Proponents of school choice believe that empowering families with educational options will promote such a change, because it presupposes that schools will reform to increase their attractiveness. In fact, choice has been widely adopted; hardly a state in the United States does not have some type of choice plan, and hardly a major urban area does not have a limited choice plan. This digest presents an overview of different choice strategies by reviewing the experiences in several urban areas. STATEWIDE CHOICE: MINNESOTA PLAN DESCRIPTION In 1988 Minnesota became the first state to enact statewide open enrollment for all students, making all public schools throughout the state open to any K-12th grade student, provided that the receiving school has room and the transfer does not harm racial integration efforts.

      Alternative Community School
      (Ithaca, NY) - ACS is a small middle school/high school, grades 6 through 12. There are about 260 students, who are accepted to ACS through random draw from the applicant pool. ACS is a public school, and there are no fees or tuition. We are an alternative to traditional schools, in our curricular and school governance philosophies. We believe in being both a community within our school and being part of the larger Ithaca community.

    Alternative school
    In education , the phrase alternative school usually refers to a school based on a non-traditional, new, or non-standard educational philosophy . A wide range of philosophies and teaching methods are offered by alternative schools; some have strong political, scholarly, or philosophical orientations, while others are more ad-hoc assemblies of teachers and students dissatisfied with some aspect of mainstream education. In the United States, most alternative schools are private or independent schools rather than public schools funded by the state; however, some public charter schools and magnet schools offer benefits similar to those of alternative schools and are inspired by similar ideas.

    Broad categories of alternative schools include Montessori schools, Waldorf schools, and Democratic Schools .     Project Zero/Massachusetts Schools Network was supported by The Pew Charitable Trusts.
    In collaboration with the Massachusetts Department of Education, Project Zero worked to help individual schools adopt portfolio assessment as part of a statewide school reform effort. The three-year initiative, which began in January 1994, brought together practitioners, policy makers, and researchers to explore how portfolios can be implemented to provide effective assessment of students and programs. Five Massachusetts elementary and middle schools served as initial partners, and six other schools were added in subsequent years. These schools committed substantial time and resources to an ongoing school-wide review of the fit between curriculum, pedagogy and assessment practices. In this context, they explored the use of project-based curriculum and portfolios. In addition, teams of teachers from participating schools met several times a year to share experiences, concerns, and discoveries. These meetings provided an opportunity for participants to compare portfolio models and designs they had developed. The network of schools continued to meet and grow as more schools joined the project. The work was based on an approach to portfolio implementation developed by Project Zero over the past ten years.     Sample Selection
    Information from the pilot study helped guide the allocation of the total sample to the two major categories of districts: districts that reported alternative schools in the CCD and those that did not report alternative schools in the CCD. Within each category, the samples were further allocated to district size strata (less than 2,500, 2,500 to 9,999, 10,000 or more) in rough proportion to the aggregate square root of the enrollment in the stratum. The sampling frame was also ordered by metropolitan status (urban, suburban, rural) and region (Northeast, Southeast, Central, West) to induce additional implicit stratification. Within each primary stratum, districts were selected systematically and with equal probabilities. The sampling frame constructed consisted of 14,619 regular public school districts during the 1998–99 school year. After the stratum sample sizes were determined, a final sample of 1,609 districts was systematically selected from the sorted file using independent random starts. The 50 states and the District of Columbia were included in the sample, while school districts in the outlying U.S. territories were excluded. Districts are of three types: unified, secondary, and elementary. Unified districts serve students across all grade levels and comprised 83 percent of the total sample (table A-1). Secondary districts comprised 2 percent, and elementary districts (i.e., serving grades no higher than grade 8) comprised 15 percent of the sample.

    Gates Foundation gives $9.9 million to alternative schools
    By Meredith Harkel Published: Thursday, March 6, 2003 In an effort to improve national graduation rates, the Bill and Melinda Gates Foundation granted $9.9 million to Boston area organizations last Wednesday, as part of a larger $31 million national grant to assist in the creation or improvement of alternative high schools across the nation.
    According to Weisstein, the program reaches beyond high school learning through internships, community service and college courses.
    Cambridge-based YouthBuild USA received $5.4 million to transform 23 high schools and create 10 new alternative high schools, according to a YouthBuild press release.
    YouthBuild programs help undereducated people ages 16 to 24 work toward their GED or high school diploma while learning to build housing for homeless and low-income people through a partnership with Habitat for Humanity.
    Among the schools currently benefiting from the grant is the Boston Technical Academy at Madison Park High School in Roxbury, which grants high school equivalency education to students ages 20 to 22, and the Champion Charter School in Brockton.
