The Minor Program and Certification
The Department does not offer a major. Students may earn a minor in education at Bowdoin by completing at least four courses in the department of education. Required courses for the minor are one 100-level course and two from Education 203, 301, or 303. Because teaching in the public schools requires some form of licensure, the department provides, in addition to the minor, a sequence of courses leading to certification for secondary school teaching. This sequence includes the following:
  • A major in the discipline the student intends to teach, such as Spanish, biology, mathematics, English. Students with majors in history or government fall under social studies certification and should read carefully the listed requirements. Public schools rarely offer more than one course in subjects such as sociology, philosophy, anthropology, art history, religion, or economics, so students with interests in those and similar fields should meet with Education Department personnel as soon as possible to develop a program that will include those interests within a teaching field. While students' programs of study at Bowdoin need not be seriously restricted by plans to teach, majors and minors should be chosen with teaching possibilities in mind.

The public-school teachers return the favor by doing a shoddy job of preparing their students for college. Congress apparently felt that urge when it passed the Higher Education Amendments of 1998. Among the provisions of the HEA was one (Section 207f) that mandated state "report cards" for schools of education. The idea was to require states to publish the number and percentages of students in each teacher-preparation program who pass that state's teacher-licensure examination. In theory, with this information, the public would be able to identify those schools of education that graduate the least adept would-be teachers. The first application of the rule, in 1998, worked exactly as intended. Numerous schools of education across the country were forced to divulge unpleasant facts: that, after two or more years of study to become teachers, only 60 percent (or 50 percent, or 40) of their students could pass the fairly simple examinations for state licensure. The data were alarming, and the colleges with the lowest percentages of passing students faced a crisis. The shoddiness of their teacher-education programs was, for once, on full display. For a brief moment the educational establishment had to reckon with the serious possibility of

    The teacher education program at Atlantic Union College functions with the conviction that teachers are best prepared through a balanced program of general education and professional education coursework. Students who complete the prescribed programs in early childhood, elementary or secondary education are qualified for certification by the Department of Education of the General Conference of Seventh-day Adventists. The state of Massachusetts has approved the following programs: Early Childhood (Pre-K-2), Elementary Education (1-6), Biology (8-12), History (8-12), Mathematics (8-12) and Music (All levels).
    New Massachusetts Certification Regulations were adopted on November 28, 2000. Any student applying for certification after September 30, 2003 will be required to complete these new requirements. All students should consult regularly with their academic advisors regarding their study programs and completion of the appropriate certification requirements.     Presently there is a widening gap between the supply of science teachers and the openings for them. Recently the physical science departments received an urgent request from the State Education Department of the State of Minnesota for science teacher candidates. New chemistry teacher graduates from State College at Oneonta are snapped up rapidly. In one case there was a bidding war between two local school districts for one of our graduates. Even an elementary education major with a chemistry concentration got a job BEFORE HE COMPLETED HIS STUDENT TEACHING and is working as a full time teacher as of December 1998. My wife and I have both been approached by the City of New York to teach science because we are both certified. Neither of us were teaching in a public school system at the time (1995). All chemistry and physics graduates for the last 5 years have jobs in teaching. If you enjoy teaching, this is the time to make a move. The question is-how. What are the options?
    1. The first possibility is to go through the traditional teacher preparation program. State College at Oneonta has such a program. Unfortunately, unless one decides early in the college career that teaching is his/her field of choice, the number of courses and the sequential nature of the curriculum can lead to a prolongation of the undergraduate stay with all the attendant disruptions and cost escalation.

    The Secretary of Education is required by statute to publish a list of nationally recognized accrediting agencies and associations which the Secretary determines to be reliable authorities as to the quality of training offered by educational institutions and programs. The National Advisory Committee on Accreditation and Institutional Eligibility assists the Secretary in determining which accrediting bodies should be listed. Accrediting bodies that achieve recognition are reviewed at least every 4 years thereafter.     An education professor takes the Massachuesetts teacher certification test. His conclusion? The test is excellent - if the goal is to train winners in competitions of Jeopardy or Trivial Pursuit By Peter Kiang In an endeavor to comply with state teacher certification policy, I took the Oct. 3 Massachusetts Teacher Test, but found both the content and process of the test to be distressingly arbitrary. The above three italicized words were among those that test-takers had to define in the most recent Teacher Test. The sentence reflects my own understanding of how to use them appropriately. As a professor of teacher education and Asian-American Studies, I chose to take the four-hour Communication and Literacy Skills Test and the four-hour Social Studies Test (with a 20-minute lunch break) in order to understand directly what our students are being asked to know and do. Like others, I was struck by the rigid, disrespectful conditions of the test process itself. In the afternoon, for example, I was reprimanded initially by the test monitor for not having a more legible signature on my photo identification card, and then more sternly for taking a sip of water. To go to the bathroom, I was told to raise my hand and wait for the test monitor to grant permission because only one of us could leave the testing room at any given time. Then, on my way to the bathroom and back, I noticed three different hall monitors, seated in strategic locations, each doing their duty to check if I had the yellow bathroom permission pass. Had the state somehow confused reform school for education reform, I wondered.

    Click here to Print E-mail this Page Last week's column discussed parts of Drs. Abigail and Stephen Thernstrom's new book No Excuses: Closing the Racial Gap in Learning . It's a gap that finds the average black high school graduate having achieved only what the average white youngster has achieved by the seventh or eighth grade. The education establishment has also opposed teacher certification tests and often labeled them as racially discriminatory. Perhaps it's because of the large failure rate among prospective teachers, particularly minority teachers. In 1998, of 1800 Massachusetts teachers taking the test, 60 percent failed. According to Education World, "Seven states use the National Evaluation System's tests, 27 use the National Teachers Exam, 43 ask new teachers to pass basic skills tests, and 32 require teachers to demonstrate proficiency in the subjects they teach. Teachers have not done well on those tests. Failure rates are between 20 and 30 percent on the basic skills and proficiency tests and 50 to 55 percent on the National Teachers Exam." Keep in mind that to pass the teacher certification test you need only 8 th th and at best 10 th grade skills. For example, a multiple choice math question asks: "Amy drinks one-and-a-half cups of milk three times a day. At this rate how many cups will she drink in one week?"
