Reading Recovery in Southern Rhode Island After a brief lapse in service, the Southern Rhode Island Collaborative has once again put the Reading Recovery intervention into the offerings to schools and school districts. Rhode Island has developed a consortium of sites to serve the State in the various regions. Because of the definite need in the area of reading and writing and the devotion of many advocates, the intervention has once again been reinstated in this area with hiring of a Teacher Leader in the Southern Rhode Island region. Patricia Starnes comes to us after working several years in Reading Recovery. She was trained by Billie Askew at Texas Woman's University and continued to work as a Teacher Leader in South Texas, Connecticut, and Massachusetts. While in Massachusetts, she worked directly under Irene Fountas at Lesley University and received further training as a trainer of Literacy Coordinators for the Literacy Collaborative (formerly ELLI). Starnes' bilingual proficiency led her to be involved in Descubreindo La Lectura, a Spanish reconstruction of Reading Recovery and the development of materials for use in Literacy Collaborative classrooms where children are learning to read in Spanish. Reading Recovery is a valuable service that schools provide for first grade children who are struggling in reading and writing. The intervention targets children before they have fallen into a cycle of failure and the majority of them become successful readers and writers. Actually, the program has two positive outcomes. The children who are unable to meet the average range of performance within 20 weeks of service are then clearly identified as needing Special Education services. This allows for better identification of the Special Education population and the children's programs can be more readily identified.

THE WASHINGTON TIMES
The Senate voted 95-3 yesterday to change discipline rules for the federal special education program and to increase funding for disabled students by more than $2 billion a year for the next seven years.
Federal spending for disabled students would increase from $10 billion to $12.4 billion in fiscal 2005, and gradually to $26.1 billion by fiscal 2011, under an amendment offered by Sen. Judd Gregg, New Hampshire Republican, which the Senate adopted 96-1 Wednesday.
"Today, six-and-a-half million children with disabilities receive special education services. Almost all of them, 96 percent, are learning alongside their non-disabled peers," said Sen. Edward M. Kennedy of Massachusetts, ranking Democrat on the Senate Health, Education, Labor and Pensions Committee.
"It's our statement as a nation that these children matter and that we will do our part to help their parents and teachers and communities meet their education goals."
Mr. Gregg, the chairman of the committee, said Republicans and Democrats were in agreement on 90 percent of the bill before debate started on funding issues.

"Assistive technology is the adaptation of a computer so anyone can use it. For example, a larger keyboard may enable some people with motor problems or visual problems to use a computer. A software example might be the use of talking word processors to assist a learning-disabled or reading-challenged student by allowing them to use their eyes and ears together. Most of what I do involves looking at needs and finding a technology adaptation that allows students to participate in regular school activity.

Diploma must signify high standard for all The Boston Herald

We are parents of children with special needs who likely will never pass the two sections of the MCAS required for graduation. Like all parents, we are protective of our children and want the best for them, including access to the same high-quality education as their peers without special needs. We want their heroic efforts and progress recognized on graduation day. Nevertheless, we support Massachusetts' high graduation standards and we want our children's progress to be measured against them. If our children should achieve these standards, they should receive a full diploma like all those who have mastered the learning. If not, they should receive ample recognition, respect for their work and as much extra help as they need for as long as they need it to come as close as possible to achieving the standard. However, we don't need them to receive a diploma that pretends to represent skill and knowledge to which they have not been exposed or have not yet mastered.

This site is named after the book Uniquely Gifted: Identifying and Meeting the Needs of the Twice-Exceptional Student , edited by Kiesa Kay. Twice-exceptional children (that is, intellectually gifted children with special needs such as AD/HD, learning disabilities, Asperger Syndrome, etc.) have a hard time of it in our education system - because their giftedness can mask their special needs and their special needs hide their giftedness, they are often labeled as "lazy", "unmotivated", "not trying". Anecdotes and stories are often cited to support the need to amend Ch. 766 in ways that would be drastic and devastating for children. However, the facts clearly demonstrate that these anecdotes present a distorted view inconsistent with reality.
FICTION: Parents and advocates are unreasonable and consistently oppose efforts to reform Ch. 766. FACT: Parents and advocates actively participated with 15 statewide organizations to develop a comprehensive and far-reaching Special Education Reform Proposal. This proposal, which represents major concessions by parents, addresses mechanisms to tighten eligibility, reduce costs for independent evaluations, revise discipline standards for children with disabilities, and increase the state’s share of special education costs. Parents and advocates developed this Reform Proposal in conjunction with state organizations representing superintendents, school committees, principals, special education directors, private schools, collaboratives, and teachers unions.
FICTION: Special education is out of control —the numbers and cost are skyrocketing and no relief is in sight.
