At best, many "consensus" committees whittle away personal goals in favor of lukewarm conclusions that make no one happy. Emerson said, "A foolish consistency is the hobgoblin of little minds." One is also reminded of Margaret Thatcher's quote, To me consensus seems to be: the process of abandoning all beliefs, principles, values and policies in search of something in which no one believes, but to which no one objects; the process of avoiding the very issues that have to be solved, merely because you cannot get agreement on the way ahead. What great cause would have been fought and won under the banner "I stand for consensus"? But many school and business committees are not really intended to even meet that goal. Many schools make heavy use of social engineering techniques in carefully constructing and nurturing a variety of "committees" whose purpose is to rubber-stamp pre-established conclusions. Of course, there is nothing intentionally nefarious or conspiratorial about all this; this is simply the set of techniques that are taught in ed school as means for being "agents of change" and "developing a consensus" of support for proposed changes. These techniques (sometimes labelled as "Delphi" methods), were developed early in the 20th century, where they were heavily used by trade unionists and by progressive social organizers such as Saul Alinsky. These techniques are heavily in use today by corporations, churches, human resource organizations, trade organizations and social groups in forming a "consensus" supporting

(updated August 2002) By Tim Sullivan It was perhaps the loudest reaction on the first day of the 2000 national PTA convention in Chicago. Illinois Superintendent of Schools Dr. Glenn McGee remembered a day earlier in his career when he made the “mistake” of referring to parent groups as “PTOs.” Almost on cue, the crowd of 1,500 or so PTAers roared their disapproval. Loud boos echoed through the cavernous meeting hall. He may as well have said that he hated the Cubs, the White Sox, the Bulls, and the Bears. Why the strong emotions? Are PTOs hurting kids or doing something wrong? While no PTA defenders go that far, there is a subtle but undeniable implication that those groups that aren’t part of the PTA are in some way choosing to abandon the cause of children. For some groups, the PTO vs. PTA debate is simply a matter of dollars and cents (either “we don’t want to send any money out of our school” or “are we getting enough service for the money we send out of our school?”). For others, though, the debate takes on a significantly increased importance. “If we don’t speak for all children, then who will?” the PTA’s most loyal defenders often ask. Grants and Donations Received The Worcester Arts and Humanities Educational collaborative was fortunate to receive a grant from Allmerica Financial Corporation The money will allow the schools to further develop working partnerships with the cultural institutions in the area. Allmerica has made a most significant contribution to the collaborative in terms of leadership, support and monetary contributions. The Hoche Schofield Foundation provided the money for Plymouth Plantation to provide class visits to Wawecus Road, Lincoln Street and McGrath Schools. Much to the delight of the students, the visiting actors and actresses role-played life during the Colonial period. Thorndyke Road School received a grant from the Francis R. Dewing Foundation to develop a "Thinking Trail" on the site of their school that will complement the science, art, literature and environmental studies. Lincoln Street School was funded to have an after-school program at the Worcester Center for Crafts . The grant was submitted by the Center to the Worcester Community Foundation . Lincoln Street has formed a partnership with the Center for Crafts over the past two years. Greendale School was the recipient of money from the Saint Patrick's Day Breakfast Committee to buy recorders for the 4th, 5th and 6th grades. In southern New England, the 102-year old PTA seems to be less relevant than at any time in its history, but school parent groups are as busy as ever. What's happening with the PTA? And does it matter? The images are the same as ever. Parents chaperoning the school field trip. A school carnival in the playground celebrating the end of the year. The annual wrapping-paper sale. Across Connecticut, Massachusetts and Rhode Island, parent groups continue to play important roles helping to build community at their schools. Today, though, these groups are far more likely to be called PTO or HSA or PCC...than they are to be called PTA. In total, fewer than 11 percent of southern New England K-8 parent groups remain affiliated with the formal PTA. While Connecticut's PTA is the strongest in the region (19 percent of the state's K-8 schools belong), the region's largest state, Massachusetts, can claim only 5 percent membership. "Back in the 60's we had over 100,000 members," recalls Massachusetts PTA Treasurer and Past President Barbara Bailey, herself a member for some 20 years. "There's just over 20,000 members now in 126 local units." "Personally, I've never heard of what the PTA does" says Sue Greenleaf, an active PTO volunteer at two schools in Tyngsboro, MA, expressing perhaps the most frustrating reality for PTA leaders.

By Jeff Carter ALTHOUGH THEY WORK in different professions, Latha Krishnaiyer and Cindy Stoddart discovered they have an important common concern: the impact of television violence and commercialism on children. So in early 1995, Krishnaiyer, of the Broward County and Florida State PTA, and Stoddart, director of public and government affairs of the Broward County System at Comcast Cable of Fort Lauderdale, got together to lead one of the very first Taking Charge of Your TV workshops for a group of concerned parents at the Florida PTA leadership conference. They’ve been giving them ever since. The partnership between Comcast and the Florida PTA "makes perfect sense," Stoddart says. "I think the cable industry brings a tremendous sense of responsibility and commitment to education to the table, along with the ability to use the resources that we have to communicate to the public at large. The PTA members take the information we give them back to their communities and they make things happen at a grassroots level." "For instance," Krishnaiyer continues, "a woman at one of the workshops said that she came home one day and went into the laundry room to wash clothes. Her two boys had taken marbles and strewn them all over the floor. She took a step and took a dive—luckily she wasn’t hurt! Then she brought the kids in and she wanted to know what happened. They said they were doing this to stop burglars from coming in, just like the kid did in the movie
