Mr. FRANK. Thank you, Mr. Chairman, and I appreciate your having this hearing. I think we have a moral obligation to make some changes here. I know we play games with words, but I must say to begin calling this the windfall elimination is really quite offensive. We have people who are being told that they cannot fully collect money that, when they earned it, they were legally entitled to. This is an after-the-fact change for a lot of people. Now, I realize $17 billion is a considerable sum, but let me put that in perspective. President Bush said that a tax cut of $350 billion over a 10-year period was, to use the technical economic term he used, an itty-bitty tax cut. Mr. FRANK. Well, if $350 billion is itty-bitty, I am asking for 5 percent of an itty-bitty.

During this two year project Western MassCOSH worked initially with the Cosmetology Department Roger L. Putnam Vocational School in Springfield to incorporate awareness and toxics use reduction training into the current curriculum for hair and nail care. Teachers and students were trained in identifying chemical hazards, choosing less toxic alternatives, and incorporating pollution prevention practices into daily practices. Building on the 1999-2000 Healthy Hair Campaign TURN project in Boston, this project continued to raise awareness about toxic chemicals in hair dyes, hair relaxers, permanents, hairsprays, bleaches, disinfectants, nail sculpting and manicuring products. End products consisted of a curriculum, reference materials, and a self-inspection checklist.

CURRICULUM AND INSTRUCTION
Health Education
Massachusetts General Law Title XII Chapter 71: Section 1 (date not indicated) requires all schools to provide instruction in health education, but grade levels or amounts of instruction are not specified. High school students are not required to complete specified units of health education to graduate.
The Common Core of Learning (1994) outlines the state's basic standards for students and the Massachusetts Comprehensive Health Framework (1999) provides a more detailed vision of standards for what students should be able to learn and know in health education. In addition, the framework serves as a suggested curriculum for local schools.
Students in Massachusetts are not required to pass a statewide assessment covering health education topics.
HIV, STD, and Pregnancy Prevention Education

Lawmakers go to bat for vocational students

BOSTON SouthCoast school officials and legislators are leading the charge to allow vocational students to be judged by an alternative to the state-mandated MCAS exam.
The alternative, called a Certificate of Occupational Proficiency, would not replace the Massachusetts Comprehensive Assessment System, and vocational students would still be required to take the MCAS test. But the proficiency test would include more testing of vocational students' knowledge in their chosen trade, and passing it would allow a vocational student to receive a high school diploma.
"This would be a more balanced assessment," said David Ferreira, superintendent of Old Colony Regional Vocational-Technical High School in Rochester. "Statewide, only about 20 to 30 percent of vocational students are visual learners, who do well on pencil and paper tests. The remaining 70 to 80 percent of vocational students are performance learners, who have a real problem with paper and pencil tests."
The proficiency assessment would test English and math skills, but would also include an employability skills assessment, a portfolio assessment, and a performance review of the student's chosen trade by an outside tester chosen by the state Board of Education.
