April 23, 2002 - CAMBRIDGE SCHOOL COMMITTEE RESOLUTION ON MCAS WHEREAS: The 1993 Education Reform Act of the General Laws of Massachusetts states that the system for determining academic competencies,"...shall employ a variety of assessment instruments. As much as is practicable, especially in the case of students whose performance is difficult to assess using conventional methods, such instruments shall include consideration of work samples, projects, and shall facilitate authentic and direct gauges of student performance"; and WHEREAS: The Massachusetts Comprehensive Assessment System Test (MCAS Test) does not support different styles of learning, communicating or demonstrating student performance; and WHEREAS: The State Department of Education has put forth a policy that would deny high school diplomas to students who fail the MCAS Test, regardless of their other academic achievements and competencies as demonstrated by other assessment instruments; and WHEREAS: There is no proven, educational rationale for basing high school graduation or any grade promotion on performance in a single, standardized test, regardless of how many times the test is administered; and WHEREAS: The denial of high school diplomas is a discriminatory consequence that will fall disproportionately upon those families who are too poor to send their children to private or parochial schools; and WHEREAS: The anticipated consequences of the MCAS Test will harm students by increasing high school dropout rates; and

Conference to host Amistad’s visit to Boston

By Tiffany Vail The Massachusetts Conference will be the chief sponsor of the Freedom Schooner Amistad’s visit to Boston Harbor in October. The visit is likely to be a major event in the life of the Conference, offering a chance to educate the public and church members about the Amistad Incident of 1839, an important part of the heritage of the United Church of Christ. The Amistad , which acts as a floating civil rights museum and classroom, has attracted as many as 22,000 visitors in large cities such as Baltimore. During port visits, the schooner is open for tours, school trips, excursions and corporate events. It is expected to be docked in Boston Harbor October 15–21

AMISTAD = MISSION

By Nancy S. Taylor Hosting the Freedom Schooner Amistad for its visit to Boston Harbor next October is a mission initiative written large! Indeed, this mission initiative of the Massachusetts Conference of the United Church of Christ has the potential to affect every citizen of the Commonwealth, whether or not they ever visit the Schooner. How so? Dialogues on Race: First, the Amistad’s visit will be accompanied by an invitation to citizens of the Commonwealth to host and/or participate in a “Neighborhood Dialogue on Race: A Talk Worth Having” next September and October. A guidebook for the leader/convener of each conversation is currently under production. These leaders will be encouraged to convene local groups to meet five times and, following the guidebook, engage in dialogues about race. At the fifth and final conversation, it is suggested that participants move from talk to action. Together, they will agree to some action they can take.

May 21, 2003 Sponsor The Boston Foundation Abstract School choice is a highly controversial topic in Massachusetts' educational policy circles these days. In recent years, the Commonwealth has offered students and their families a variety of school choice options, but very little funding has been dedicated to studying the impact, availability and enrollment trends of school choice. As a result, policymakers are forced to shape a policy agenda based upon conjecture rather than evidence. This report describes the various school choice options in Massachusetts and details the extent to which each school choice option is available and exercised. By Tim Wise With the release last week of the latest scores on the MCAS tests, or Massachusetts Comprehensive Assessment System, we are once again being bombarded with warnings about "failing schools." The stakes are high; these statewide standardized tests, administered to fourth-, eighth-, and 10th-graders, will determine, among other things, whether a student gets a high school diploma or whether the state takes over a low-scoring school district. While the state Board of Education has raised concerns about students’ performance on the MCAS, parents, teachers, students, and others question the quality of the test - and the qualifications of the board's nine members themselves. After all, not one of the board's members can claim any meaningful experience teaching school. None of them had to pass a single test to join the board. And if asked to do so, they undoubtedly would refuse, saying no one test should determine their promotion. But let's turn the tables for a moment. How would the board score on an education competency test designed by parents and students? Call it the Massachusetts Citizens' Assessment System - our own MCAS. Based on the board's performance thus far, their answers would not be hard to predict.

