Ritalin Use In Maryland Schools Lowest For Minorities, Highest For Special Education
Nearly three percent of Maryland public school students receive medication, most commonly the methylphenidate trademarked Ritalin, during school hours for treatment of attention deficit hyperactivity disorder (ADHD), according to a Maryland State Department of Education-supervised survey of school nurses. Published in the September issue of Pediatrics, the findings note significant disparities in the treatment rate for minority children and a concentrated use of ADHD medications among children receiving special education services. The Maryland General Assembly's Legislative Task Force for the Study of the Use of Methylphenidate and Other Drugs in School Children mandated the survey over concerns for ADHD prescription practices. The study findings, "Stimulant Treatment in Maryland Public Schools," represent the largest survey of its kind and the only published school assessment of medication treatment for ADHD to cover an entire state. Lead author Daniel Safer, M.D., adjunct associate professor of pediatrics and psychiatry at the Johns Hopkins Children's Center, draws particular attention to the finding that grade school African-American, Hispanic, and Asian students receive medication for ADHD at approximately half the rate of Caucasian students. The racial disparity increases with age so that by high school, the medication rate for African-American students is only one-fifth that for Caucasians.

    Thursday, January 22, 2004; Page B01 Maryland Gov. Robert L. Ehrlich Jr. proposed a $23.8 billion budget yesterday that would raise taxes on certain corporations, slash aid to local governments and slow spending on Medicaid while devoting substantial new resources to public schools, drug treatment and pay raises for state workers. Despite a projected $700 million revenue shortfall, Ehrlich (R) is proposing for the second year in a row to balance the budget without a general tax increase or a raid on the state's reserve fund. Instead, Ehrlich wants to borrow nearly $400 million from various state accounts, much of which would ordinarily go to Maryland counties for transportation projects and other uses. Ehrlich's budget also calls for more than $180 million in new revenue, including additional taxes on out-of-state residents who work in Maryland and on corporations that avoid Maryland taxes by transferring a portion of their income to Delaware subsidiaries. Last year, Ehrlich vetoed a bill that would have closed the so-called Delaware loophole. But courts have since ruled that Maryland is entitled to the cash, and Ehrlich is preparing legislation to close the loophole.

    B y its very nature, experimental science encourages teachers and students to create new techniques and apparatus to investigate both old and new ideas. In the stimulating science classroom, it is impossible to anticipate all of the specific hazards that might arise. It is not necessary to eliminate creativity in the interest of safety. It is important, however, that teachers temper their creativity with a constant alertness to potential dangers. Common sense can go a long way toward maintaining a safe environment. The ultimate responsibility for safety in the science classroom lies with the school administration in general and the school principal in particular. Administrators should be familiar with the general provisions of this Manual and insist on the implementation of its requirements. Teachers and students, however, bear the day-to-day responsibility for safety. For this reason, the details of the safety program enumerated in this Manual are directed primarily to the teacher. Yet, a safety program can only be effective if all parties carry out their responsibilities. It is essential that the safety program have the full support of all school and central office administrators as well as parents. To teach science effectively, the teacher must teach it safely.     Maryland honors 586 schools with awards, funds
    Achievement, improved performance of student subgroups recognized
    BALTIMORE (May 5, 2004) The Maryland State Department of Education is recognizing 586 elementary, middle, and high schools in the State for making gains in student academic performance. The awards program, now a requirement of the federal No Child Left Behind Act (NCLB), recognizes schools for the overall achievement of their students on the 2003 Maryland School Assessment and for improving the performance of special populations from 2002 to 2003. Special populations, identified under NCLB, include race/ethnicity, special education, limited English proficient, and those receiving free or reduced price meals. Title I elementary and middle schools will share about $450,000 from State Title I funds, with each receiving $4,000. Non-Title I elementary and middle schools will share $1.2 million in State funds, with each receiving just over $2900. High schools will receive certificates of recognition only. Neither federal Title I funds nor State funds, in accordance with the State legislation passed in 1996, can be used for high schools, and State funds have not been appropriated for the future. “We applaud the efforts of our staff and our students. These schools deserve to be recognized for raising the achievement levels of all our students through good instructional practices,” said State Superintendent of Schools Nancy S. Grasmick. “We will be developing partnerships during the coming year so that the community can join us in recognizing the achievement of our schools.”

    CNN Correspondent WESTMINSTER, Maryland (CNN) A school district's mandatory gun safety lesson has piqued the interest of a half-dozen states and prompted state legislators to propose laws requiring all schools in the state to offer the information. But some experts say a gun safety program void of message reinforcement at home is incomplete. Carroll County schools in Maryland had already warned pupils about the dangers of guns. But last August, the rural district 25 miles northwest of Baltimore became the nation's first to make gun safety a required lesson within its health and life classes from kindergarten to 12th grade.
