Postcards Mauritania Culture A combination of Islamic, French and traditional African influences, Mauritanian culture underpins society, but rarely raises its head in ostentatious ways. There is virtually no literature or theatre in Mauritania, so those looking for overt displays of 'Africanness' often leave disappointed. Traditional music, on the other hand, is unmissable and never fails to leave an impression. Characterised by a tidnit (a four-stringed lute), sometimes an ardin (harp) and usually a wailing vocalist, it can be nerve-shattering to the unaccustomed ear. The Moors' social activities often revolve around the traditional glass of Arab tea with mint. Customarily three glasses of tea will be served over about an hour. Sweet and strong, the tea has a punch to rival a strong coffee. With 99% of the population Sunni Muslim, religion provides a superficial unity between Moors and Black Africans. Race riots occurred in 1989, showing this unity to be, at best, extremely fragile. And as the brutal 1993 attack on two Catholic priests shows, there is a small but increasingly militant band of Islamic fundamentalists operating. On the whole, however, the brand of Islam is open and liberal. Traditionally nomadic, decades of drought and the growing desert has led to the disbanding of many clans and a population shift to the cities and bigger towns. Mauritania is the only country in West Africa ruled by people with a nomadic heratige.

Mauritania Time and Date Mauritania Culture Back to Top Mauritania's nineteenth century French colonizers envisioned the country as a geographic and cultural bridge linking North Africa and West Africa. In the late 1980s, however, Mauritania bore little resemblance to this vision. Instead, it was a society undergoing profound transformation, torn between two cultural and linguistic traditions. The process of compelling nomads to settle that was begun by the colonial government earlier in the twentieth century was accelerated by the severe drought that began in the mid-1960s. For the next two decades, the rate of urbanization was unprecedented; Mauritania was transformed from a nomadic pastoral society to a predominantly urban one. Large pastoral populations were forced to leave land that could no longer support them. The already-overpopulated cities, almost all of which were located in the far south, were unprepared to receive these displaced populations. The drought had begun in the mid-1960s, largely as a result of shifting continental rainfall patterns. Of all Sahelian countries, Mauritania was the most vulnerable because about 75 percent of its land was desert or semidesert under the best conditions.

Mauritania Time and Date Mauritania Education Back to Top EDUCATION In the late 1980s, Mauritania was still in the early stages of developing a modern education system. Although Islamic education had long been an important part of life, this religious instruction involved only rote learning of the Quran. Few Mauritanians possessed skills necessary to create a modern nation-state. The government has consistently stressed the need for improved and expanded education programs and in the 1980s was actively pursuing these goals. While modern, skill-oriented programs were being established to help satisfy the growing needs for skilled workers and technicians, efforts also were under way to expand traditional Islamic education. Expanding Quranic education has been viewed as necessary to preserve Islamic cultural tradition and promote national unity. The government of Mauritania attempts to provide free primary education. The effort, however, has been hindered by the nomadic character of the people. In 1996 some 83 percent of eligible children, or 312,700 pupils, attended primary school. Just 16 percent of secondary school-aged children were enrolled. Higher education is provided by the University of Nouakchott (1981) and by a college of public administration, also in the capital. Nouakchott - Culture It is Mauritania's administrative and economic centre and is served by an international airport and a seaport nearby. Its population is 600,000 (1987 estimate). From its beginnings as a village in the desert on the route north from Dakar, the community grew after being chosen to be the site of the national capital in 1957, three years before Mauritania achieved full independence. The National School of Administration (1966), the National Institute of Advanced Islamic Studies (1961), the National Library, and the National Archives are all here. In Nouakchott, the capital, temperatures reach about 33°C (92°F) in the hottest months and average about 13°C (56°F) in the coolest month. Nouakchott has an average rainfall of 178 mm (7 in) a year. About 75% of Mauritanians are Moors who speak an Arabic dialect called Hassaniyah. They are a traditional nomadic people of the desert and savannah areas, but a prolonged drought in the 1970s caused a massive movement into cities such as Nouakchott. The nomadic population some 83% of the total in 1963 was reduced to only 25% by 1986.

The biggest attraction Mauritania offers is the very desolation that keeps so many people away. For those with the true spirit of adventure, Mauritania is one of the least trodden spots in the world - and even those who find it godforssaken agree that it's exotic. To see more than sand outside the small, staid capital of Nouakchott (which has its fair share of sand too) requires some planning and some luck. There are some nice spots for fishing, birdwatching and even surfing along the coast and a few caravan towns in the interior that might be of interest.
