    The Massachusetts Internet tax mystery

    A mystery is brewing in Massachusetts over how state tax collectors learned the identities of residents who bought cigarettes over the Internet. Since early this year, the Massachusetts Department of Revenue has been busy firing off 3,264 letters to online shoppers, ordering them to submit a check for unpaid cigarette taxes, plus interest and penaltiesor risk fines and imprisonment. Like its tax-happy neighbors of New York, Rhode Island and Connecticut, the Bay State ranks in the five most expensive places in the United States to buy cigarettes. Massachusetts levies $1.50 a pack in state excise taxes, not counting state sales taxes and local taxes. The 7-Eleven store on Hanover Street in Boston's North End sells a carton of Marlboros for $55.75. Online retailer DirtCheapCig.com sells Marlboros for

    The Grant Program provides matching grants to municipalities to support the preservation of public landscapes. The Program generally operates on an annual grant cycle, but is subject to funding availability. Projects are chosen through a competitive application process. The Massachusetts Department of Conservation and Recreation (DCR) is not currently awarding historic landscape preservation grants due to fiscal restrictions. Applications must address landscapes that are municipally owned or, if not owned by the city or town, accessible to the public. The landscape must be listed or eligible for listing on the State or National Registers of Historic Places. Only Massachusetts municipalities may apply for funds, and preference is given to those projects that involve a partnership with a Friends Group or Citizens Advisory Committee. The Program supports the following types of projects:
    • Inventory and Planning projects including historic landscape inventories, landscape preservation master plans, cultural landscape reports, preservation maintenance plans, National Register nominations, construction documents and specifications, park user studies, pre-acquisition studies and pre-development studies.

    Benjamin Banneker
    Benjamin Banneker's Pennsylvania, Delaware, Maryland and Virginia Almanack and Epheremis, published during the years 1792-1797. He retired from tobacco farming to concentrate wholly upon his studies. He corresponded with Thomas Jefferson and urged Jefferson to work for the abolition of slavery.
    Sojourner Truth
    Sojourner Truth, a nationally known speaker on human rights for slaves and women, was born Isabella Baumfree, a slave in Hurley, New York, and spoke only Dutch during her childhood. Sold and resold, denied her choice in husband, and treated cruelly by her masters, Truth ran away in 1826, leaving all but one of her children behind. After her freedom was bought for $25, she moved to New York City in 1829 and became a member of the African Methodist Episcopal Zion Church. In 1853, she helped form a utopian community called "The Kingdom," at Sing Sing, New York, which was soon disbanded following the death and possible murder of its leader. Truth was implicated in the scandal but courageously fought the falsehoods aimed at her. After the death of her son, she took the name Sojourner Truth to signify her new role as traveler telling the truth about slavery. She set out on June 1, 1843, walking for miles in a northeasterly direction with 25 cents in her pocket, and rested only when she found lodging offered by either rich or poor. First she attended religious meetings, then began to hold meetings herself that would bring audience members to tears. As she logged mile after mile, her fame grew and her reputation preceded her. Truth's popularity was enhanced by her biography written by the abolitionist Olive Gilbert, with a preface written by William Lloyd Garrison. In 1864, she was invited to the White House, where President Abraham Lincoln personally received her. Later she served as a counselor for the National Freedman's Relief Association, retiring in 1875 to Battle Creek, Michigan.

    The Public Health Service will also set up Metropolitan Medical Strike Teams (MMST) in each of the original 120 cities designated in the Nunn-Lugar-Domenici Amendment, which receive partial funding from the Nunn-Lugar-Domenici Program. To date, 47 cities have Metropolitan Medical Strike Teams in place. Metro Medical Strike Teams respond on the request of local authorities in charge of the incident. The MMSTs' focus is mass medical treatment and mass decontamination ability. They also facilitate coordination between area medical facilities to assure efficient use of available resources. MMSTs are 129 person teams divided into three groups, each consisting of 43 people. The MMSTs have a diverse makeup, consisting of physicians, nurses, paramedics, EMTs, HAZMAT technicians, and law enforcement officers
