The Impact of School Library Media Centers on Academic Achievement. ERIC Digest.
Advocates of school library media programs have long been convinced of the relationship between quality library media programs and academic achievement. Most studies of this relationship were conducted between 1959 and 1979, were limited in scope, and usually used a small number of subjects in a limited geographical area. This study was designed both to update the existing research and to examine the relationship between library media programs and student achievement.
METHODOLOGY
Ideally, schools included in the sample for a study such as this would be selected on a random, stratified, or quota basis. None of these sampling designs was possible, because schools included in the sample had to have library media centers that responded to the 1989 survey of school library media centers in Colorado and had to use the Iowa Tests of Basic Skills (ITBS) or Tests of Achievement and Proficiency (TAP). These data were available for only 221 of 1,331 public elementary and secondary schools in Colorado during the 1988-89 school year. The study relied entirely upon available data about school library media centers and their school and community contexts to predict norm-referenced test scores.

(revised February 2003) Yes. COMAR 13A.10.01 Home Instruction, are the regulations that govern home instruction in Maryland. The purpose of COMAR 13A.10.01 is to establish a procedure to be used by the superintendent of each local school system to determine if a child participating in a home instruction program is receiving regular, thorough instruction during the school year in the studies usually taught in the public schools to children of the same age. At least 15 days before the beginning of a home instruction program, a parent or guardian who chooses to teach a child at home must sign a written statement on a form prescribed by the State Department of Education. The parent should contact their local school system for a copy of the consent form and COMAR 13A.10.01.

TECHNOLOGY IN MARYLAND SCHOOLS (TIMS)
TECHNOLOGY IN MARYLAND SCHOOLS PROGRAM The Technology in Maryland Schools (TIMS) Program, part of the Governor's Maryland Connected for Learning Initiative, provides each school that becomes part of the program with a complete wiring distribution system throughout the school building for transmitting voice, video, and data and/or provides hardware, software, and staff training. The technology is used to support student learning and instruction by (1) enabling students and teachers to access the Internet and World Wide Web directly from their classrooms and the library media center; and (2) allowing students and staff to communicate and interact electronically within the school building and with locations outside the school. Approximately 1,224 schools have benefited from this program to date.

Maryland Sailor, State of Maryland
  • Round-the-clock public access to public libraries
  • Internet access for all schools
  • Inservice training for library media specialists, teachers, and public and academic librarians
Anyone living in Maryland can board Sailor and take an electronic cruise, thanks to a project launched by Maryland's library community to provide free Internet access to state residents. It began two years ago with 15 librarians and technicians who were interested in more effectively sharing library resources. They developed a plan to connect the state's libraries for resource sharing and Internet access. Interest spread and some 125 people from the library community became involved in all aspects of the project, from marketing and grants development to training and assessment. Included in the initial group was a library automation specialist from the University of Maryland, who brought the idea to computer experts at the university. The institution agreed to extend its telecommunication system to the library community and offered to pilot the Sailor Gopher. The university continues to provide encouragement and technical support, including a helpline, for Maryland educators. The University of Maryland operates a bulletin board, K-12 Community Listserv, and a discussion forum that gives educators an opportunity to learn from one another. E-mail accounts are available, free of charge, to interested educators so that teachers can connect to other computers and see the kinds of information sources they have available.

One of the key components of the network is the Volunteer Parent Advocate (VPA) program. VPAs are parents who have first-hand knowledge and experience advocating for their own child's education in Baltimore City Public Schools, and have volunteered to assist other families to resolve special education problems. VPAs are interested community members who can provide telephone support or go to school meetings with family members. The CityWide Coalition provides continuous training and support to assist VPAs in their efforts to help other families.
