The Census Bureau produces population estimates for the Nation, the States, the District of Columbia, Puerto Rico, counties and equivalents, incorporated places, minor civil divisions, consolidated cities, census regions and divisions, and metropolitan areas.

Minor Civil Divisions
Legally defined county subdivisions are referred to as minor civil divisions (MCDs.) MCDs are the primary divisions of a county. They comprise both governmentally functioning entities that is, those with elected officials who provide services and raise revenues and nonfunctioning entities that exist primarily for administrative purposes, such as election districts. Twenty-eight states and Puerto Rico have MCDs. However, the MCDs function as general purpose governmental units in all or part of only twenty states. Within these twenty states, PEP produces estimates for all governmentally functioning MCDs and for nonfunctioning MCDs in counties that contain at least one functioning MCD. The legal powers and functions of MCDs vary from state to state. Most of the MCDs in twelve states (Connecticut, Maine, Massachusetts, Michigan, Minnesota, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, and Wisconsin) serve as general-purpose local governments. In the remaining eight states for which PEP produces MCD level estimates (Illinois, Indiana, Kansas, Missouri, Nebraska, North Dakota, Ohio, and South Dakota) the MCDs, for the most part, perform less of a governmental role and are less well known locally, even though they are active governmental units.

    MA The colony was named after a local Indian tribe whose name means "a large hill place." Massachusetts was one of the six New England states, and one of the first 13 states in the Union (it entered in 1788). The Pilgrims established their settlement at Plymouth in 1620, arriving on the "Mayflower". They were Puritans, who established the Massachusetts Bay Colony. The birthplace of many of the ideals of the American Revolution, Massachusetts attracted people who believed in self-government. Massachusetts is the sixth smallest state of the United States but it stands among the leaders in many fields. Universities in and around Boston help make the area one of the world's great cultural, educational, medical and research centers. Historic sites date back to the Pilgrims, to colonial witchcraft trials, and to the Revolutionary War. Skiing brings many visitors to the Berkshire Hills and to other parts of the state. The Atlantic Ocean and many lakes and rivers also attract water sports enthusiasts.

The population density African American Native American Asian , 0.05% Pacific Islander, 9.51% from other races, and 5.92% from two or more races. 10.21% of the population are Hispanic or Latino of any race. There are 38,178 households out of which 31.2% have children under the age of 18 living with them, 39.5% are married couples living together, 18.9% have a female householder with no husband present, and 36.9% are non-families. 31.6% of all households are made up of individuals and 13.6% have someone living alone who is 65 years of age or older. The average household size is 2.40 and the average family size is 3.01. In the city the population is spread out with 24.9% under the age of 18, 9.5% from 18 to 24, 28.8% from 25 to 44, 20.2% from 45 to 64, and 16.7% who are 65 years of age or older. The median age is 36 years. For every 100 females there are 89.1 males. For every 100 females age 18 and over, there are 84.4 males.

    What the initiative process shows
    The political geography of tax preferences in Massachusetts
    I n 1956, economist Charles Tiebout set out to explain how people choose the communities in which they live. When a family buys a home, as any realtor will remind us, they are also buying a community. Tiebout took this idea seriously.
    Tiebout observed that some people want to live in high-tax, high-public-service communities while others want to live in low-tax, low-public-service communities. That they do so does not reflect negatively on either choice but shows how diverse communities accommodate people with diverse tastes.
    We considered seven major ballot questions since 1980, beginning with the grandfather of them all, Proposition 2 1/2, which limited the ability of local governments to raise property taxes. The other questions included the successful repeal of the tax surcharge (1986), the failed rollback of the personal income tax rate to 4.25% (1990); the successful attempt to raise the cigarette tax (1992); the failed attempt to institute a graduated income tax (1994); the successful rollback of the personal income to 5% (2000) and the failed attempt to abolish the state income tax (2002).
    After tabulating the data, we identified the top seven anti-tax towns and the top seven pro-tax towns. The top seven anti-tax towns are Berkley, Billerica, Carver, Halifax, Plympton, West Bridgewater and Whitman. The majority of voters in these towns always declined to raise state taxes and was less willing to raise them locally.
