July 24,2004 Test Administration
The July administration of the MTEL educator licensure tests is scheduled for the Saturday before the start of the Democratic National Convention. National Evaluation Systems, Inc. and the Department of Education will make every effort to foresee problems and minimize the impact of any disruptions that might occur. However, it falls to the licensure candidates who elect to take the examinations at this administration to make adequate plans to arrive at their assigned test site on schedule. Finally, in the event that a public emergency forces a change in the test administration schedule, candidates should follow the directions in the Registration Bulletin (page 24). Communication and Literacy Skills Test Revision: The mechanics section of the Communication and Literacy Skills' writing subtest is being updated. The first administration of the updated test will take place on September 11, 2004.

Reforms in Preservice Preparation Programs and Teacher Certification Standards
Just as states, districts, and educational associations are beginning to rethink professional development strategies to support school improvement, they are also trying to reform preservice preparation programs and teacher certification standards. They have been exploring better ways to prepare new teachers, certify experienced teachers, and provide ongoing professional development to practicing educators. Many organizations-including schools, universities, and national educator groups-have created professional development schools that fit the continuing needs of teachers, from their preservice period to after many years of practice. In addition, educators, professional organizations, private foundations, and others have established a National Board for Professional Teaching Standards that can certify and recognize exceptional, experienced teachers.
Professional Development Schools
The professional development school framework encourages simultaneous restructuring of K-12 schools and colleges of education. Professional development schools provide clinical settings that prepare novice teachers to succeed in real schools and communities. Like medical students who serve an internship in hospitals, novice teachers learn to apply their coursework to the everyday challenges of actual teaching. The schools also provide ongoing professional development for experienced teachers and university faculty.

Teach for America
is an attractive way for Amherst graduates to launch a career in public schools. It is an immersion prgram which comprises a summer of training followed by 2 years of teaching in public schools. The Career Center has applications available. 180 Days in Springfield is a collaboration between the UMass Amherst and Springfield, Mass., public schools. The intensive, year-long, urban school-based teacher education program leads to a Master of Education degree and Massachusetts secondary teacher certification. The program features two semesters of integrated teaching and graduate study in a Springfield public middle or high school. Candidates may take additional summer coursework to complete the M.Ed. Participants earn Provisional Certification with Advanced Standing in their subject field at the middle or high school level, become eligible for Inter-State Compact Certification reciprocity, and meet requirements for the M.Ed.

    In the wake of widespread failures on the new Massachusetts teacher exams, a panel co-founded by a Boston College testing specialist says the exams themselves deserve a failing grade. Prof. Walter Haney (SOE) and colleagues on the Ad Hoc Committee to Test the Teacher Test have urged an immediate suspension of the exams, which they argue are poorly designed and unreliable. "The Massachusetts Teacher Tests have been hastily and poorly developed, and should not be used until documentation is available on the reliability of the tests," said Haney, whose group held a Statehouse press conference on Feb. 11 to sharply criticize the exams. (Photo by Lee Pellegrini) The teacher certification exams require candidates to pass a literacy test in reading and writing, and then a test in a specific subject, such as elementary education or biology. Almost 60 percent of the aspiring teachers who took the exams failed when the testing was introduced last April, and nearly half flunked another round in July. Boston College had one of the highest success rates on the exams of any college or university in the state, with nearly four out of every five BC candidates scoring a passing grade.

    Foreign Language Teacher Certification. ERIC Digest.
    Typically, beginning foreign language (FL) teachers in the United States must complete an "approved program" of teacher education in a four-year college or university, have a certain minimum grade point average, and complete a specified number of credit hours in the foreign language to be certified. To receive "approved program" status, institutions must demonstrate to their state department of education that they are fulfilling state standards. Most states model their standards after two statements developed by the FL teaching profession in the 1950s and '60s titled, QUALIFICATIONS FOR SECONDARY SCHOOL TEACHERS OF MODERN FOREIGN LANGUAGES and GUIDELINES FOR TEACHER EDUCATION PROGRAMS IN MODERN FOREIGN LANGUAGES (Paquette 1966). The QUALIFICATIONS are brief descriptions of "minimal," "good," and "superior" competence in listening comprehension, speaking, reading, writing, applied linguistics, culture and civilization, and pedagogy. The GUIDELINES describe model programs, using the QUALIFICATIONS as minimum objectives (Wing 1984).

    English as a Second Language (ESL) teachers must have special preparation to teach English to non-native speakers; being a fluent speaker or an effective teacher of English to native speakers is not enough. Just as teaching mathematics or French requires special knowledge and skills, teaching English as a Second Language does also. This Digest outlines some of the relevant issues concerning ESL teacher certification: profiles of students needing ESL instruction, reasons for considering certification, academic preparation needed to teach ESL, and a description of state requirements for certification. WHO NEEDS AN ESL TEACHER? Estimates based on the 1980 Census indicate that in 1980-81 at least three-and-a-half million school-age children in the United States lacked the English language skills needed to succeed in school. These children, whose native language is not English, generally fall into two groups. The first, limited-English-proficient (LEP) students, speak, understand, and may read and write English, but not well enough to keep up academically with their native English-speaking peers. The second group, non-English-speaking (NES) students, do not speak or understand English and may have no literacy skills in their native language. This factor complicates attempts to teach them English.

    Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.

    SALEM As a member of the group that recently issued a report critical of the Massachusetts Teacher Tests, I am writing to respond to your editorial about our analysis ("Certification test's critics misfire with analysis," Feb. 15).
    First, contrary to what the editorial implied, I support having an exam for pre-service teachers. Although this sort of exam will never tell us whether candidates actually know how to teach, it should be able to establish whether they are adequately literate and knowledgeable. Having analyzed scores from the Massachusetts tests, however, my colleagues (Walter Haney and Anne Wheelock) and I have concluded that these exams do not accomplish this important task because they are seriously flawed.
    Is it possible to tell whether a test is flawed just by examining a test's scores and not its questions? Yes. In fact, a test's validity and reliability cannot be determined just by having experts approve of each question. Let me explain with an example that Massachusetts residents know all too well: car emissions testing.
    Suppose that a gas station failed 100 car emissions systems in one day. You might think that car manufacturers were building faulty engines. But, if the 100 cars that failed were immediately re-tested at another station using an identical machine made by the same company, and over 50 of them passed, then what would you would think? You wouldn't have to look inside the machines to know that something was wrong with one, if not both, of them.
