About the Massachusetts State Lottery Commission The Massachusetts State Lottery was established by the legislature in 1971, in response to the need for revenues for the 351 cities and towns of the Commonwealth. To provide an operating structure for the Lottery, the Legislature established a five-member commission that includes the State Treasurer as Chairperson, the Secretary of Public Safety, the State Comptroller, and two gubernatorial appointees.
The Commissioners oversee and provide final approval of the types of games, the consumer prices of games, the prize structure of games, the methods of prize payment, and the licensing of agents.

By Bill Dedman, Globe Correspondent, 1/21/2004 A long-awaited state study of racial profiling in Massachusetts has found that minority drivers are disproportionately ticketed and searched by police officers in dozens of communities, including Boston. ADVERTISEMENT The widest gap in ticketing was in the town of Milton, just south of Boston. The state-sponsored study found that minorities received 58 percent of the traffic tickets in Milton while an estimated 16 percent of the drivers are minorities. In Boston, minorities received 50 percent of the tickets, but make up an estimated 33 percent of the drivers. The study was ordered by the Legislature four years ago in response to complaints from minorities. Researchers from the Northeastern University Institute on Race and Justice examined more than 1.3 million traffic tickets from April 2001 through June 2003. Though the results are similar to a Boston Globe examination of traffic tickets last year, the state study carries consequences: Those cities and towns where results show a large disparity between treatment of whites and minority drivers face greater scrutiny of their police departments. The secretary of public safety, Edward A. Flynn, is required to order communities with those disparities to document more information for a year on every traffic stop, even those resulting in an oral warning. Only two departments, Boston and Lowell, collect that information now, voluntarily.

    —Children in low-income neighborhoods are at highest risk of hunger, a trend concentrated in single-parent households in 35 cities and towns throughout the state.
    Statistics that were recently released through a study by the Center for Survey research, sponsored by Project Bread, also show that in low-income neighborhoods the prevalence of food insecurity for all children is now one in three. The most afflicted population, according to researchers, is single-parent households. The study shows that for these families the rate of food insecurity is 51%.
    “It’s hard for us to believe that there are two states of Massachusetts,” said Ellen Parker, executive director of Project Bread. “One in which hunger is totally invisible and one in which it’s a daily anxiety for parents trying to raise young children.”
