Statewide associations of local school boards in both Massachusetts and New York have recently adopted resolutions opposing the use of a single test as a high school graduation requirement.
Starting this school year, the State Board of Education requires all public school students to pass the Massachusetts Comprehensive Assessment System (MCAS) tests in language arts and math to earn a diploma. A lawsuit has been filed against the graduation test (see story, p. 6 ).
Four Massachusetts school boards have gone further than MASC and passed resolutions stating they will grant diplomas to students who meet local graduation requirements but have not passed the test. The Department of Education (DOE) insists it alone has the legal power to authorize diplomas. Supporters of local rights argue that the DOE is acting beyond its authority and has misinterpreted the law by requiring students to pass one test rather than being assessed for graduation readiness using multiple measures.
The parent-led Coalition for Authentic Reform in Education (CARE) has called on all school districts which support the MASC resolution to grant diplomas to students who meet local requirements. As more districts join the movement, pressure could mount on state policymakers to back off the testing requirement. The conflict between local and state policy-makers also could end up in court.

Winter -Spring 2003 Double Issue
In a declaration of independence worthy of their colonial forebears, some local Massachusetts school boards are choosing to defend their students rather than obey the dictates of the state Department of Education.
Seven school committees have passed resolutions pledging to award diplomas to all seniors who meet local graduation requirements, regardless of their scores on the high-stakes Massachusetts Comprehensive Assessment System (MCAS) exam. Responding to urgent appeals and organized pressure from parents and teachers, many more school committees are actively considering similar measures.
Opponents of the test, including thousands of families in MassCARE (the Massachusetts Coalition for Authentic Reform in Education) contend the state is breaking the law, which called for multiple forms of assessment and sensitivity to different learning styles and ethnic backgrounds. A lawsuit filed in state court this winter makes the same case. (See article below.)
The Massachusetts Association of School Committees voted 97-27 at its annual convention last October to reaffirm the historic diploma-granting authority of local school boards, even in the face of the MCAS. As graduation day approaches, it appears that more school committees will carry out the promise of that vote and decide to grant diplomas. The state Department of Education is using every bullying tactic it can think of: threatening to withhold state funds from defiant school districts, revoke the certification of their superintendents, and prevent students with non-MCAS diplomas from attending state colleges or receiving financial aid. So far, the school boards have held firm in the face of these threats.

State Action for Education Leadership Project The State Action for Education Leadership Project is part of The Wallace Foundation's larger educational leadership initiative designed to prepare, support and sustain a leadership cadre in each state that can transform schools and school systems to produce improved academic performance for low-income youth. Through this project, state government and education leaders compete for grants to support research, analysis and preparation of legislative and administrative actions that will prepare, support and sustain a group of education leaders (principals and superintendents) in each state. Fifteen states have been awarded three-year implementation grants: Connecticut, Delaware, Georgia, Illinois, Indiana, Iowa, Kentucky, Massachusetts, Missouri, Montana, New Jersey, Oregon, Rhode Island, Vermont, and Virginia.

In addition to her work in the School of Education she has served as deputy provost and interim provost and vice chancellor for academic affairs. Fighting for High-Quality Mathematics Education
The release of NCTM's Principles and Standards for School Mathematics in April 2000 was a milestone for NCTM. Accordingly, NCTM has stepped up its efforts to speak out at all levels for a high-quality mathematics education for every child. Prior to the release of Principles and Standards Principles and Standards . These face-to-face meetings gave lawmakers an opportunity to hear about Principles and Standards and NCTM's vision from NCTM's own leaders. Later in the year, the Council launched the Academy for Professional Development to convey the Council's message to teachers and provide training to help them implement Principles and Standards. Throughout 2000, NCTM took an active role in state discussions of mathematics education. In both California and Massachusetts, NCTM issued forceful statements on behalf of teachers regarding mathematics standards and teacher testing, and NCTM's president appeared before state and local boards of education. California Mathematics Framework "Change does not happen overnight. It takes a concerted effort over a long time to effect real change. Trying to change systems by decree from the top disenfranchises teachers who have been working so hard over the past few years to reach more students in mathematics."

Licensing allows state governments to verify that a social worker has the skills and knowledge to practice safely and to monitor the professional conduct of social workers. The Massachusetts Board of Registration of Social Workers (The Board) protects the public by promulgating and enforcing regulations for which licensees are held accountable.
