Just in time for the New Year, the U.S. Department of Education issued final regulations concerning the implementation of No Child Left Behind , and because the Administration stuck to the intent of the law i.e. TO LEAVE NO CHILD BEHIND many school district administrators are reeling. Because they accept federal funds under Title 1, school leaders must offer parents options when their school has been deemed failing after two years. While this has been so since the early part of this year, school district officials have been able to get away with offering only a handful of options to parents in need. The honeymoon is over, the regs basically declared: from now on, capacity is no longer an excuse. The new federal law requires school leaders in states and communities to provide options, which means they'll no doubt have to get creative in order to ensure that no child indeed gets left behind. This ECS StateNote examines policies dealing with charter school autonomy across the states and answers the following questions: Are the state’s standards and assessments applied to charter schools? Are there any restrictions on a charter school’s budgetary authority? What rules are waived for charter schools?
Summary
Thirty-nine states, the District of Columbia and Puerto Rico apply state standards and assessments to charter schools. Twenty-three states do not place any restrictions on a charter school’s budgetary authority. Eight states, the District of Columbia and Puerto Rico place restrictions on a charter school’s budgetary authority. In six states, restrictions, if any, on a charter school’s budgetary authority are specified in the charter. Restrictions on budgetary authority in two states, Massachusetts and Texas, depend on the type of charter school. In 22 states, the District of Columbia and Puerto Rico, charter schools receive an automatic waiver from most state and school district education laws, regulations and policies. In five states

COEP Summary
Objectives: The COEP in the Kresge Center at the Harvard School of Public Health began formally in April 1997. The program combined existing independent efforts of the Center, such as the minority internship programs and the Environmental Health Education Program, with new initiatives such as the Museum of Science project. The COEP is a broad-spectrum program that draws on all the research cores and on one of the four facilities cores for content and personnel. The COEP is designed to address needs related to environmental health in four different community sectors: the general public, the schools, the undergraduate community, and the scientific community including both scientists and regulators. Three modes of approach are used: 1) education built-in to community-based research, 2) educational outreach through specific program offerings to schools and communities; and 3) outreach provided as expertise in collaboration with constituents. 269:17 HAZING; ORGANIZING OR PARTICIPATING; HAZING DEFINED.
Whoever is a principal organizer or participant in the crime of hazing, as defined herein, shall be punished by a fine of not more than three thousand dollars or by imprisonment in a house of correction for not more than one, [sic] year, or both such fine and imprisonment. The term ``hazing'' as used in this section and in sections eighteen and nineteen, shall mean any conduct or method of initiation into any student organization, whether on public or private property, which willfully or recklessly endangers the physical or mental health of any student or other person. Such conduct shall include whipping, beating, branding, forced calisthenics, exposure to the weather, forced consumption of any food, liquor, beverage, drug or other substance, or any other brutal treatment or forced physical activity which is likely to adversely affect the physical health of any such student or other person, or which subjects such student or other person to extreme mental stress, including extended deprivation of sleep or rest or extended isolation. Notwithstanding any other provisions of this section to the contrary, consent shall not be available as a defense to any prosecution under this action.

An underlying principle of the project is that the arts, humanities, and science enhance learning across the curriculum. Through the Collaborative, classroom teachers from the partner schools work cooperatively with personnel from local cultural institutions to develop curriculum units tied to the local and state curriculum frameworks. Interdisciplinary curriculum units have been developed in arts, social sciences/history, science, and mathematics.
WAHEC has learned that its strength and challenge lies in the number and diversity of its partners. The collaborative represents a combined wealth of educational, cultural, and business resources and expertise unmatched in the community. The partnership has developed extensive expertise in how to work with a school district that serves a large and diverse community (Worcester public schools serve more than 26,000 students speaking 84 different languages and dialects.) WAHEC now serves as a model and resource for other community organizations that are developing their own school partnerships.

Copies may be obtained in the Campus Police Department in E-Building, Room 208. The following is a summary of those rules and regulations. Specific authorization for towing and traffic enforcement is contained in 610 CMR 7.00. REGISTRATION AND PARKING DECALS:
Faculty, Staff and Students, both Day Division and Continuing Education Division are required to register their vehicles with the Campus Police Department and to maintain parking decals on their vehicles. Decals are to be placed on the inside (facing out) of the left upper corner of the rear driver's side window. If the vehicle has no rear window, the decal should be placed on the left upper corner of the driver's window. The registration is to be accomplished by the end of the first week of the school semester. A fine of five dollars ($5.00) will be imposed for each offense for either failure to register a vehicle or failure to display a Holyoke Community College parking decal. When driving a vehicle which does not display a campus decal, a temporary permit must be obtained before parking. DESIGNATED AND CONTROLLED PARKING: - 6:00 AM to 4:00 PM
