"I'm excited that we're part of this ground-breaking alternative certification program that MSDE, UMUC, and UMBC are undertaking,” commented Iris T. Metts, Chief Executive Officer of Prince George’s County Public Schools. “It will provide an additional resource for recruiting high-quality teachers in critical subject areas throughout our system." Partnership includes online learning opportunity Global recruiting Dr. Grasmick said that research has shown that a key contributing factor to teacher retention among new teachers is the quality of mentoring received during the initial years in the classroom. MARCO teachers will receive intensive mentoring for the first three years of their service. MSDE is overseeing the project with constant communication and evaluation of all partners through its Division of Certification and Accreditation.

Student and School Services Divisions Divisions Certification and Accreditation Overview The Division of Certification and Accreditation was created in 1970. This division certifies teachers and other professional personnel; oversees the preparation and assessment of candidates for principalship; and approves the educational programs of nonpublic schools. Under the division are three branches: Certification, Nonpublic School Approval, and Program Approval and Assessment. In Focus Continuing Professional Development All professional, certified educators must pursue professional development, have individualized professional development plans throughout their careers, and complete at least six hours of course credits during each five year certification renewal cycle.
The Professional Standards and Teacher Education Board originated in 1971 as an advisory board established by the State Board of Education. It was authorized by statute in 1991 (Chapter 662, Acts of 1991). With the State Board of Education, the Professional Standards and Teacher Education Board sets the standards and regulations by which teachers and other professionals are prepared and licensed for Maryland public schools. The board's twenty-five members are appointed to three-year terms by the Governor with Senate advice and consent (Code Education Article, §6-701 through §6-708). Certification Branch
The Certification Branch was formed in 1981. The branch certifies teachers, specialists and administrators employed in public and private schools, other state institutions and the general public.

Teacher Certification
According to the Maryland State Department of Education (MSDE), there is a critical shortage of teachers in the state's 24 districts. In response, the State of Maryland has developed several exciting incentive programs to recruit and retain quality teachers. For detailed information on incentive programs, visit the MSDE web page. The College of Education shares MSDE's concern about the teacher shortage. We believe that the best way to increase the number of teachers is to offer multiple pathways for teacher certification. The College offers a variety of programs in early childhood, elementary, special education, and secondary education. Offerings vary from citation and certificate programs to double majors and fast track Bachelor's/Master's programs.
  • Early Childhood Teacher Certification Program Options The Department of Human Development offers an undergraduate program that is designed for students seeking certification to teach nursery school through grade three. Because early childhood teachers are expected to provide an inclusive, developmental education, content courses include psychology, science, math, music, and arts. Frequently Asked Questions
1. How will I know the status of my application?
When an application for employment is received, appropriate data is entered in a data base and a permanent file is made. A post card acknowledging receipt of the application is mailed to the applicant. The application is then considered to be active. The application will remain active until the fall of the year. Applicants who are not hired are automatically sent a Reactivation Form to be completed and returned. Applicants should return the form only if there is a change in name and/or address or no longer wish to be considered for employment with Howard County. Inactive applications are retained for one year and then destroyed if no further interest is shown.
2. What can I use as references?
Beginning teachers should submit student teaching evaluations or a college placement file that contains student teaching evaluations. Experienced teachers should submit copies of evaluations and/or formal observations as references. We would prefer the last three years of experience. Letters of reference are also acceptable.
If you do not have teaching experience, you may use evaluations from other work experiences. References from volunteer or work experiences involving working with children or teaching would be appropriate.
