On July 26, 1948, with the stroke of a pen, President Harry Truman changed the course of American history. By signing Executive Order 9981, "Establishing the President's Committee on Equality of Treatment and Opportunity in the Armed Services," he officially declared "there shall be equality of treatment and opportunity for all persons in the armed services without regard to race, color, religion or national origin." His action reflected the growing realization by more and more Americans that our Nation could no longer reconcile segregation with the values we had fought a war to uphold.
We have come a long way in the subsequent 50 years, and the United States Armed Forces have been in the vanguard of our crusade to abolish discrimination in our society. Today our men and women in uniform represent so many aspects of the diversity that has made our Nation great, and they have proved that different people, sharing the same values, can work together as a mighty force for peace and freedom at home and around the world. We still have much to accomplish in our journey to become a society that respects our differences, celebrates our diversity, and unites around our shared values, but we should proudly mark the milestones on that journey and rejoice in the progress we have made thus far.

Iraq Prison Scandal Hits Home As GC Family Awaits Soldier's Fate

Garrett County native Staff Sgt. Chip Frederick is among the U.S. Army Reservists accused of mistreating and intentionally humiliating Iraqi prisoners and detainees. A soldier with the 372nd military police detachment based in Cresaptown, and a 20-year member of the Army National Guard and Army Reserve with impeccable military and civilian records, according to family members and fellow soldiers back home Frederick faces criminal charges and possible court martial proceedings in the scandal.
Frederick, a current resident of Buckingham, Va., was relieved of his duties as senior enlisted soldier at the Abu Ghraib Prison on January 17, two days before the Army officially launched its own investigation into suspicions of misconduct at the 280-acre facility, where at some points less than 10 soldiers were reportedly responsible for up to 900 prisoners and other detainees. Frederick has been reassigned to other duties in Iraq as the probe proceeds. The son of Ivan "Red" Frederick and Diane Frederick of Mtn. Lake Park, and JoAnn Frederick of Elkins, W.Va., the soldier has a wife and two daughters back home in Virginia, where he is employed as a corrections officer in a state penitentiary.

Peace and Justice Work in the Annapolis (Maryland) Area
Anne Arundel Peace Action (AAPA) is the local chapter of Peace Action, the nation's largest grassroots peace organization . Affiliated with Maryland Peace Action, AAPA serves 180 households in the county. The chapter was founded in 1982 by Betty Hutchinson and Dorothy Jones as part of the nuclear weapons freeze campaign. A 20-member steering committee meets monthly and is open to all Peace Action members and other interested persons. There also are quarterly chapter meetings, including an annual planning session in which members select the organization's program priorities for the coming year. Anne Arundel Peace Action is engaged in local projects to further peace and justice in the community. In the past year, chapter members organized a PeaceVoter '97 effort in the Annapolis mayor's race and distributed thousands of voter guides stressing the candidates' positions on local justice issues; created a rapid response netowrk to react to the Ku Klux Klan and other hate groups; co-sponsored a peace essay contest for middle school students statewide; persuaded Maryland's U.S. senators to sign onto a letter to President Clinton urging him to pursue a START III framework agreement at his summit with Russian President Yeltsin; held public programs on U.S. nuclear weaqpons policy; held a Tax Day demonstration for new federal budet priorities; and organized peace booths at humerous community events. In the fall of 1965, U.S. Forces of the 1st Cavalry Division fought a three-day life or death struggle against a division of regulars of The North Vietnamese Army. On the evening of the first day of the engagement, the troops were joined by a young UPI reporter from Refugio, Texas. Several years later, in 1998, Joe Galloway was decorated with the Bronze Star with V device for rescuing wounded soldiers under fire in the Ia Drang Valley. His is the only medal of valor that the U.S.Army awarded to a civilian for actions during the Vietnam War. The story of that battle later became a book and a movie, "We Were Soldiers Once... and Young."

Four wounded in Maryland high school drive-by shooting
The Associated Press RANDALLSTOWN, Md. (AP) - Four students were wounded Friday in a drive-by shooting at a high school outside Baltimore, authorities said. Three of the students were hospitalized with life-threatening injuries, officials said. The motivation for the attack was not immediately known, but Baltimore County Executive James T. Smith Jr. told WBAL-TV that it was a "street crime that happened on school grounds." Witnesses told police a car with about four people inside pulled up to Randallstown High School at about 4:30 p.m. and the driver and a passenger got out of the car, police spokesman Bill Toohey said. The driver shot the gun four or five times, then handed it to the passenger, who also fired. Witnesses saw a black BMW with tinted windows leave the scene, said Cpl. John Young, a police dispatcher. Smith said two suspects were in custody, including one adult.

01:52 PM Jan. 30, 2003 PT ROCKVILLE, Maryland Six University of Maryland students have admitted cheating on an accounting exam by using their cell phones to receive text messages with the answers, the school said Thursday. Another six students were implicated in the case. The scheme worked this way: Test takers brought their cell phones into the exam with them. They used the phones to contact friends outside the classroom. The friends looked up the exam answer key that had been posted on the Internet by the professor once the test had started. Then the friends messaged the answers back to the test takers.
