    C. STRATEGIC CITIES
The ultimate irony in the placeless world is that some places organize the rest. Manuel Castells 1998, p. 188 What has changed, it would seem, is the legitimacy of hierarchy. A primary lesson of the last third of the 20 th More recently, of course, the proliferation of computer networks both within and between organizations has also made hierarchy less tenable. As a result, the 1990s saw powerful tendencies toward flatter organizations; burgeoning alliances between large and small firms; and deepening networks between firms and venture capitalists, universities, and governments. Information flows remain vital, in other words. But now PC networks and spatial proximity provide increasingly complementary channels for the horizontal transmission of strategic information One result, as manifested most vividly in the U.S. in perhaps a dozen large and mid-sized cities, is a new system of innovation, driven by partnerships between knowledge workers and venture capitalists. That is our current point of departure.

HISTORY OF THE GEOGRAPHY AND REGIONAL PLANNING DEPARTMENT AT WESTFIELD STATE COLLEGE The Geography and Regional Planning Department (GARP) started out as a Geography Department when Westfield State was incorporated as a normal school, or teachers’ training school, in 1839. Geography, during that period, was part of the social science curriculum, which played a role in training future teachers for elementary and secondary education programs. Particularly notable among the geography professors during this era was Dr. Will Seymour Monroe, who taught both geography and psychology at WSC from 1896 to 1904. Professor Monroe expanded the geography curriculum and later, after leaving WSC, became a noted author. After WWII, the number of students in geography courses increased along with the expansion of the number of education majors at WSC. Geography was still primarily a Social Science course supporting the education major, and the geography staff consisted of one or two faculty. However, with the addition of Professor J. E. O’Shea to the WSC staff in 1957, the geography department began to expand over the next few years. In the 1960s several professors joined the Geography Department and added their particular strengths to the curriculum.

    Some Vermont Geography
Vermont's borders lie about 54 miles from Montreal, Canada ; 200 miles from Boston, Massachusetts; and 293 from New York City. The Green Mountain State covers some 9609 square miles. The highest point is 4393 feet (1339 m), atop towering Mount Mansfield . The lowest points are along glistening Lake Champlain , elevation 95 feet (29 m). Most of the land in between was shaped by glacial activity some 10,000 to 12,000 years ago.
The capital of Vermont is situated in the city of Montpelier, in Central Vermont . The founding mothers and fathers situated the capital near the geographic center of the state to make it easier for Vermonters to travel to the seat of government and avail themselves of the central services provided there. Until recently, the only way a Vermonter can get a drivers license with their photo on it was to drive to Montpelier. There are now state offices of the DMV located in each county (and sometimes in a number of towns/cities in those counties) that offer that service. The largest city remains Burlington - often called the Queen City of Vermont ( Burlington, Vermont population 38,392
