30 March 1999 Amsterdam/Port Louis, Mauritius Greenpeace welcomed statements by the Mauritian Government and Parliament which pointed to a new policy for Mauritian ports against illegally fishing vessels. However, the international environmental group will continue its campaign to stop pirate fishing and will remain in contact with the Mauritius authorities and CCAMLR countries to help ensure that Mauritius becomes a pirate free port. "We hope that the Mauritius Government will promptly turn words into action, and maintain Mauritius' international reputation", said Denise Boyd of Greenpeace. "Other countries must also get tough on pirates seeking to use their ports to land illegally caught fish". The Greenpeace ship MV Arctic Sunrise left Mauritius on Monday evening after a 16-day chase across the Southern Ocean and north to Mauritius to document the illegal fishing activities of the Salvora, a Belize-registered vessel fishing for Patagonian toothfish. Following Greenpeace calls to seize and inspect the pirate fishing vessel, a Mauritian inspection team found about 170 tonnes of toothfish onboard. Mauritius is yet to release the report from the investigation, however it appears that the team's finding's will show irregularities regarding the Salvora's log book and the fishing areas it claimed to be fishing in.

GREENPEACE CALLS ON MAURITIUS GOVERNMENT TO SEIZE PIRATE FISHING VESSEL
12 March 1999 Indian Ocean/Amsterdam Greenpeace called on the Mauritian Government to seize a pirate fishing vessel which was found fishing illegally by the environmental group in the Southern Ocean early last week, and is believed to be heading for Port Louis, Mauritius, a known port for landings of illegal catches of toothfish. Greenpeace, which has been tracking the Belize-flagged vessel Salvora, believes that, at its current speed, the pirate vessel could arrive in Mauritius as early as Sunday 14th March . The vessel was last seen in Mauritius in January of this year. "We caught this repeat offender red-handed in the Southern Ocean and have stayed on its tail so it cannot continue its illegal fishing", said Denise Boyd on board the Greenpeace vessel MV Arctic Sunrise. "We ask Mauritius to wash its hands of illegal fish landings once and for all by seizing this vessel and not allowing it to land its catch. If Mauritius is unwilling to assume its responsibility as a port State to investigate and take enforcement action against fish pirates, then it must at least deny this and all other pirate fishing vessels access to its ports". The Salvora was found guilty of fishing illegally and arrested by the Australian Government in October 1997, after they found it fishing for Patagonian toothfish in the Australian Exclusive Economic Zone (EEZ) around Heard and MacDonald Islands. An Australian frigate then escorted the vessel to Fremantle, Western Australia, with 37 crew on board. The owners forfeited its bond of A$1.07 million.

Government and Politics
The 1968 constitution proclaims that Mauritius is a "democratic state" and that the constitution is the supreme law of the land. It guarantees the fundamental rights and freedoms of the people, including the right to hold private property and to be free from racial or other discrimination. Fundamental rights can only be suspended during wars or states of emergency, which must be duly declared by the parliament and reviewed every six months. The political structure is patterned to a large extent on the British system. As in Britain, the political party that can gain support from a majority in parliament chooses the prime minister, who, along with the cabinet, wields political power. The constitution also provides for three important commissionsthe Judicial and Legal Service Commission, the Public Services Commission, and the Police Service Commissionas well as an ombudsman. The commissions oversee the appointment of government officials; the ombudsman investigates official misconduct. The country's legal system is based on the Napoleonic Code and English common law. The Supreme Court heads the judicial system and has the power to interpret the constitution and to judge the constitutionality of legislation brought to its attention. Appointed by the prime minister and president, the chief justice helps select five other judges on the court. The Supreme Court also serves as the Court of Criminal Appeal and the Court of Civil Appeal. Mauritius continues to refer legal and constitutional matters of undeterminable jurisdiction to Britain's Privy Council. Lower courts having original jurisdiction over various kinds of cases include the Intermediate Court, the Industrial Court, and ten district courts.

- Mauritius has set up a commission to examine ethnic riots sparked by the death of a Creole reggae singer in police custody after he was detaimed for smoking marijuana at a protest to legalise the drug.
A senior official said the government had asked the director of public prosecutions to investigate the singer's death to determine whether it was the result of police brutality. "The commission of inquiry could last for several months as many witnesses and opinion leaders have agreed to participate," said the official, who asked not to be identified. Joseph Reginald Topize, or "Kaya," died in jail on February 21. He was arrested three days earlier for smoking marijuana at a political rally calling for decriminalisation of the drug. His death sparked four days of riots in the capital Port Louis and other towns on the Indian Ocean island as Creoles clashed first with police and then with members of the majority Hindu population. Three people, including another reggae singer, were killed by police during the riots.
