Massachusetts must unleash innovation in public schools

February 8, 2004 One of the most powerful attributes of our free market system is its ability to foster innovation. In the drive for a competitive edge, companies seek innovative ways to produce their products or create entirely new products to provide for the needs and wants of consumers. But this urge to innovate can be stymied in a company that gets large, bureaucratic and set in its ways. For these firms the results are always painful and sometimes fatal. Digital Equipment Company (DEC), once second only to IBM in the North American computer market, has faded into oblivion. Some blamed DEC’s bureaucratic, consensus-driven management style for failing to make important changes in time, including the move to personal computers. A single-minded strategy to support existing technology prevented innovators from within the company from advancing new technologies. Motorola, once a leader in wireless communications struggles to recover from its loyalty to the analog technology it pioneered. As a former executive of failed retailer Montgomery Ward told the Chicago Tribune, "Companies with strong cultures are resistant to change and get trapped in their own strategies."

Parent Resource Centers
In an effort to continue the commitment to provide parents and communities with information and resources to support their children, the Department oF: Education has provided 22 communities with computers that are now housed at the local Parent Information Centers. The computers, donated by the U.S. Census Bureau, will allow those programs to become Parent Resource Centers. Center for the Prevention of School Violence (CPSV)

The Center for the Prevention of School Violence serves as a primary point of contact for dealing with the problem of school violence. The Center focuses on ensuring that schools are safe and secure so that every student is able to attend a school that is safe and secure, one that is free of fear and conducive to learning.
Conflict Intervention Team

The Conflict Intervention Team is a team of community mediators specially trained to intervene in large scale, volatile school-based conflicts, and is sponsored by Massachusetts Attorney General Tom Reilly, the Massachusetts Department of Education, and the Massachusetts Association of Mediation Programs and Practitioners.

Student Conflict Resolution Experts (SCORE) Peer Mediation Program

SCORE pioneered the development of school mediation programs using trained student mediators to resolve violent and potentially violent conflict among their peers. Typical mediations involve fights, threats, harassment and rumors among students who know one another. The OAG Mediation Services Department provides expert mediation training, consultation, technical support and troubleshooting to all SCORE programs, SCORE schools and CMPs. MSD also conducts program site visits and assessments, convenes regional meetings, collects and analyzes program data, and provides oversight and quality control for the administration of SCORE grants.

    High School Completion
    Completing high school is a critical step for students preparing for high-tech careers. A high-school diploma or GED will not be sufficient for most high-tech jobs, but graduating from high school is a critical stepping stone leading to college and perhaps graduate school. In a technology-based economy, high-school graduation rates should ideally be very high to prepare as many students as possible for higher education.

    Project Director Nan Stein is a senior research scientist at the Center for Research on Women, part of the Wellesley Centers for Women at Wellesley College, where she directs several national research projects on sexual harassment, gender violence, and teasing and bullying in schools. She frequently gives lectures and keynote addresses, and provides training to school personnel, and has served as an expert witness in lawsuits concerning sexual harassment and child sexual abuse in K-12 schools. She was co-principal investigator and lead author of the Seventeen magazine (September 1992) survey on sexual harassment in the schools, Secrets in Public: Sexual Harassment in Our Schools .     CyberEducation 2002 , a new report released today by AeA and The Nasdaq Stock Market CyberEducation 2002 report found that Massachusetts ranked second in the 2000 science National Assessment of Educational Progress (NAEP) test with 42 percent of 8 th graders testing proficient. They also ranked among the top five states in the most recent math, reading, and writing NAEP. Massachusetts was the only
    state to rank in the top five in all four categories. This educational achievement continues into high school where Massachusetts had the fourth highest average score on the SAT college entrance exam of the 24 states where the majority of seniors take the SAT. On the higher education front, Massachusetts is a leader in the nation in engineering and engineering technology degrees conferred. In 2000, universities and colleges in Massachusetts granted well over 5,000 engineering and engineering technology degrees. On a per capita basis, Massachusetts ranked second in the nation by engineering degrees with 84 degrees granted for every 100,000 persons in 2000.
