WPI students wishing to receive the Initial License as middle or high school teachers in Massachusetts or states with reciprocating agreements with MA in the areas of Biology, Chemistry, Mathematics or Physics can do so by passing the Massachusetts MTEL test, taking a Teaching Methods course (ID 3100), performing observation and practice teaching and developing an IQP based on this experience, and taking Psychology of Education (SS 2401) and Cross-Cultural Psychology (SS 2406). Also required are courses in the appropriate subject matter meeting State guidelines as defined in Massachusetts regulations (603 CMR 7.00).     for Massachusetts by Carey Reid and Mary Jayne Fay Field Notes main page Summer 2000 issue T he statewide ABE Certification Committee has been working steadily since last spring to recommend a process to certify adult basic education teachers in the Commonwealth. The Committee has worked hard to make the process fair, inclusive, and meaningful, and to align this process with the state's Pre-K-12 certification system while preserving the unique characteristics of the adult basic education field. The Committee members represent particular constituencies unions, part-time and full- time teachers, and professional organizations but their work was also heavily influenced by the efforts of prior committees and work groups and by feedback gathered from the field through email and focus groups. Feedback from Practitioners
    In fact, feedback from practitioners has had a direct impact on staff members who have supported the work of the Advisory Committee and on the Committee's specific recommendations. As a result of feedback, for example, the Committee has recommended ways for veteran teachers to receive credit for their knowledge and experience. The Committee generated a first Interim Report to Commissioner David Driscoll on October 4, 1999. A second Interim Report was recently published and is now out for public comment.     Resources for: Prospective Students Current Undergraduates Current Grad Students Alumni Parents Undergraduate Teacher Preparation Programs Leading to Certification Teacher Certification at the Provisional with Advanced Standing level is available to Tufts undergraduates through the Department of Child Development. Massachusetts regulations require a two-stage process for obtaining teacher certification: (1) Provisional and (2) Standard . The Department sponsors or co-sponsors two teacher certification programs for undergraduates: Undergraduates can work toward either Provisional Certificate. Both are valid for five years of employment in the public schools of Massachusetts. Additional course work and experience is required for the Standard Certificate. The Standard Certificate is renewed every five years based on a review and approval process. The Massachusetts Department of Education has approved amendments to the regulations for educator licensure, to be implemented by October 2003. Current students will be informed of any changes in regulations that might affect them.

    Summer 99 A second independent academic study has strongly criticized the controversial Massachusetts Teacher Tests (recently relabeled the Massachusetts Educator Certification Tests or MECT, since they are also required for school administrators). Like the first external analysis (see Examiner , Winter 1998-99), "Teacher Education & Testing in Massachusetts" by the Association of Independent Colleges and Universities of Massachusetts (AICUM) concludes that "No evidence has been provided to the public . . . that the MECTs are valid . . . or that these tests are reliable."
    Authors Susan Melnick, Ph.D., who teaches at Michigan State University, and Diana Pullin, Ph.D., J.D., the former Dean of Boston College's School of Education, raise a number of additional issues, including the potential disparate impact of the testing program on minorities. According to their review of state data, not a single non-white candidate passed all sections of the exam on its first administration. Subsequently, the Commonwealth of Massachusetts stopped releasing data on racial group passage rates.
    The report notes potential conflicts between the high MECT failure rate and the growing demand for new teachers. It concludes by laying out a variety of possible responses by teacher training institutions, ranging from "do nothing" to "engage in litigation against the Commonwealth and/or support students who choose the legal route to contesting the denial of their teacher certification on the basis of failing the tests after they had met all the other requirements for the credential."

    Improving teacher supply and quality is among the most important educational issues the United States faces today as policy makers seek to hire, over the next ten years, both more and better teachers than ever before (Zernike, 2000). In Massachusetts, state officials have developed a number of initiatives to address this goal, the most notable being the Massachusetts Signing Bonus Program for New Teachers. This fast-track alternative to traditional certification programs has garnered national attention for its $20,000 bonuses to selected candidates, its cross-country recruiting campaign, its intensive seven-week training provided by the Massachusetts Institute for New Teachers (MINT), and its claims of success (School Board News, 2001).

    Collaborations with Tufts University and Lesley University enable apprentices to also earn master's degrees in Early Childhood, Elementary and Middle School Education. In the spring of 1998, the TTC launched its first urban school partnerships with The John M. Tobin Public Elementary School and Cambridge Rindge and Latin School in Cambridge. Interested apprentices spend from February to June gaining experience in a public school setting. In line with its broad outreach efforts, the TTC has consulted with more than 100 other schools and has recently worked with the Tufts Pilot High School/Boston Arts Academy Training Collaborative and City On A Hill Charter School.     A master's degree is not essential to acquiring certification under the Education Reform Act. Completion of the Teacher Training Course enables graduates to obtain standard certification with an alternative to a master's degree. Upon satisfactory completion of the TTC and the Massachusetts Teachers' Test, graduates are eligible to receive early childhood, elementary, or middle school generalist Teacher's Certification. Once certified in Massachusetts, teachers are eligible for certification in 40 other states under the reciprocal Interstate Agreement. Master's Degrees in Education

    The Teaching Students with Special Needs Program is designed to prepare professionals to work with children, Pre-Kindergarten through eigth grade, with mild to moderate special needs who participate in integrated or self-contained private and public school classrooms. It is a collaboration between Wheelock College Graduate School and Boston area private and public schools providing paid internships. This Master of Science Program leads to dual certifications: Teacher of Students with Special Needs (PreK-8) and Elementary Education (1-6).
    Students develop skills in integrative curriculum design, creating a supportive classroom ecology, adaptive teaching strategies, problem-solving with other practitioners, collecting and analyzing formal and informal assessment, and maintaining effective parent-professional partnerships. Emphasis is placed on teacher-as-researcher, knower and doer and a commitment to equity for all children in a multiracial and multicultural society.
    With variations in the course of study, this program is open to those new to teaching, individuals with an advanced provisional teacher certification, and to professionals already teaching in their own classrooms who seek special needs standard certification. Students who want to use their own classroom must obtain approval from the program coordinator in order to participate in this option.

    State Certification Reciprocity and Interstate Agreements: Interstate Certification Compact
    Effective March 1, 1996, Rhode Island adopted "Enhance Reciprocity" as a route to certification. This route provides that certification be granted to an applicant who holds a valid and comparable certificate from another member state, provided the applicant has complied with any requirements of the receiving state regarding degrees held, citizenship, and moral, ethical, physical, and mental fitness.
    A copy, including any translation key, of a valid teaching support administrative , or vocational certificate from the member state is required. NOTE: This certificate must be a Level II certificate as defined in the Interstate Contract. NOTE: This certificate must be valid during the period for which reciprocity is sought and must also be valid in the teaching area for which certification is desired.
