GEOGRAPHY AND HISTORY AND THE
MIDDLE AND HIGH SCHOOL CURRICULUM
The integration of Geography and History is a key element of the Massachusetts Curriculum Frameworks. One cannot achieve a full understanding of history without a sense of place nor understand the essence of place with-out knowledge of how it was shaped over time. Geography is a comprehensive field of knowledge that helps us to identify and analyze the global patterns that shape our lives. When applied to the school curriculum, geography helps to reinforce basic literacy skills and can be integrated into a wide range of subjects including science, foreign languages, and social studies. Many people do not realize how much impact geography has on their everyday lives. It is an essential building block toward understanding world affairs. It is critically important that students understand close relationships between geography and history. THE INSTITUTE The sponsors of the institute are responding to the structure of the Massachusetts Frameworks by offering a unique and exciting five-day summer institute, Hilltowns and Milltowns: Geography and History in the Middle and High School Curriculum. Specifically, the purposes of the institute are to demonstrate:

It it difficult, and will take quite some time, to do justice to Boston, of course. In the early 1800s, it was the intellectual capital of the U.S. It has one of the finest harbors on the east coast. Originally, it was almost an island, connected to the mainland by "Boston neck", a strip just wide enough for one road (one of the reasons it could hold out so long in its rebellion against the English). Over the years, the neck was widened until it became wider than the "head" attached to it. Part of this filling-in process created the Back Bay. See Whitehill, Boston, A Topographical History

MA The colony was named after a local Indian tribe whose name means "a large hill place." Massachusetts was one of the six New England states, and one of the first 13 states in the Union (it entered in 1788). The Pilgrims established their settlement at Plymouth in 1620, arriving on the "Mayflower". They were Puritans, who established the Massachusetts Bay Colony. The birthplace of many of the ideals of the American Revolution, Massachusetts attracted people who believed in self-government. Massachusetts is the sixth smallest state of the United States but it stands among the leaders in many fields. Universities in and around Boston help make the area one of the world's great cultural, educational, medical and research centers. Historic sites date back to the Pilgrims, to colonial witchcraft trials, and to the Revolutionary War. Skiing brings many visitors to the Berkshire Hills and to other parts of the state. The Atlantic Ocean and many lakes and rivers also attract water sports enthusiasts.

    Wickham, Massachusetts - Geography
Ikibomot High School is located in the town of Wickham, Massachusetts. Wickham is an old seaport town on Massachusetts Bay, about thirty miles from Boston. The town sits on Wickham Point, a small peninsula which juts out into the bay for a couple of miles on a roughly northwest- southeast axis. On the southeastern tip of Wickham Point sits the "Old Town", a historic seaport dating back to the Puritan colonial times. This is a designated historic district and gets some tourist traffic visiting the old waterfront area. The school is in the middle of the peninsula. Its campus is not on the waterfront, although the school property includes a slice of land extending to the northern shore. There is a private beach within easy walking distance of campus, reached by a nature trail that winds through pine woods and beach scrub. On the northwestern end of the Point, where it meets the mainland, are the Ikibomot Corporate Research Labs. This facility occupies a campus larger than that of the school, and employs several thousand people. There is a train station near the main plant entrance, with regular commuter service south to Boston and north to the suburbs. To the west of the Point, across the tracks from the Ikibomot facility, is the "New Town": the houses built for new Ikibomot employees and the new shops and services required by the influx of population. This is a thoroughly modern suburban community.

    What the initiative process shows
The political geography of tax preferences in Massachusetts
I n 1956, economist Charles Tiebout set out to explain how people choose the communities in which they live. When a family buys a home, as any realtor will remind us, they are also buying a community. Tiebout took this idea seriously.
Tiebout observed that some people want to live in high-tax, high-public-service communities while others want to live in low-tax, low-public-service communities. That they do so does not reflect negatively on either choice but shows how diverse communities accommodate people with diverse tastes.
We considered seven major ballot questions since 1980, beginning with the grandfather of them all, Proposition 2 1/2, which limited the ability of local governments to raise property taxes. The other questions included the successful repeal of the tax surcharge (1986), the failed rollback of the personal income tax rate to 4.25% (1990); the successful attempt to raise the cigarette tax (1992); the failed attempt to institute a graduated income tax (1994); the successful rollback of the personal income to 5% (2000) and the failed attempt to abolish the state income tax (2002).
After tabulating the data, we identified the top seven anti-tax towns and the top seven pro-tax towns. The top seven anti-tax towns are Berkley, Billerica, Carver, Halifax, Plympton, West Bridgewater and Whitman. The majority of voters in these towns always declined to raise state taxes and was less willing to raise them locally.