Hyde Park Another factor in the rapid growth of Hyde Park in the late nineteenth and early twentieth century was the introduction of the trolley and rail lines to and from Boston. New residents who worked not in Hyde Park but in Boston sought the grassy lawns and lower housing density available in Hyde Park. The pull toward Boston was now taking hold. Dissatisfied with town water rates and service, Hyde Park voted to join Boston in 1911. Hyde Park provided the backdrop for events in the women's suffrage and abolition movements. Speaking out for human rights were such Hyde Park residents as Angelina and Sarah Grimke, Mehitable Sunderland, the first doctor in Hyde Park, and Theodore Weld. The first black regiment mustered for the Civil War, the Massachusetts 54th - subject of the movie "Glory" - was trained at Camp Meigs in Hyde Park, as was James Munroe Trotter, the first black officer of the American Army. While absorbed into Boston, Hyde Park still maintains a sense of its own independent spirit and identity. Residents were so dissatisfied with the Southwest Expressway proposal that in 1962, they petitioned their legislators to secede from Boston and to join Norfolk County. Both the secession and the expressway proposals failed. Hyde Park is a community of revitalization and growth. Many former residents who moved to the suburbs are coming back, attracted by Hyde Park's proximity to Boston and moderate housing prices.

Communicable Disease Control Program/School Health Program, Private/Parochial Schools, Boston Public Health Commission (BPHC), 1010 Massachusetts Ave, Boston, MA 02118, 617-534-2686, Maureen_Jameson@BPHC.org Massachusetts regulations have required hepatitis B vaccine (HBV) for kindergarten entrants since 1996 and for seventh grade entrants since 1999. However, the implementation schedule resulted in a cohort of susceptible children in grades 3-6 and 8. Beginning in 1998, BPHC public health nurses (PHNs) from Communicable Disease Control and the School Health Program Private/Parochial Schools collaborated to implement a catch-up school-based HBV program for students in grades 3-8 in 36 parochial schools. School Health PHNs educated principals, faculty, parents, and students about benefits of HBV. Because three doses of the vaccine needed to be administered at each school within a seven month period, scheduling and staffing were major planning challenges. During the implementation phase, PHNs arranged for transport of all needed supplies, created appropriate work areas, managed anxiety levels of students, staff and parents, and handled medical emergencies. Over 1,500 children and staff were vaccinated, with a series completion rate greater than 90%.

The Bill and Melinda Gates Foundation has awarded a four year challenge grant to the Massachusetts Technology Leadership Consortium ( MA-TLC ), a statewide coalition of six educational organizations. MESPA is the project director of this initiative. Superintendents, principals, and school heads from public, charter, independent and parochial schools (K-12) are invited to participate in the program. This program helps school and district administrators provide effective leadership and make informed decisions regarding technology. The cost is $500 per participant. At completion, participants receive 32 PDPs and one of the following incentives: a digital camera or a Palm Pilot or a $250 check made out to the school account of their choice. The Grant began in 2000 and will run through October 2004.

Peck, Legislative Counsel DATE: January 22, 1992 RE: Private School Choice Demonstration Amendment The proposed school choice demonstration amendment to S. 2 would permit states to include private and parochial schools as "choice schools," notwithstanding contrary provisions of state law. While this effectively preempts state law after the Secretary of Education awards grants for the demonstration projects, it does not and cannot do so before an award is made. Therefore, a number of states, operating under state constitutions that prohibit the public funding of sectarian schools or institutions, are ineligible to apply for the grants. A government has only the power and authority granted to it by the people through a constitution. This is the foundation of a nation that observes "the rule of law." Just as the authority of the federal government is limited by the powers granted and denied by the federal Constitution, the authority of the state governments are limited by the powers granted and denied by their respective state constitutions. Where a state constitution prohibits public funding of sectarian institutions, the state would violate its constitution when it applied for the grant program contemplated by the choice demonstration amendment because it would exceed its constitutional authority. Thus, the following states are constitutionally inhibited from participating in the choice demonstration and cannot benefit from the amendment under consideration:

Necessary Choice or Downfall of Public Education Ideals?

This article focuses on some issues associated with school vouchers that arose during a debate between the presidents of the Board of Education in New York and Boston entitled "School Vouchers: Increased Family Choice or Weakened Public Education?" The debate was part of the Zinner Lecture Series at the Heller Graduate School, Brandeis University, on October 19, 2000.
Throughout time, school reform has tried to address inequalities that exist within the American school system. Reform movements have included law-driven equality movements, gender equity rights, education for children with special needs, and other ways to confront the issue of inequality in social class.
At the end of the 20th century, education evolved as the primary domestic policy priority for both politicians and the public in the United States. Current reform measures attempt to address the need for quality and equality in American schools. The newest reforms have rallied around the idea of "choice," with the belief that it will generate competition, parental involvement, and more equality within the school systems of this country.
