Only about 38% of K-12 teachers in the U.S. have a degree in a field other than education. And in states from Massachusetts to Maryland, most teachers have flunked new certification tests in math and science. Yet for years, school systems have heavily favored applicants with education degrees. School systems made it difficult for even the best-qualified career switchers to become teachers, often requiring them to spend a year or more obtaining master's degrees in education. The recruiters often seemed to care more whether prospective teachers could talk the jargon of "metacognition" and "kinesthetic modalities" than whether they could actually solve an algebra problem or explain cell division. A recent ad in the New York Times, in lettering that resembled a childish scrawl, challenged readers to "sign up for the most important job in New York City." Fogel was among the job switchers who answered similar ads last year. In August he and 349 other recruits attended a pep-rally orientation for New York Fellows, an accelerated-certification program started by schools chancellor Harold Levy. "Urban education," Levy told the group, "has the same moral force as the civil rights movement." After four weeks of all-day classes on teaching methods and lesson plans, the 323 who stuck with the training, and who passed two required state exams, were face to face with their first students.

MSU HOME Initial Instructional Certification ADMISSIONS, DEADLINES, AND FACULTY ADMISSION REQUIREMENTS After the application deadline, candidates will be notified about the next step in the application process, which may include interviews (with a departmental faculty adviser and/or admission committee), writing samples, and portfolio review or audition (the latter applies to art and music candidates). Students who are accepted to the program will be assigned to faculty advisers whom students should consult each semester. Since students' backgrounds differ, they should not take courses without advisement. The program requirements listed for these programs are generic and may differ in detail for individual students. Criteria for Retention in Program Students who are accepted to the Program are evaluated periodically. They should review the Teacher Education Handbook to determine criteria used to determine eligibility for student teaching. By New Jersey Department of Education regulation, teacher education students in most certification areas must pass the PRAXIS II or National Teacher Examination.     Massachusetts "Bonus Babies" Are Leaving the Classroom Many claim that the real barrier to getting good teachers into the classroom is teacher certification itself. In his article No Shortcuts to Preparing Good Teachers , Dr. Barnett Berry, Executive Director of the Southeast Center for Teaching Quality, exposes this myth for the untruth that it really is. Since the production of this article, many examples have surfaced to support his arguments. A recent report by a Massachusetts professor is one of these. In his report, Clarke Fowler explores the failure of the Massachusetts Signing Bonus Program for New Teachers, an alternative certification program that has been generating a lot of press over the last year and a half, but has not shown the results that it set out to. The Massachusetts Signing Bonus Program was enacted by the Massachusetts legislature in 1998 with a $60 million endowment to raise the quality of teaching in the state. The program offered $20,000 in cash incentives to attract new teachers to the state and to teaching.

    Go to Table of Contents WHAT: Analyses of students/ test scores indicate that scores tend to be significantly higher when test takers plan ahead, attend test information sessions, and take the subtests early and separately rather than waiting until graduation draws near and taking the entire exam at one sitting. WHEN: The MTEL is typically given five times a year. Test dates are provided on the DOE web site at www.doe.mass.edu/educators . Undergraduate students should attend support sessions early and often. They often begin taking the MTEL in their first year of college. Graduate students are often required to pass all subtests prior to practicum or a specific point in a preparation program. Colleges of the Fenway recommend different schedules of test taking for their students. Candidates should check with their own institution for guidelines and test-taking policies. WHY: Teacher licensure is necessary for employment s a teacher of record in most public schools and in any private schools as well.     Candidates seeking educator licensure in Massachusetts in either the Provisional or the Initial level are tested through the MTEL program. They must pass both the tests of Communication and Literacy Skills and the Subject Test, where available, for the license they are seeking. This requirement holds for all candidates for licensure, including classroom teachers, district and school administrators, and district and school support-service personnel. The purpose of the MTEL is to help identify candidates for licensure who have demonstrated the knowledge required for entry-level educators in Massachusetts public schools.
