius is a small island nation of three inhabited and several other islands located in the southwestern Indian Ocean. Mauritius has a stable government and growing economy. Facilities for tourism are well developed. In order of frequency, Creole, French, and English are spoken; English and French are common in the main towns and tourist areas but may not be understood in outlying villages. The capital city is Port Louis. ENTRY REQUIREMENTS: A valid passport, onward/return ticket, and proof of sufficient funds are required. Visas are issued at the point of entry. The airport departure tax is included in the price of a plane ticket. Travelers coming from yellow fever-infected areas may be asked to present a yellow fever vaccination certificate. Travelers should obtain the latest information and details from the Embassy of Mauritius, 4301 Connecticut Avenue, N.W., Suite 441, Washington, D.C. 20008; telephone (202) 244-1491/2, or the Honorary Consulate in Los Angeles, telephone (310) 557-2009. Overseas, inquiries may be made at the nearest Mauritian embassy or consulate. In an effort to prevent international child abduction, many governments have initiated procedures at entry/exit points. These often include requiring documentary evidence of relationship and permission for the child's travel from the parent(s) or legal guardian not present. Having such documentation on hand, even if not required, may facilitate entry and departure.
