A former school teacher, Grace founded NBTSC in 1996. Through Planning and Development, the Franklin Regional Council of Governments provides a broad array of planning services and support for municipal officials. The Planning Staff provides technical assistance in zoning and subdivision regulations, grant writing, transportation planning, land use planning, forest and farmland preservation, natural resource planning, and historic preservation. In addition, Planning and Development provides Census and other socioeconomic and land use data and Geographic Information System mapping products and services. ECONOMIC DEVELOPMENT
Planning and Development prepares and updates the Comprehensive Economic Development Strategy (CEDS) for the greater Franklin County region. The CEDS makes Franklin County towns eligible to receive Federal Economic Development Administration (EDA) funding and identifies specific economic development projects. Members of the CEDS Policy Committee and various regional agencies including the FRCOG are actively pursuing funding to support projects identified in the CEDS. The FRCOG also assists member towns and businesses with the Massachusetts Economic Development Incentive Program

Jake Ashcroft, an ordained minister in the Apostolic Episcopal Church, is a seasoned security professional certified in AED, CPR and First Aid and Oxygen Administration. After serving in the U.S. Army for more than eight years, Jake obtained national accreditation in Advanced Training in Security Operations. Since then, he has served in the security industry establishing new and improved security operations for facilities and organizations locally. As Director of Security at the CAC, Jake develops and implements operations procedures related to the security of the building, assets and staff in conjunction with the local police and fire departments. In addition, Jake is responsible for public safety, first aid response and emergency evacuation procedures.

Betsy Hussey returns to the CAC to fulfill a new role as the Event Coordinator. Betsy will create, oversee and execute the external facility rental program as well as work directly with corporations and individuals who wish to rent the facility for special events such as business meetings, weddings, receptions, award banquets, etc. Betsy, a graduate of State University of New York at Binghamton's Master of Business Administration program, brings nine years of event marketing and production experience to her new role at the CAC. During her career, Betsy has produced over 100 large and small-scale events providing the intimate detail to serve as few as 45 people and the mangement contractors to serve as many as a 1 million people; and all sizes in between. Dr. Douglas is an educator, trained in the field of international relations, and specializes in democracy in developing countries, international labor affairs, and international ethics. He has taught university students at SAIS, adults in a mid-career graduate program at Georgetown University, foreign visitors to the U.S., U.S. Foreign Service officers, and Latin American, African, and East European trade unionists. He has over three decades of practical experience in international labor affairs, and has lived and worked for extended periods in Europe, Latin America, and Asia (where he has twice been a Fulbright Lecturer in Korea). At SAIS, he co-teaches Labor in Developing Countries and teaches Ethics, Choice and a Just World Order.
