A response to Educating a Democracy , by Deborah Meier. Gary B. Nash I write this response to Deborah Meier’s indictment of the standards-based "reform movement" as someone who was deeply involved in constructing national standards in United States and world history and at the same time a critic of the California History Standards. While I agree mostly with Meier’s concern about what has happened in Massachusetts in the last few years, and almost entirely with her principles regarding education in a democracy, I believe she is much too categorical in her criticism of what is happening nationally in standards-based reforms. Particularly distressing is her disdain for the efforts of university-based scholars to involve themselves in K-12 education. Meier believes that standards-based education has led to standardization that has "shifted the locus of authority to outside bodies" and turned "teachers and parents into the local instruments of externally-imposed judgment." What has happened in Massachusetts gives her plenty of reasons for such a view. As Dan French, a leader of the state’s Department of Education has spelled out, a vigorous, forward-looking, and highly participatory attempt to create discipline-based standards was undermined by a sudden change in political leadership. When Governor William Weld put John Silber in the driver’s seat, he scuttled the work of thousands of teachers and parents and replaced their efforts with a rigid, prescriptive framework which has placed "innovative schools and teachers" (of the sort that Deborah Meier leads) "in the difficult position of having to modify their full curricula in order to align them with the new standards."

Citywide Learning Standards Executive Summary BPS Curriculum Guides outline work at different levels. Find out about testing in the Assessment Program and Benchmark Requirements: 2002-03 Read the newest BPS Promotion Policy On June 19, 1996, the Boston School Committee approved a major policy document, the Citywide Learning Standards and Curriculum Frameworks. This is a very important document, in that it sets new, high expectations in four major subjects for every one of the 63,000 students in the Boston Public Schools, and for every one of their teachers. It is part of the Boston Public Schools' Education Reform Plan, which also includes:
  • reorganization of the system into smaller clusters led by principals. All principals report directly to the Superintendent.
  • a Comprehensive School Planning process to help schools direct all their resources toward meeting focused goals.
  • a unified funding strategy that pools the funding from business, community and university partners and allocates it to schools to support improvement in teaching and learning.
This Introduction summarizes the goals of the Learning Standards and plans to carry them out, explains who wrote them and why, defines key words, and begins to answer some important questions. Finally, it gives examples of the standards for Grades 5, 8 and 12.

Eligibility
Candidates wishing to teach in the Boston Public Schools need to have the following:
  • A bachelor's degree from a U.S. college or university - For candidates who have an international degree, the BPS works with the Center for Educational Documentation (CED) , which provides interpretation and assessment services for international degree holders. The CED can be contacted at (617) 338-7171. Current authorization to work in the United States - Candidates must have such authorization by their first day of employment. Massachusetts teaching license (or eligibility to receive one) - Candidates without a Massachusetts license may still apply for positions and be considered for employment on a case-by-case basis.
