Subscribe to the Norton Mirror MCAS scores put SE on 'watch status' By Sarah Johnson / Staff Writer Friday, May 7, 2004 46 percent of Southeastern's students pass math test The local vocational school that serves Easton, Norton and Mansfield students has been placed on "watch status" by a state organization that monitors how schools are preparing students for the MCAS tests. For the next two years, the Office of Educational Quality and Accountability will oversee the methods and improvements of Southeastern Regional Vocational High School. SE Regional's Massachusetts Comprehensive Assessment System scores have been low, much like the other vocational schools in the state, according to Superintendent James Hager. The EQA operates independently of the Massachusetts Department of Education but falls under its budget. Acting as a watchdog, it "reviews and evaluates the effectiveness and efficiency of public school districts in promoting student achievement at the Commonwealth of Massachusetts," according to the DOE's website.

Should vocational students who fail the MCAS nevertheless be allowed to graduate? Some advocates think so and, along with groups such as the Massachusetts Association of Vocational Administrator, have filed a class-action lawsuit against the state of Massachusetts: Even as vocational schools improve their scores and reduce failures to the single digits, advocates hope to change the law through the courts so that tech students are evaluated as much or more on their trade skills than on MCAS. "There are other kinds of talents we want to celebrate," said Charles Lyons, superintendent of Shawsheen Valley Technical High School in Billerica which, like Nashoba Tech, dramatically cut its failure rates. "A lot of our kids learn by application rather than memorization. That's why many are turned off to chalkboard education." Lyons supports a class-action lawsuit that would allow schools to graduate vocational students who fail MCAS provided they demonstrate proficiency in their trade. Such students would be presented with a "certificate of occupational proficiency." On the one hand, the vocational schools claim that their students are learning a trade, and thus deserve an exemption. To me, that claim carries more weight than their second reason, which is that the MCAS is "unfair" to votech schools because such schools have more "low-income and special-needs students." The lower-income students, at least, are the ones who are most in need of education and were the students in mind when NCLB was implemented. Wouldn't the MCAS serve at least as a reminder to vocational schools that, in this day and age, a student with a shoddy education in math and English is going to be at a disadvantage even if the student is good with his hands, or has learned a specific trade?

FOR YOUR INFORMATION .APRIL 3, 1996 As part of its ongoing periodic review of its rules and guides and in keeping with the objective to eliminate obsolete or unnecessary regulatory requirements, the Federal Trade Commission is seeking public comment on two of its guides the Guides for Private Vocational Schools and the Guides for the Mirror Industry. The FTC requests comments about the overall costs and benefits of the guides and their regulatory and economic impact. The Guides for the Mirror Industry were published in the Federal Register on March 15, and will be subject to public comment until April 15. The Guides for Private Vocational Schools are scheduled to published in the Federal Register today and comments will be accepted until June 3.
  • Guides for Private Vocational Schools provide guidance about acceptable or unacceptable claims in advertisements or promotional materials for resident or correspondence courses or training or instruction programs by private career or vocational schools. Specifically, the guides pertain to claims about the nature of the school, its accreditation, methods of teaching and available employment opportunities. The guides have been in effect since August 1972.
  • Guides for the Mirror Industry provide guidance about acceptable or unacceptable claims in advertisements or promotional materials used during the sale or distribution of mirrors. Specifically, the guides make it an unfair or deceptive act or practice to misrepresent such things as the type, grade, quality, material, strength or composition of mirrors; or to misrepresent the type or composition of glass contained in any mirror. The guides were promulgated in June 1962, and amended in June 1972.

Vocational schools see a bright side to scores

While there was some dramatic improvement in the performance of SouthCoast vocational students in this third year of MCAS testing, more than half are failing the English portion of the test, and two-thirds are failing math.
The failure rate at Greater New Bedford Regional Vocational-Technical High School increased this year over last, in contrast to other vocational schools in the region. Four out of five Greater New Bedford Voc-Tech students failed the math portion of the Massachusetts Comprehensive Assessment System test this year.
MCAS has always been a sore point for vocational school administrators, who believe the test does not cover half of what vocational students learn, namely their trade skills.
Superintendents are supporting legislation that would create a separate test for vocational students, called a Certificate of Occupational Proficiency, that would measure both academic and trade skills. Vocational educators argue that the MCAS measures only the academic component of vocational education and ignores the applied knowledge learned in their trade. The legislation has the support of several area legislators, and will be filed Dec. 1.
The Certificate of Occupational Proficiency would not replace the MCAS, the educators say, but would more accurately test the abilities of vocational students. As the MCAS law stands right now, all high school students beginning with the class of 2003 must pass the MCAS to receive a diploma. With the legislation, vocational students could conceivably fail the MCAS, pass the vocational certificate and receive a high school diploma.
