Massachusetts Teachers Test Background: According to the Department of Education, the test of communication and literacy skills assessed the proficiency of candidates at a level required for a bachelor's degree, and the subject tests for specific certificates assessed proficiency and depth of understanding of the subject required for a baccalaureate major. In January, 1998, The Department of Education released the Question and Answer booklet on the Massachusetts Teacher Tests, which included a statement that candidates taking the test on April 4 and July 11 "will satisfy the testing requirements automatically". At the time of the first test administration, however, the cut score had not been determined. Four days later (July 6) the results were mailed out, along with a free admission form to the July 11 test for students who failed all or part of the exam, and on July 11, approximately 3000 students took the second offering of the certification exam. The scores from this second administration are expected by mid-August. Concerns: Before any interpretation or explanation of the high failure rate on the Teachers Tests can be offered, a number of concerns must be addressed. Since we cannot evaluate the content of the tests (comment cannot be made regarding the content until the content is made available - and actual questions and data regarding test answers have not been released), we must focus on the test process. When focusing on the administration of the test a number of flaws in the process become apparent. Many education professors, schools of education, and students may have been under the impression that the first two administrations of the test would be for statistical or normative purposes (such a process is typical in test development) and the fact that the

Many of these programs are in private school settings, although some public alternative schools are developing similar programs. Some examples: The Eagle Rock School and Professional Development Center in Colorado was founded by the Honda Corporation in 1993 as a year-round, tuition-free, residential high for up to ninety-six 15- to 18-year-old students from diverse backgrounds across America who have not been successful in conventional school settings. Students are nominated through a participating school district or community organization and must have strong support from an adult sponsor. Environmentalism and outdoor education are combined with active learning and community service in a unique residential setting. President puts programs on special administrative notice

Following the poor performance of Northeastern students on the Massachusetts teacher certification examination, President Freeland has placed the university's education programs on special administrative notice and has vowed to redouble efforts to recruit better applicants and raise standards. "The higher education community must shoulder much of the blame for poor teacher training outcomes, and Northeastern will do its part to upgrade the quality of the Commonwealth's teacher corps," Freeland wrote in a July 20 letter to Massachusetts Board of Higher Education chair James Carlin. Freeland has charged provost David Hall with insuring that corrective actions are taken before any more students are admitted into education programs or certified to take the state's teacher exam. Freeland specifically asked Hall to focus his attention on improving the quality of the programs, recruiting better qualified students and providing special help to students who failed the test and those currently in the pipeline toward graduation. Freeland said the university had already begun to put mechanisms in place to raise its standards for teacher education, by recruiting better applicants and improving programs.

Massachusetts college officials shocked at woeful failure rate on teacher test
by Brian Fitzgerald "Appalling" scores on the new Massachusetts teacher certification test "demonstrate the existence of an educational disaster," says state Board of Education Chairman John Silber, who has been pushing for higher standards at schools of education since being appointed to the post in late 1995. The test results, released July 6, prompted college officials across the state to seek answers after 59 percent of the nearly 1,800 candidates failed the exam. The institutional scores, released 12 days later, also sparked an out-cry as some of the state's best-known schools had among the highest failure rates. Boston University, with 65.7 percent passing, ranked second in the percentage of students who passed among colleges with more than 50 students taking the test. "Although Boston University students scored relatively high far above the average in the independent sector, and still higher above the average in the state sector we are not satisfied with the results," says Silber, who is also BU's chancellor. He adds that although a full understanding of the first round of the test must await a detailed breakdown of the scores, the institutional scores "are a start at learning which of the commonwealth's education programs are failing badly and which are relatively successful. I say 'relatively successful' because with the exception of only a handful of programs many of them at the graduate level with only a few graduates being tested, no institution scored well enough for satisfaction."

What Did the Massachusetts Teacher Tests Say About American Education? By R. Clarke Fowler Will the mechanisms that policy makers are using to improve schools of education more certification tests, higher cut scores, and severe penalties for institutions that fail to meet specific pass rates actually deliver the increased accountability and better teachers that policy makers have promised? Mr. Fowler's experience in Massachusetts suggests that the answer is no. DURING the summer of 1998, magazines, newspapers, and the electronic media widely reported the results of the first administration of Massachusetts' new tests for aspiring teachers. The results were notable because 59% of those tested failed an exam that state officials described as a test of eighth- to 10th-grade skills. This story was also notable because of the remarkable series of events that accompanied the announcement of the test scores. The state board of education sparked outrage when it initially set the cut scores at one standard deviation below the levels recommended by its own panels of experts. It sparked controversy when it reversed this decision just one week later, in a vote preceded by the unexpected departure of Frank Haydu, then commissioner of education, who resigned with the comment that "the political forces have been unleashed." This story also made headlines because of the heated and highly quotable rhetoric that surrounded the affair. Thomas Finneran, the speaker of the Massachusetts House of Representatives, declared: "I'll tell you who won't be a teacher. The idiots who took that test and flunked so miserably and, of course, the idiots who passed them."

For all graduate programs leading to Initial Licensure:
  • All students must pass the Communication and Literacy Test prior to registering for the student teaching/practicum course or the final practicum course (for students enrolled in Guidance Counselor or School Adjustment Counselor programs). All students must take all other MTEL tests required for licensure in their fields prior to registering for the student teaching/practicum course. For all undergraduate programs leading to Initial Licensure:

If you are planning to move to another state, you should contact that state's certification office, as listed below. The number code following each entry indicates the types of testing which the state required at the time this information was published in the 1999 Job Search Hanbook. The key to the codes follows the state listing.
When you write or call the state certification office, indicate the type of certificate you are receiving from your current state, which national tests you have taken, and ask for application materials and procedures for obtaining certification in the new state. Another source of information about certification requirements will be the actual districts to which you apply.
