General Information
About MSPAP Why is the MSPAP important? MSPAP results tell schools what their students have learned in content and in skills. The State of Maryland has set high standards for student achievement. The MSPAP is designed to let schools know how close they are to meeting the standards set by the State. How is the MSPAP different from other tests? Before the MSPAP, most tests were multiple choice or short answer tests. They measured knowledge, but they could not measure the kinds of skills students need to have in the 1990's. Futhermore, MSPAP is intended to measure school improvement, not individual student performance. What skills do students need? Students need to be able to apply what they have learned to real-life problems. To find out if they can do this, schools must give tests that ask students to show what they know and what they can do. These tests are called performance assessments. What subjects are included in the MSPAP?

Elementary and Secondary Education Maryland is working hard to improve public education for children-and the results are evident. The total state aid for primary and secondary education will total $3.6 billion in fiscal year 2005; the $326 million increase for K-12 education is the largest increase in Maryland's history. For the fourth straight year, the nation's leading education newspaper, Education Week, gave Maryland an "A" for its K-12 standards and system of assessing, reporting, and holding schools responsible for improving achievement. In 2003, Maryland increased its average SAT math and verbal scores to 515 and 509, respectively, putting the State first in verbal and tied for first in math among the eight states of the middle-state region. Governor Ehrlich Appoints 21 Members to State Board of Physicians
ANNAPOLIS - Governor Robert L. Ehrlich, Jr., today announced his appointments to the newly formed 21-member State Board of Physicians. Senate Bill 500 of the 2003 Legislative Session abolishes the former State Board of Physician Quality Assurance, and constitutes the new Board, with members appointed by the Governor with advice and consent of the Senate.
