Issue:
To meet the workforce needs of the future and to maintain our leadership position in the New Economy, the software and Internet industry needs the public school system to produce graduates who are computer literate and technology-enabled.
Massachusetts Perspective:
In 1997, Massachusetts was 48th in the country in computer connectivity, with one high-speed computer for every 15.6 students. Within several years, Massachusetts moved up to 21st, but because other states put a higher priority on educational technology, Massachusetts' position has since dropped.
A series of three statewide Net Days, spearheaded by Senator Edward Kennedy with the Council as one of the primary organizers, helped to partially or wholly wire about half of the K-12 public schools. Over 15,000 volunteers participated and more than $25 million in products and services were donated to schools over the two-year period in which Net Days were held.
Governmental Activity:
  • In 1997, the first educational technology bond bill, with a 3:1 local matching provision, was passed by the Massachusetts legislature, allocating $30 million or $30/student for technology in the schools.

    May 21, 2004 NEWTON, Mass. Kate Brodoff is a freshman at Newton South High School but lately she's also been a teacher. ADVERTISEMENT The 15-year-old's lesbian parents were plaintiffs in the landmark lawsuit that led to Monday's legalization of gay marriage in Massachusetts. Her presence lends an insider's perspective to classmates and teachers at Newton South, which like schools across the state is seeing same-sex marriage incorporated into the daily dialogue. "Some (students) make assumptions. They think that marriage and civil unions are the same," Kate said after French class and before she caught a bus to softball practice. "I try to tell them the actual facts of the case." Massachusetts schools have long broken ground in the area of gay rights. Cambridge Rindge and Latin School became the first public high school in the Northeast to create a gay-straight student alliance more than 15 years ago. Today, there's one in nearly every district. And the state Department of Education has long provided grants to teach acceptance of gay, lesbian, and bisexual students. "Schools have been way ahead of everyone else," said Paul Schlichtman, president of the Massachusetts Association of School Committees. "We've always had gay parents. The only thing that's changed is their legal status."

    May 10, 2004 ADVERTISEMENT Statewide, however, charter schools collectively fared worse than traditional public schools on the tests, according to a Globe analysis of state Department of Education statistics. More than half 54 percent of charter schools were below average on math and English MCAS exams in 2003. A main goal of charter schools nationally and in Massachusetts is giving urban families alternatives to low-performing local schools. While controversial, charter schools have proven highly popular in the Bay State, particularly in cities, home to most of the approximately 13,000 students on charter school waiting lists. Governor Mitt Romney, who believes charter schools provide a good option for poor families, plans to veto any action that would derail charter schools. The debate over charter schools has intensified as charter school enrollment and spending have risen. Charter schools receive per-student payments from local districts for each student they enroll. The test scores of charter schools like Roxbury Preparatory Charter School, the Academy of the Pacific Rim Charter School in Hyde Park, and Community Day Charter School in Lawrence ranked among the top handful of all public schools with students from similar socioeconomic backgrounds, according to an analysis of MCAS data by the Massachusetts Business Alliance for Education.

    Above and Beyond Awards program.
    This program recognizes the best practices in the teaching of math and science at middle schools, and provides the resources to awardees to document, further develop, package and disseminate their award winning teaching practices. The awards are targeted to middle school teachers because they are an important leverage point in the education of our children, and they greatly influence students in the pursuit of math and science.
    Each year upto 20 winners receive a $1000 grant for classroom use and a plaque for his or her school. In addition, up to four teachers receive a $10,000 stipend to write up these best practices so that they can be integrated into the curriculum and broadly disseminated across the state. Your contribution will help the Foundation continue its commitment to teachers throughout Massachusetts.
