September 15, 1997 Education and Opportunity Thank you. Its a great honor to be here. I want to thank your principal, Jim Andersen, and everyone connected with your school, not only for the invitation to be here, but for what you are doing here. It is truly inspiring, and we in Washington have much more to learn from you than you do from us. At President Clinton's request, I and other administration officials have been visiting schools across the country, to emphasize the Presidents commitment to public education as a great instrument for change in our society. I've been to two other schools in recent weeks, in Vermont and Florida, and frankly they were a great deal different from Horizonte. Those schools didn't have the diversity you have here and their students didn't face the range of challenges that you face. Some of you are from other countries. Some of you speak English as your second language. Some of you face other social or economic challenges. But you have important advantages too. First of all, you have this school, which is using innovation and dedication and flexibility to make Horizonte an international symbol of multiculturalism and of excellence in alternative education. I salute you for what you are doing all of you, students and teachers and administrators and everyone who has made this school such a beacon of hope.

      A. School and Community Context
      The Graham and Parks Alternative Public School is a K-8 school in Cambridge, Massachusetts, formed by the merger of two existing school populations. One of the buildings was renovated and renamed for local activist Saundra Graham and civil rights heroine Rosa Parks. A beautiful mural in the school entry depicts both women at the school's dedication ceremony. The old building, in excellent condition, has three stories and a basement. Its setting, in a residential neighborhood near Central Square in Cambridge, is urban but not impoverished. Graham and Parks has a stable student population. More than 75 percent of the students in seventh grade have been enrolled since kindergarten. Of the 365 enrolled students, 17 percent are LEP and more than one-third of the students qualify for free or reduced-price lunch. Most LEP students are Haitian immigrants; a few are US-born children of immigrants. All except the Haitian bilingual students enroll in Graham and Parks through a choice system which is part of the Cambridge district desegregation plan.

    Brief Background Executive Action of Town Manager Brian Bullock formed the Rice School Alternative Use Study Committee (RSAUSC) on June 19, 2000. The directed purpose of the RSAUSC was to review and develop proposed uses and ownership options for Rice School. Further assignments of the RSAUSC were to:

    AGAINST SCHOOL AS PRESENTLY CONSTITUTED There is a technical high school in Turner's Falls, in western Massachusetts, which has a cooking program (among a wide variety of training options) that teaches kids how to buy, prepare and serve lunch on weekdays to whoever comes in to eat - and also offers a display of bakery goods to be purchased - in a restaurant setting, and at a moderate price. It is very popular. I have driven over there for lunch on a number of occasions. It's a very good experience. Except for the ones cooking and serving the food, the kids are free at lunchtime and just get to hang out with each other. Around Christmastime, many of them have tables set up in the hallways at which they sell various goods made in their classes. I can only characterize the whole feeling tone of this big bunch of kids as downright unAmerican - at least if compared with most high school groups under the same circumstances. No teachers monitoring, no kids teasing each other, no excessive flirting or harassing, no frenetic dashing about, no smoking in sheltered corners outside the building - just kids strolling about in small groups, chatting with each other or selling their products, those from the greenhousing group offering sturdy plants - and being very knowledgeable about their management - along the corridor, some studying in a sunny corner - well, you get the picture.     As a result of incentive grants, the number of public alternative high schools in Indiana has more than doubled in 2 years. This study examined the extent to which alternative school principals in that state knew and supported research-based tenets of effective alternative schools provided in the literature. In addition, possible associations between principal career orientation and levels of knowledge and support were tested. Results indicated that overall levels of knowledge and support were moderate. Principals who intended to remain in their current positions had slightly higher knowledge of effective practices than principals who intended to return to traditional schools. Levels of support, however, were not statistically different between the two career groups. As national and state policymakers shifted their attention from equality issues to excellence issues during the 1970s, interest in alternative schools waned. While many of the established schools survived, local district officials lost interest in creating new ones. The trend shifted in the late 1980s, however, largely because many leading reformers believed that equity and excellence could be pursued concurrently (Kowalski, 2003). The proliferation of alternative schools over the past 2 decades has stemmed from the realization that traditional institutions are not effectively reducing the number of students at risk of not completing the 12th grade. Although there are now more alternative school principals than at any time in the past, fundamental questions about these administrators raised more than 30 years ago have never been fully answered.

    Alternative Schools and the Students They Serve: Perceptions of State Directors of Special Education
    Recent data collected from a national survey estimates that about 12% of all students in alternative schools are students with disabilities. Yet we know very little about the nature of the instructional programs offered, special education processes and procedures in place, accountability practices, and outcomes for these students. In addition, we do not have complete descriptive information on the kinds of alternative schools and programs currently in operation. This Policy Research Brief reports findings from interviews conducted with 49 state directors of special education (or their designees). It describes their perceptions of (a) basic characteristics of alternative schools, (b) major issues for alternative schools, (c) major issues for state education agencies, (d) major issues for students with disabilities, and (e) educational reforms impacting alternative schools. The brief concludes with a discussion of trends that require further study. This issue was co-authored by Camilla A. Lehr, Ph.D., and Cheryl M.     Abstract
    A little known movement within public school systems, the creation of alternative schools for at-risk students has been in existence for several years. Alternative high schools have grown nationally in both quality and number. These schools for both existing and potential drop-outs rely heavily on forming learning communities where both teacher and learner are empowered. Innovation and flexibility are usual practice in alternative high schools. These schools and other options should be studied and their key elements identified. Today's problem-plagued standard high schools could use new models for their delivery of educational services to today's youth. They're found in crumbling inner city buildings, in strip malls, in old school buildings and within existing schools. They have optimistic sounding names like Capstone, Crossroads and Learning Enterprise. They have varied financial and educational arrangements. And they are popping up all over the landscape, mainly urban but also suburban and rural. What are they? They are small alternative high schools. The term alternative education was originally construed as an umbrella term covering a range of options in schooling. Presently its meaning has evolved into an understanding of programming for at-risk youth; those who are likely to not finish high school.

    Alternative High School Program: Javits Project The Belin-Blank Center, in partnership with the Iowa Department of Education, the Iowa Association of Alternative Education and seven Alternative High Schools in Iowa, has been awarded a three-year (2003-2006) federal grant of $790,035 from the Javits Gifted and Talented Student Education program. The purpose of the grant is to identify and serve academically gifted students in Iowa’s alternative high schools. The seven schools involved in the pilot portion of the project are:
    Central Alternative High School – Dubuque
    ECHO Alternative High School – Tiffin
    Expo High School - Waterloo
    Kanesville High School – Council Bluffs
    Kimberly Center – Davenport
    Metro High School – Cedar Rapids
    Scavo Campus – Des Moines The Javits grant focusing on alternative schools is an exciting opportunity for Iowa. It is our strong belief that there are students with high academic aptitude in alternative schools. Typically gifted education has not been a part of the educational discourse of these schools. This three-year grant provides us the opportunity to identify and serve students as well as provide professional development opportunities for teachers in alternative schools. A major purpose of the Javits funding is to identify and serve underrepresented and underserved populations. The alternative schools certainly fit that standard. We hope that through this project Iowa will become a model for the nation in serving gifted students in alternative schools.

    The History
    Strawberry Fields in Sherborn and Millis, Massachusetts provide extraordinary learning environments where special needs students gain a balanced perspective on themselves and the world; where lessons of life are learned and the skill of living acquired. Unique to the program is its relationship with the peace movement and its focus on engaging its students in specially designed projects to make the world a better place for those in need.
    The work of The Strawberry Fields Alternative High School and The Peace Abbey has received increasing attention nationally and - more recently - internationally. Participan ts at the Abbey's award and peace ceremonies over the past few years include: Mother Teresa, His Holiness The XIV Dalai Lama, Dhyani Ywahoo, Thich Nhat Hanh, Richie Havens, Martin Luther King III, Paul Winter, Peter, Paul and Mary, Sissela Bok, Camelia Sadat, Fr. Daniel Berrigan, Raul Julia, Arun Gandhi, Dr. Benjamin Spock, Patch Adams, Lorri and Gene Bauston, Rosa Parks and many others.
    What has attracted the attention of these and hundreds of others to the work carried on at the school is the creation of an environment that makes it possible for its students to transcend their apparent disabilities.
